Richmond Dispatch Monday morning...Dec. 24, 1860. From South Carolina.the ratification of the Secession Ordinance — the addresses to the people, &c, The causes of South Carolina's Secession.

The following is the declaration of causes which justify the secession of South Carolina from the Federal Union, as reported by the committee to prepare an address to the people of the Southern States:

The State of South Carolina having determined to resume a separate and equal position among nations, deems it due to herself and the remaining United States of America and the nations of the world, that she should declare the causes which led to the act. In 1765 that portion of the British empire embracing Great Britain undertook to make laws for the government of the American colonies. A struggle for the right of self-government ensued, which resulted, on the 4th of July, 1776, in a declaration by the colonies that they' are, and of right ought to be, free and independent States, and that as free and independent States they have full power to levy war, conclude peace, contract alliances, establish commerce, and to do such things which independent States have the right to do. They further solemnly declare that whenever any form of government becomes destructive of these ends, it is the established right of the people to altar and abolish it and institute a new government. Deeming that the government of Great Britain had become destructive of these ends, they declare the colonies free and absolved from allegiance to the British crown, and the political connection between them and Great Britain was totally dissolved.

The committee say the right of a State to govern itself, and the right of the people to abolish a government when it becomes destructive of the ends for which it was instituted, were expressed when the colonies separated from the Mother Country, and became free and independent States. The parties amending the Constitution on the 17th September 1787, were the several sovereign States. On May 23, 1788, South Carolina, by a Convention of her people, assented to the amended Constitution of the United States. The failure of one of the contracting parties to maintain the constitutional obligations releases the other Fifteen of the Northern States have deliberately refused for years to fulfill their constitutional obligations. He would refer to those States for a proof of this. When the fourth article of the Constitution was adopted, the greater number of the contracting parties held slaves. The hostility of the Northern States to the institution of slavery had led them to disregard their constitutional obligations.

The laws of the General Government have ceased to effect the objects of the Constitution. Maine, New Hampshire, Vermont, Massachusetts, Connection, Rhode Island, New York. Pennsylvania, Illinois, Indiana, Ohio, Michigan, Wisconsin and Iowa have enacted laws either nullifying the Constitution or to render useless all attempts to execute the acts of Congress. In many of these States fugitives "held to service and to labor" have been claimed, but in none of them has the State Government complied with the stipulation on this subject made in the Constitution. The ends for which this Government was instituted have been defeated, and the Government itself made destructive by the action of the non-slaveholding States. Those States assumed the right of deciding on the propriety of our domestic institutions. They denied the rights of property established in fifteen States and recognized by the Constitution. They have denounced as sinful the institution of slavery; have permitted an open establishment of societies, whose avowal and object are to disturb the peace and prosperity of the citizens of other States; they have encouraged and assisted thousands of our slaves to leave their homes, and those who remain give been incited by emissaries, by books and pictures to servile insurrection.

Twenty-five years this agitation has been steadily increasing, until they have secured the power of the common government. Observing the forms of the Constitution, a sectional party has found within that article, establishing an executive department, means of subverting the Constitution itself. A geographical line has been drawn across the Union, and all States North of that live have united in the election of a man to the high office of President of the United States whose opinions and purposes are hostile to slavery. In the formation of the federal government each State was recognized as an equal; the right of property in slaves was recognized by giving all free persons distinct political rights; by giving them the right to represent, and burthening them with direct taxes for three-fifths of their slaves; by authorizing the importation of slaves for twenty years, and by stipulating for the rendition of fugitives from labor. He is to be entrusted with the administration of the common government, because it is declared that a government cannot endure permanently half slave and half free, and that the public mind must rest in the belief that slavery is in the course of ultimate extinction.

This sectional combination for the subversion of the Constitution has been aided in the States by elevating to citizenship persons who, by the supreme law of the land, are incapable of becoming citizens, and their votes have been used to inaugurate the new policy hostile to the South and destructive to its peace and safety. On the 4th of March next this party will take possession of the Government. It has been announced that the South shall be excluded from the common territory, that the judicial tribunals will be made sectional; that war must be waged against slavery until it shall cease throughout the United States.--The guarantees of the Constitution will then no longer exist; equal rights of the States will be lost. The slaveholding States will no longer have the power of self- government or self-protection, and the Federal Government will have become their enemy. Sectional interests and animosity will deepen the irritation, and all hope of remedy is rendered vain by the fact that the public opinion of the North has invested the great political error with the sanctions of a more erroneous religious belief.

We, therefore, the people of South Carolina, by our delegates in Convention assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, have solemnly declared the Union heretofore existing between this State and the other States of North America is dissolved, and that the State of South Carolina has resumed her position among the nations of the world as a free, sovereign, independent State, with full power to levy war, conclude peace, contract alliances, establish commerce, and do all other acts and things which independent States may of right do; and for the support of this declaration, with a firm reliance for protection on Divine Providence, we mutually pledge each other our lives, our fortunes and our sacred honor.

The second ballot for two other Commissioners to Washington was unsuccessful.

On the third ballot, Ex-Gov. J. H. Adams, and ex-Congressman J. L. Orr were elected to act with Mr. Barnwell as Commissioners to treat with the United States.

The ratification of the Secession Ordinance — interesting Scenes.

The Charleston Mercury has an interesting description of the passage and ratification of the Ordinance of Secession by the State Convention. It says:

Precisely at seven minutes after one o'clock, the vote was taken upon the Ordinance — each man's name being called in order. As name by name tell upon the ear of the silent assembly, the brief sound was echoed back, without one solitary exception in that whole grave body-- Aye! At 1.15 o'clock P. M., the last name was called, the Ordinance of Secession was announced to have been passed, and the last fetter had fallen from the limbs of a brave, but too long oppressed people.

The Convention sat with closed doors. But upon the announcement outside that South Carolina was no longer a member of the Federal Union, loud shouts of joy rent the air.--The enthusiasm was unsurpassed. Old men went shouting down the streets. Cannon were fired, and bright triumph was depicted on every countenance.

But before the Great Seal of the State was affixed to the Ordinance of Secession, and the names of the Delegates to the Convention were signed, it was proposed that this ceremony should be postponed until 7 o'clock that evening, when the Convention should reassemble and move in procession from the St. Andrew's Hall, where they then sat, to the great Secession Hall; and that there, before the assembled citizens of the State, the Great Seal of the State should be set, and each signature made. The proposition was favorably received. At 6 ½ o'clock P. M., the Convention reassembled at St. Andrew's Hall, and having formed in procession, moved forward in silence to Secession Hall. The building was filled to overflowing, and they were received by some three thousand people in the hall.

The Convention was called to order. The scene was one profoundly grand and impressive. There were a people assembled through their highest representatives — men, most of them upon whose heads the snows of sixty winters had been shed; patriarchs in age; the dignitaries of the land; the High Priests of the Church of Christ; reverend statesmen; and the wise judges of the law. In the midst of deep silence, an old man, with bowed form and hair as white as snow--the Rev. Dr. Bachman--advanced forward, with upraised hands, in prayer to Almighty God for His blessing and favor in this great act of His people, about to be consummated. The whole assembly at once rose to its feet, and, with hats off, listened to the touching and eloquent appeal to the All-wise Dispenser of events. At the close of the prayer, the President advanced with the consecrated parchment upon which was inscribed the decision of the State, with the Great Seal attached. Slowly and solemnly it was read unto the last word--"dissolved"--when men could contain themselves no longer, and a shout that shook the very building, reverberating, long-continued, rose to Heaven, and ceased only with the loss of breath. In proud, grave silence, the Convention itself waited the end with beating hearts.

The President then requested the Delegates (by previous decision) to step forward as they were called in the alphabetical order of the Districts which they represented, and sign the Ordinance. Two hours were occupied in this solemn ceremony — the crowd waiting patiently the end. As the Delegation from St. Philip's and St. Michael's came forward, again the hall was filled with applause. And as the Hon. R. B. Rhett advanced to the parchment, the shouts became deafening, long-continued, until he had seated himself, signed and retired.--The same special compliment was paid to our Ex-Governor Gist, who recommended in his message to the extra session the immediate secession of South Carolina from the Union.

At the close of the signatures, the President, advancing to the front of the platform, announced that the Seal of the State had been set, the signatures of the Convention put to the Ordinance, and he thereby proclaimed the State of South Carolina a separate, independent nationality.

Secession movement at the South.

The North Carolina Legislature has declined to allow the National flag to be hoisted over the Capitol. The Charleston Mercury has placed a "foreign news" head over its report of Congressional affairs. The following is a summary of the news of the day:

The Georgia Secession resolutions.

The following are the resolutions passed by the Georgia Legislature by a vote of ayes 101, nays 27, and subsequently, under the influence of the popular feeling against separate State secession, rescinded by a vote of ayes 50, nays 47:

Resolved by the General Assembly of Georgia, That in the indecent of this General Assembly, any State in this Union has the sovereign right to secede from the Union whenever she deems it necessary and for her safety, honor or happiness, and that when a State exercises this right of secession, the Federal Government has no right to coerce or make war upon her, because of the exercise of such right to secede; and should any Southern State secede from the American Union, and the Federal Government make war upon her therefore, Georgia will give to the seceding Southern State the aid encouragement and assistance of her entire people.

And should the State of Georgia secede from the Union by the action of the Convention of her people on the 16th of January next, she asks the like sympathy and assistance from her Southern sisters which she hereby offers to them.

Rejoicing in South Carolina.

When the news of the passage of the Secession Ordinance was received at Columbia, S. C., the bells were rung and cannons fired, flags were hoisted from all points. The Hon. John S. Preston's carriage drove through the streets, having a richly constructed Palmetto banner on one side, and on the other a banner, with December 20th, 1860, inscribed there-upon. At night sky-rockets, bon-fires, bombs, &c., ruled the town. A band of music paraded the streets, and cheers and congratulatory addresses were heard on all sides. At Chester, S. C, sixteen guns were fired, and at Winsboro', cheering and cannon firing were the order of the day.

The Minute Men of Norfolk fired fifteen guns Friday in honor of the noble action of South Carolina in shaking off the Federal shackles. At the same instant, the Palmetto flag was run up the "Stone Bridge." At a later hour of the day, a counter-demonstration was gotten up by the "Ready Men," who fired thirty-two guns for the States remaining in the Union.

The Savannah Republican, of Saturday, says:

At about five o'clock, the citizens assembled on the battery, where a salute of one hundred guns was fired by a detachment of the Chatham Artillery, in honor of the action of the South Carolina Convention. In the evening our streets were illuminated with bonfires, around which thronged large crowds, filling the air with their cheers, and thus saying to Carolina that we are with her in our hearts and our souls, and, if need be, with our arms.

The South Carolina Delegation.

Several friends of Messrs. McQueen, Ashmore, and Bonham, including Messrs. Colfax, Grow, Covode, and other members from the Republican side of the House, visited them in their seats. The South Carolina delegation left the Hall at about 4 o'clock, without, however, creating any extraordinary sensation.--They will formally withdraw on Monday, after making valedictory speeches, should they receive, mean while, official notice of the withdrawal of the State from the Union, from the Governor.

North Carolina.

The North Carolina Legislature has recommended that a State Convention be held on the 18th of February, and a bill has also been introduced, providing that--

"No ordinance of said Convention, dissolving the connection of the State of North Carolina with the Federal Government, or connecting it with any other, shall have any force or validity, until it shall have been submitted to, and ratified by a majority of the qualified voters of the State for members of the General Assembly, to whom it shall be submitted for their approval or rejection."

Important resignation.

Commodore Kearney, the Second Officer on the active list of the Navy, has resigned his position in the following letter to the President:

Perth Amboy, N. J.,Dec. 21, 1860. Sir:

It is with deep regret that I find myself so situated professionally, as to request to be placed upon the Reserved List of the Navy, or otherwise to tender my resignation of the commission I hold as Captain.

I am, respectfully, sir, your obed't serv't, Lawrence Kearney. Hon. James Buchanan, President of the U. States. It is understood that Commodore Kearney, maintaining relations of extreme intimacy with Southern people, takes this step to avoid the possibility of being called upon to serve against his friends. Rhode Island.

Gov. Sprague, of Rhode Island, in answer to a letter inquiring into the truth of a statement made in the New York Herald, that he would refuse to recommend the repeal of the Personal Liberty bill of that State, has made the following explicit and patriotic response:

The Governor of Rhode Island goes heart and hand for the repeal of the so-called Personal Liberty bills of his State, though they are unconstitutional only in spirit. The Legislature, which meets in January, will, without hesitation, repeal them, not from fear or cowardice, but from a brave determination, in face of threats and sneers, to live up to the Constitution and all its guarantees, the better to testify their love for the Union, and the firmer to exact allegiance to it from all others.

William Sprague.

Mississippi in favor of separate State Secession.

A dispatch from the editor of the "Mississippian and State Gazette," published at Jackson — directed to the Mississippi Delegation in Congress — of Friday evening, states that the State of Mississippi has elected delegates to the Convention in favor of separate State secession, by a very large majority — say, 70 in a Convention of 100 delegates, and a popular majority of 30,000 votes.

Fasting and prayer.

Gov. Buckingham, of Connecticut, has recommended to that State the 4th of January, the day fixed by the President, as a day for fasting and prayer. Among the things to be prayed for, he gives the following:

Also, that they implore Him to give courage to magistrates to enforce all laws for the protection of the obedient and the punishment of the disobedient; that He will incline this whole people to abide by and perform their constitutional obligations; that He will cause all questions which now disturb our peace and threaten our prosperity to be adjusted upon the basis of equity and justice; that He will hold us back from revolution and bloodshed, and not permit us to plunge into sins which will bring upon us still more terrible judgments; but that He will carry us through this crisis in such a manner as shall forever check the spirit of anarchy, bring peace to a distracted people, and preserve, strengthen and perpetuate our national Union.

The Indiana papers publish the official denial of the Secretary of the State of Indiana, that her Legislature has ever passed any laws having a tendency to prevent the full and complete execution of the Federal Fugitive Slave Law within her borders.

South Carolina Legislature.

The following is the composition of the South Carolina House of Delegates:

In publishing the lists of the members of the Legislature, they give the post-office and occupation of the member, and in the classification one is styled a farmer and another a planter. The first is he that raises grain — it may be almost entirely — in distinction from the cotton or rice planter. The several occupations of the 123 members of the House of Representatives are classed as follows: Planters, 47; lawyers, 36; formers, 12; physicians, 5; physicians and planters, 7; merchants, 6; lawyers and planters, 3; farmer and turpentine maker, 1; railroad superintendent, 1; manufacturer, 1; machinist, 1; editor, 1.

The public Press on Secession.

From the latest papers North and South, we take the following expressions of opinion relative to the recent action of South Carolina:

[from the Petersburg (Va.) Intelligencer.]

It is with deep sorrow that we chronicle this hasty and ill-advised action of our sister State. Refusing to wait for the result of the efforts which her Southern confederates were making for an amicable and satisfactory settlement of all our grievances, she has rashly and precipitately resolved to quit the Union, hoping, no doubt, to drag the other States along with her. For our part, we are not yet prepared to follow her lead. She has not shown sufficient consideration for our wishes, and opinions to make it desirable for us to accept her as a leader. Our situation, perilous as it was, has been rendered doubly complicated by her rashness and folly, and still we shall not relax one jot of heart or hope for a permanent and satisfactory adjustment of our differences inside the Union. As she regarded not our advice in the policy which she has thought proper to pursue, so we shall continue in the path we have marked out, regardless of her secession.--Our government under the Constitution, though in many things it has been carried on with a proper cognizance of our rights, is yet capable of amendment, and until we have exhausted every peaceable mode of bringing it back to the beauty and symmetry in which it was bequeathed to us by our fathers, we do not intend to be "hitched" on to the tail of South Carolina in her rash purpose to destroy. It has been to us the source of too many blessings, and around its base cluster the memory of too many hallowed associations, for us to witness the destruction of this majestic column, reared by the heroes and sages of the Revolution, with so great an expenditure of blood and treasure. We would be recreant to every dictate of honor and of patriotism, did we unite in this wicked attempt to destroy it, while there yet remained a hope of preserving it in all its pride and glory. The conservative men of all sections are now bending all their energies to remove all causes of dissension. The action of the South Carolina Convention will, we hope, instead of diminishing, largely add to their number. For one, we promise them our cordial and unfaltering co-operation.

There was but little discussion upon the question. A single day — probably a single hour — sufficed for the introduction, reading and passage of this document, which, however popular in South Carolina, has yet to undergo the ordeal of the world's judgment. History — not the heated journals and impulsive orators that are now so loudly and enthusiastically applauding it — but sober, dispassionate history, in its after-time review of all the facts, circumstances and influences connected with this astounding act of South Carolina, will have to pass upon it. To say that the intelligence of the event surprised or startled us, would be to say what was not true. We had prepared our mind fully for it. We could not have expected that the Convention would hesitate or falter in doing what it was specially and solely commissioned to do.

We have never believed in the wisdom or efficacy of separate secession. We felt always convinced that the election of Lincoln and Hamlin would be followed by the most disastrous excitement at the South, and that the Union would be imminently periled, if not destroyed. But, then, we thought that the slave States would all join in a common action, whatever that action might be, as it was unquestionably their duty and their interests to do. We could hardly suppose that any one of them would consider it right or politic to detach herself entirely from the others and withdraw separately. But the thing has been done, no doubt, mainly under the cherished expectation that all, or many of the others, would speedily and certainly follow in similar fashion.

South Carolina has chosen to exercise a sovereignty which we conscientiously believe belongs to her — but in so exercising it we are decidedly of the opinion that she has acted with a precipitancy, a levity, and an indiscretion wholly irreconcilable with the responsibilities and obligations involved in the case.

It is evident that this action is intended to cover two points — the one great point being the consummation of some act declaratory of secession, and the other being an effort to leave all the practical relations of the people to the Union in postal and commercial affairs just as they are until "Commissioners" can negotiate. This preliminary ordinance is, therefore, more an appearance than a reality. Under it no officer of the General Government is expected to resign, and Mr. Buchanan's administration is confidently looked to, to aid in smoothing the way for an international arrangement.

There is yet, therefore, no "overt act," or any construction of law likely to be made in the case, and there will be none until some of the officers fail to account to the Government, or to obey the orders of the Departments. The passage of a preliminary declaration of this sort is an ingenious and, we were about to say, creditable act — certainly one testifying to a mixture of sense and caution not heretofore apparent. It has a grand show of seeming to do much, while it practically does little. It may be remarked that the nullification ordinance of 1833 was a formal and full document in comparison with this, prescribing a cause of resistance to the laws and authority of the United States, and on this ground the proclamation of Gen. Jackson was made very severe and direct. Even that ordinance did not dissolve the Union.

South Carolina, yesterday, passed the Secession Ordinance, declaring that she is no longer a member of the Union, and that all the laws of the Federal Government and the treaties which she, as one of the thirty-three States, had assented to as binding upon the United States, and to be abrogated only after notice to foreign governments, are of no effect as far as she is concerned. This is as cool a proceeding towards foreign governments as is sending Commissioners to Washington to partition and distribute the property of the Federal Government. Of course, the United States Government cannot recognize the secession of South Carolina, or receive or negotiate with her agents. The duty of the Federal Government is plain. It is to enforce the laws in every part of the territories of the United States, without regard to the attitude assumed by any portion of the inhabitants therein. It is to defend, by all the power of the Government, the property and the authority of the General Government, and not permit spoliation or violation of either. This is a different thing from making war upon a State. If resistance is made to the Government, it is the people of a State making war upon the Government, and the responsibility must rest with them. It will be seen by the proceedings, that the disunionists, in their haste to get out of the Union, have left themselves in the position of having no government at all.

The result of this self-styled "secession" is not likely to do more harm than its anticipation. There has been some excitement in Congress consequent on its proclamation over the electric wires, and there will be much talk about it throughout the North. The simple fact is merely that South Carolina is out of the Union, as far as she can accomplish that result by her own act, exclusive of its recognition under the forms of law, and according to the will or consent of her sisters in the Confederacy. It remains for us in the North, by a manly course, to show that the effect of this, whatever be the end, shall not be to depreciate our property or derange our business to the extent hoped for by those who have willfully broken the Federal compact. The intrinsic value of our possessions and our native and inseparable energy are left to us unaffected. With our hardy millions of men and fruitful millions of acres, we are strong and prosperous enough, and always will remain so, unless God should taint our vigorous blood, blast our teeming soil, and swallow up our mines in earthquakes. Therefore, let us not fear or whimper. If, in the course of time, it may be discovered that this completed threat of secession be but another mode to obtain concession and a reconstruction of the Federal Constitution — well. Then, let right be done.

With heavy heart and faltering pen, we announce to-day the dissolution of our beloved, and once glorious Union! The chain is broken, and we are one and indivisible no longer! The event, for which the public mind has been for some days past gradually preparing, is now a matter of history. Without a solitary dissenting voice, the Charleston Convention yesterday afternoon passed the Ordinance severing the connection of South Carolina with the Federal Government; and that Commonwealth, therefore, must now be considered, as she herself desires to be considered, no longer a member of the Confederacy, but a Foreign State! There is an oppressiveness in the thought which must fall with crushing force upon every patriotic near!, and give rise to forebodings of even worse calamities to come. Georgia, Florida, Alabama, Mississippi, and Louisiana, we fear, will go next. Our future is impenetrably dark; and, new that the first link is sundered in the chain which has bound us together in one great family of States since the days of the Revolution, we feel that only the hand of Almighty God can save us from destruction.

According to the general expectation, that State has gone out of the Union; but if we do not forget that it is not the first time she has done so, we shall tremble the less. We remember when she was ready to go to the death for Gen. Hamilton's sugar, when it was said of her, "dules et decorum est pre patria mori. "--But it was sweeter yet to come back, and she came back. She may do so again. It is so easy to pass resolutions, so difficult to execute them. Her first act of sovereignty is rather ludicrous. She asks the Government from which she secedes to conduct for her postal system!

However, she is gone, and If she is gratified by the manner of her going, the gratification is one which nobody, we fancy, will grudge her. If she chooses to be without the advantages of the Union, which her sister States enjoy and will continue to enjoy, the loss is hers, and the advantages — so far as the saving of some heavy expense is concerned — is ours. How in any other sense she is to get out of the Union, it is not easy to see. Her Commissioners will presently appear at Washington, and will have the honor, doubtless, of dining with the Old Public Functionary, who still holds high Court in the White House. They may wait upon Congress, but Congress has no authority to treat with them upon the subject of dissolution. What, then, can they do? Like the French King who marched up the hill with twice ten thousand men, and then marched down again, they can return to Charleston and report progress. Only let the State continue to pay the regular duties on imports, and keep her hands off the forts, and she can secede as long as she pleases.

Well, South Carolina has crossed the Rubicon. She unanimously passed her Secession Ordinance yesterday, and is doubtless expecting that all creation will feel the shock. They seem, however, to have taken it very quietly at Washington, and we doubt whether there will be much nervousness elsewhere. South Carolina is to-day, in spite of her ordinance, just as completely and absolutely a part of the American Union as she was yesterday. She might as well have resolved the harbor of Charles on to be no longer a part of the Atlantic Ocean. The city can no more recede from the tides than the State can secede from the bonds which bind this great Union together. South Carolina, by herself, is helpless; and unless the other slave States come to her relief, she will soon be in a most pitiable condition — the condition of all those whose realized achievement falls ridiculously short of their declared aim. The only apprehension that need be felt, is from the chance that the other Southern States will make common cause with her. What this chance amounts to, will soon be seen.

As this step was universally anticipated, it will create no special uneasiness. It does not change the relations of South Carolina to the Union in the slightest degree, though it will very possibly be followed by acts that will have that effect. It is not easy to see how she can avoid refusing to pay duties at once, as her continuance in paying, upon her own theory, becomes now an act of gratuitous subjection and tribute to a foreign State.

Theatre Corps in Trouble.

--The "Southern Dramatic Corps" has been playing a week or two in Staunton. Of their departure the Vindicator says:

The amiable and talented members of the "Southern Dramatic Corps" took passage on the cars for Charlottesville on Thursday morning, bearing with them two sabres belonging to the Staunton Artillery, and leaving behind them, as testimonials of their regard and esteem, several unsettled accounts with the citizens of the town of Staunton. Among other souvenirs of this sort, we regret to inform our sympathizing readers was one of about $13 due the Vindicator office for printing. The efficiency of the electric wire soon brought the "beauty and the chivalry" of the "corps" to a halt at the town of Charlottesville, whence they were escorted back to Staunton. On their arrival at the depot, they were received by a numerous crowd, some prompted by curiosity and others by interested motives, to witness their safe return. They were speedily, conveyed to the court-house, where Mr. Mortimer, the agent, exonerated the other members, by affidavit, from any participancy in the sabre transaction, and was himself held to bail in the sum of $100 to appear at the next Court to answer to a charge of petty larceny.

A Shower of gold.

--From present appearances, the most abundant thing in New York will be gold. Coin is pouring in upon us from all quarters, in almost unprecedented amounts, and while the Banks in so many of our neighboring cities are watching their coin as closely as a cat watches a mouse, our own are threatened with a positive plethora. The following are the receipts by the steamers since Saturday last:

Averaging but little short of a million per day. And as long as the Exchanges remain as much in our favor as they are at present, there is nothing to prevent a continuance of the flow of gold to this point, to pay for the Western breadstuffs and the Southern cotton, shipped on English account, long before our politico-financial crisis set in. With the foreign importations down to an extremely moderate point, the balance of trade is largely in our favor; but for the lack of confidence and credit, growing out of the dissolution of the Union, the country at this moment would be enjoying an unparalleled prosperity.--New York Express, Friday.

Boston Boot and shoe Market.

--The Boston Reporter says the market is without new features of interest. Manufacturers who are usually busy at this season, preparing goods for the Spring trade, have as yet scarcely moved in that direction, and probably will make up for the next sale only such quantities as they can readily dispose of. In the meantime the journeymen are idle wholly or in part, and wages are as low, or lower than at any period since 1857. Prices of stock continue to rule in favor of the buyer, and from present appearances goods can be made up next spring at very reasonable rates. Payments from the South and West are without improvement. Journeymen shoemakers who usually have plenty to do in December, are now discharged in large numbers in all the shoe manufacturing towns. In East Abington, one of the largest firms dismissed two-thirds of their cutters last week; also there has been a marked reduction in the number of workmen employed in Marblehead and other towns in that vicinity.

Emigration to Central America.

--The Central American States are making vigorous efforts to promote the settlement of their vacant territory by liberal grants of land to families emigrating to their country, and also by assisting industrious persons in Europe who have not the means of removal, but who are willing to undertake the journey. The last accounts from England state that Senor Guitierrez, Minister of the Government of Salvador at the English Court, has a contract, through his agent in Paris, with sixty families removing from the Continent to that State, and has chartered a vessel to convey them from Havre to Aspinwall. The Government grant to each family one hundred and fifty acres of land, and hope in this way to increase their industrial resources, and thus add to their material prosperity. There is a similar project on foot for a colony in Honduras.

A veteran American diplomatist.

--Jno. R. Clay, who is on his way from Peru, is a veteran diplomatist. He went from Pennsylvania in 1830 with John Randolph, as his Secretary of Legation at St. Petersburg, where he afterward acted in the same capacity with Mr. Buchanan, who has ever since been his friend. In 1838, Mr. Clay was transferred to Vienna, where he was Secretary of Legation until 1845, when he was restored to his position at St. Petersburg by Mr. Buchanan, then Secretary of State. In 1847, Mr. Buchanan obtained from President Polk the appointment of Charge d'affaires to Peru for Mr. Clay, and in 1853 he was made a Minister Plenipotentiary.

Murder on a Railway Car.

--A singular murder was committed on the 6th, on the Mulhouse (France) Railroad. M. Poinsot, one of the Presidents of the Imperial Law Courts, was traveling in a first-class carriage from Troyes to Paris. In the carriage there was but one passenger. On arriving at the station M. Poinsot was found lying in a pool of blood with his throat cut. He was quite dead. The unknown passenger, who had got out the instant the train stopped, disappeared. He had robbed his victim of everything valuable about him.

A Rogue of the "New Republic" released.

--James Gray, of Charleston, S. C., who was arrested in Baltimore for robbing his employers in the former city of $700 in gold and $1,000 in checks, has been discharged. His counsel had prepared a legal paper, setting forth that as South Carolina had declared herself an independent Republic, and there was no extradition treaty, the present criminal could not be held; but the Court had discharged the prisoner before this "important" legal question could be brought before it.

Another Defeat of the Republicans.

--A special election for Mayor took place in Springfield, Mass., on the 19th inst., which resulted in the choice of S. C. Bemis, Democrat, by 90 majority, over D. L. Harris, Republican. The vote is 100 larger than that polled at the Presidential election.

From Washington. [special Correspondence of the Dispatch.] Washington, Dec. 21, 1860.

South Carolina's secession adds little to the outward excitement of the city. The day is brilliant, mild as Spring, and matters go on much as usual. But there is hardly a thinking man who does not feel that the fate of the Union is irrevocably sealed, and a Southern Confederacy inevitable. Reconstructionists and Middle Confederacy men have little to hope from the drift of the Revolution, as will appear in the next ten days.

Stephens, of Georgia, was expected here this morning, and may be here now. He will be serenaded, &c., by the Union men. He will lend his influence to effect a compromise in the Senate Committee of Thirteen. As to the Committee of Thirty-three, it has fallen into contempt.

Southern men tell me the Republicans have been wondrous conciliatory for the last day or two. But they concede nothing; and, judging from the following extract from last night's Tribune, there is little reason to think that they will concede, or that their concessions will be worth the paper on which they are written. Our Conservative men should weigh well these words coming from the ablest and most widely circulated exponent of Republican opinion. Speaking of the Compromise demanded by the most moderate Southern men, Greeley says:

"They demand that we should give up all that a legitimate, constitutional victory, the fruits of years of labor, inspired by deep moral and conscientious conviction, has gained; they ask what our ancestors, in days of darkness and peril would never yield; and they seek to gain what, if given now, would only be snatched back again under the growing anti-slavery sentiment of the North, at no distant day-snatched back again when determination on one side and resistance on the other would lead to a struggle to which this is as child's play. It is a fatal foolishness to make such concession now. We are half through this battle; let us finish it like men, and be done with the controversy forever"

The italics are my own. And now I would ask whether our whole past experience does not prove that the North will "snatch back" any and everything that we may extort from it under the pressure of existing troubles? And, consequently, will not the next crisis be so bloody and terrible as to make the present one "child's play" compared to it? We must look this matter square in the face. To talk about delay, is to kick against the pricks.

Pugh's speech, yesterday, was the most powerful by far that he ever delivered. His indictment of the Republican party was overwhelming. Coercion Andy Johnson was utterly crushed. Tennessean say he will be in danger when he goes back home. At the close of his speech, all the Southern Senators warmly congratulated Mr. Pugh, Mr. Douglas said himself that he was moved to tears. Yet he is, or was, until recently, himself a Coercionists.

Owing to the adjournment of the House to Monday, the South Carolina members will not leave till then. It is more than probable that they will not go alone. The feeling with these men is not that of exultation. It is too deep for that. Never have I seen men so overmastered by profound emotion as were some of them last night.

Mr. Russell, from the Wheeling district, is here, and reports secession rapidly on the increase there. Our members are moving into the Southern column. Millson is lost in the fog of the Crisis Committee. Boteler hugs the phantom of the Missouri Compromise. Harris is the "last of the Mohicans," as regards the hope of coming to terms with the Republicans.

Judge Allen's Botetourt resolutions are pronounced the ablest State paper of the day. It is said that Mr. Breckinridge accompanied Mrs. Anderson when she appealed to the President to save her husband at Fort Moultrie, and added the full force of his influence in her favor, but all in vain; the President assured her of her husband's safety, but would not reinforce him.

The whole of the ten million loan will be taken at from 7 to 9 per cent. below par. Colson sings here on Monday night. A little good music in the midst of this excitement will be like a breath of fresh air to a man suffocating. Zed.

Mr. Breckinridge, in forming the Committee of Thirteen, shows the difference between himself and Pennington. He has placed the ablest men of all sections on it, and if anything can be done to stop the Revolution they will do it.

Conservatives place

great confidence in this committee.

Meantime, Lincoln's virtual declaration of war against South Carolina has dispelled the hopes of many who went to bed last night in the most sanguine spirits. If it is expected that threats will have any other influence than to confirm South Carolina in her position, and to bring the whole South actively to her aid, the Republicans are grievously in error. There is much despondency here today.

The bill authorizing the Baltimore and Ohio Railroad to extend its Washington branch across the Long Bridge so as to connect with the Virginia roads, passed the Senate yesterday by a decided vote of 35 yeas to 15 nays.--The bill is hampered with many amendments which may prevent its acceptance by the company; but the extension is imperiously demanded by the exigencies of travel and trade, which will not permit stoppages and changes when they can be avoided.

A shrewd New England man said this morning that all Charleston has to do is to declare itself a free port; the Yankees will do the rest. Uncle Sam may impose as many embargoes on the port as he pleases, but the Yankees will fool him to death, and soon we shall find the whole Northwest running to Charleston to buy goods free of duty.

I have it from most reliable authority that Lincoln has decided on the following men as Southern (1) members of his Cabinet, to wit: Cassius Clay, Edward Bates and Frank Blair. The South has little to hope from constitutional advisers of this sort.

Weed is expected here hourly. Seward, on the pretence of going to see his family, had a three-day's confab with Weed, who at once pushed off to have an interview with Lincoln, and now comes post haste to the Federal city, bringing, it is supposed, a compromise of some kind with him.

Mr. Douglas, it is said, will at an early day advocate the plan of cutting off New England. I doubt this. Moreover, it is quite plain that all New England combined is not so dangerous to the South as the Tribune newspaper, which this plan proposes to retain in the new Union.

The feeling here is against South Carolina. She is sneered at and reviled by the majority of the people. But many are devoted to her cause, and I have heard from a man who mixes with the lower orders that secession is on the increase among them.

At the Theatre we have a drama of the French Revolution, which the managers, I suppose, deem appropriate to the times.

A gentleman just returned from a month's sojourn in South Carolina tells me that never before in all his life has he seen a whole people so imbued with a deep, solemn purpose, as are those people there. "If," says he, "any man wants to be cured of the opinion that South Carolinians are acting in a fit of wild, rash passion, let him spend three days among them, and my word for it, he will find that he has been dreaming. This is an uprising of the whole people. They will never come back into this Union until they are conquered."

I received a letter from Louisiana last night, which closes by saying, "this State will be out of the Union, as certain as fate, by the 1st of February." Zed.

An Opiate-Drinking Woman.

--There is a woman in Bernardston, Mass., over fifty years old, who drinks one quart of laudanum and two quarts of other per week, and has been in the habit of using these stimulants to this extent for twenty years. Sometimes she takes them separately, and sometimes mixed. She is dependent on the town for support, and the druggist's bill for the above article is generally paid by the town. She complains of nervousness.

Sale of Racing Nags.

--At Nashville, Tenn, on Monday of last week, at the race course, Gen. W. W. Woodfolk sold to James Jackson, of Alabama, his celebrated race mare "Lula Horton," three years old, by imported "Albion," dam "Martha Dunn," by imported "Sovereign," for $4,000. He also sold to Judge Hunter, of Alabama, "Ellen Fall," by "Lexington," dam "Laura," by imported "Leviathan," two years old, for $2,500.

A Woman and child burnt to death.

--The dwelling, house of Michael Haley, of Warren, Iowa, was burned on Tuesday night, the 11th inst., and Mrs. Haley and one of her children were burnt to death with it. Mr. Haley was absent from home, leaving his wife and three children alone. Two of the children escaped from the flames, but came near perishing from the cold before reaching a neighbor's, half a mile distant.

Virginia Cattle and horse Flesh.

--The whole number of cattle in the State of Virginia is said to be 1,620,992, the value of which is estimated to be $11,644,836,50. In Tide-water the number is 170,676. In the Piedmont country, 175,798. In the Valley, 176,312. In the Northwest, 218,101; and in the Southwest, 180,105. Whole number of horses taxed in the State of Virginia is 352,000, and their value is estimated to be $24,000,000.

Another Story from Mrs. Stowe.

--Mrs. Harriet Beecher Stowe is spending the winter at Andover, Mass., engaged in writing a new romance, to be called "The Pearl of Orr's Island; a Story of the Coast of Maine." It is to be published in weekly numbers.

Local matters. Virginia Central Agricultural Society.

--The annual meeting of the Virginia Central Agricultural Society was held at the Spotswood House on Saturday last, pursuant to a notice in the newspapers.

The meeting was called to order by James Lyons, Esq., the President, who made a verbal report of the action of the Executive Committee the past year. He stated the conditions upon which the last Fair was held in connection with the State Society — referred to the vast improvements made on the grounds of the Society — gave an outline of the financial operations — reported the resignation of Mr. N. B. Hill as a member of the Executive Committee, and of Capt. Dimmock as Secretary and Treasurer, and after paying a deserved compliment to Capt. D. for his efficiency as an officer, stated that he had been elected to fill the vacancy in the Executive Board, and that Mr. James R. Chamberlayne had been appointed Secretary and Treasurers. The Society was chartered by the Legislature at its last session, and the charter had been accepted by the Executive Committee, but it was right and proper that the Society should also accept or decline it.

Mr. G. A. Myers offered the following resolutions, which, on being put so vote, were adopted:

Resolved, That the charter granted to this Society, on the 3d of March, 1860. be, and the same is hereby adopted.

Resolved, That the officers of this Society shall be a President, ten Vice Presidents, and Executive Committee to consist of fifteen members, and a Secretary and Treasurer. The office of Secretary and Treasurer may be conferred on one person.

Mr. Myers then offered a resolution, which was adopted, that the Society proceed now to the election of officers.

President Lyons retired from the Chair, which was filled by Mr. Galt, of Fluvanna.

The office of President being the first to fill, Mr. Myers nominated for that position James Lyons, Esq., and there being no opposition, his election was declared to be unanimous.

Mr. Lyons returned thanks for he renewal of confidence on the part of the members, and promised to devote his best energies to the success of the Society.

Mr. Myers nominated the following gentlemen for Vice Presidents, and they were all elected:

Resolved, That the Executive Committee be instructed to negotiate with the Committee which has been appointed by the State Society for a continuance of the united Fairs and to make such contracts and arrangements for the same as it may deem expedient and proper.

Capt. Dimmock, late Secretary and Treasurer, made his annual report, which had been carefully examined by a select committee and found to be correct.

Mr. Peyton Johnston offered a resolution, which was rejected by a large majority, instructing the Secretary to publish in one or more of the city papers the proceedings of the Executive Committee.

Mr. Johnston offered a resolution inquiring what amount of the premiums awarded at the late Fair had been paid, and why other premiums now due had not been paid.

Mr. Lyons stated that all the premiums, except in one or two classes, where misunderstandings had occurred, had been settled; and that those not paid were now under advisement by the Executive Committee, and would be attended to at the proper time.

The resolution, on being put to vote, was defeated by a large majority.

Col. H. C Cabell offered a resolution, which was referred to the Committee on By-Laws, requiring the appointment of a Standing Committee of three, to examine and report upon the account of the Treasurer.

Mr. P. Johnston offered a resolution, which was referred to the Committee on By-Laws, providing for holding the annual meeting of the Society on some evening during the progress of the Fairs.

Mr. Cabell made a motion, which was adopted, that when the meeting adjourns it adjourn to meet again at the call of the President.

On motion, the meeting then adjourned.

Fireside Protectors.

--This organization is distinct from the old "Home Guard," and in no wise connected with it. It is constituted of nearly all the professions and trades in the city. Many of the members are clerks, with stout hearts and willing hands, and others are strong-armed and bold mechanics, who are ready to defend the firesides of Richmond with their hearts' blood. Indeed, most of the members are young men, whilst there are a sufficient number of older heads to direct and counsel. We understand that a petition will be sent to the next Legislature, to exempt the corps from military duty. So much for the "Protectors, " and now, if there is a man in the city who wishes to be prepared for active service, and yet is not disposed to join one of the companies in the First Regiment, let him come forward and enroll his name in the corps now being raised.

"scarlet cockade."

--A reader informs us that the scarlet cockade, noticed in Saturday's paper, is of glorious revolutionary memory, having been adopted by the signers of the "Mecklenburg Declaration of Independence," Mecklenburg county, N. C., which was the first declaration of independence ever adopted in America. All hail to the Old North State and her scarlet cockade — the first in favor of secession from Great Britain! On Saturday more cockades were to be seen on the streets than on any previous day, but very few of them were worn by citizens.

Fire.

--About 2 o'clock yesterday afternoon, dense volumes of smoke were seen to be pouring from the third story windows of Stebbins & Pullen's large house on

. The alarm was soon after given, but before the firemen arrived, a party of young men forced opened the doors, and discovering that the fire was caused by a lump of burning coal, which had rolled from the grate and ignited the floor, extinguished the flames by means of a few buckets of water.

Complimentary dinner.

--We understand that a party of gentlemen in this city have extended an invitation to Messrs. Ashmore, McQueen, Bonham and Boyce, members of Congress from South Carolina, who resigned their seats as soon as they heard of the passage of the Secession Ordinance by their State, to accept a dinner in this city on Wednesday next. The letter of invitation was mailed last Saturday night, and will probably be answered this afternoon.

Hurrying off.

--At a late hour last Friday night, as watchman Ferguson and his partner were passing along the dock, they saw a man bolt from an oyster boat, as if just fired from a twenty-four pounder, pursued by one of the sailors, who fired a pistol at him as he ran, but without effect. The fugitive was probably about to help himself to the effects around, when he was discovered.

Horse killed.

--On Friday evening last, a horse attached to the Armory meal cart was run into by the cars of the Central Railroad and instantly killed. The wagon was broken to pieces, and the negro driver narrowly escaped. The horse was crossing the railroad on

Marshall street

, when the cars, which were moved on the road without the aid of a locomotive, ran into him.

"the Lone Star"

was raised from the top of a tobacco factory near the Richmond and Petersburg Railroad bridge, on Saturday, and floated in the breeze during the entire Sabbath, as we learn. A resident of

Byrd street

declared to us yesterday that "Byrd Island" had seceded, and that the residents were in favor of a Convention.

Disappeared.

--A resident of

Jackson street

, a carpenter by trade, mysteriously disappeared some ten days since, and his friends fear that he has destroyed himself. The death of a beloved daughter is said to have preyed so continually upon his mind that reason appeared to be dethroned.

Felonious Assault.

--David Muldoon was examined before the Mayor last Saturday on the charge of feloniously assaulting and beating, and attempting to kill, David Conover, in his own boat. After a hearing, he was remanded for further examination before the Hustings Court.

Impudence punished.

--Dick Dabney, the driver of a mule team, appeared before the Mayor Saturday, and was subjected to a hide warming for throwing coal from his cart at boys in the street, and for refusing to give his name to a gentleman when ordered to do so.

Duel on the Tapis.

--The police, yesterday were as busy as been in endeavoring to arrest two gentlemen, who it was feared, were al out going to some battle ground to settle their misunderstandings, by endeavoring to administer leaden balls to each other, propelled from pistols by powder and caps, but failed to find the parties. About 9 o'clock in the morning a party left this city in carriages, and it may be that they have already exchanged fires and made friends. We give no names, because we are not at liberty to do so.

To-morrow is a day long looked for by our people of all sexes and classes, and will be celebrated in an appropriate manner by young and old. Little children will prepare their stockings to-night for the annual presents of Santa Claus — young ladies will expect tokens of remembrance from relatives and beaux — parents will find presents for the idols of their hearts — and all will strive to make this the merriest Christmas yet enjoyed. Let none forget the poor children of sorrow and want, while themselves revelling in luxury and waste.

Sudden death.

--A negro boatman was found dead in a canal boat on which he was employed, a few miles west of Richmond, yesterday morning. As there were no marks of violence upon his person, it is probable that he died of disease.

Getting Shod.

--On Friday night last some thief broke the front window of M. Nenzel's shoe store on

Main street

, and then helped himself to all the boots and shoes that could be reached through the aperture.

Police affairs.

--The watchmen, on Saturday night last, arrested ten or fifteen negroes for being in unlawful assemblies and having improper passes. Yesterday morning they were all heard before a Justice and punished.

Dear Oath.

--Michael Walls, a salesman in the Second Market, was fined by the Mayor last Saturday for cursing a young man who declined to buy a portion of his butter after having it weighed.

Stealing coal.

--Patrick O'Brien, a white man, and Solomon, a slave, were before the Mayor last Saturday, for stealing coal from Abner Trabue. Pat was held to bail for better behavior, and Solomon was flogged.

Prof. Anderson gives another of his highly entertaining exhibitions at Mechanics' Institute Hall this evening. If you have not seen him, be on hand to-night, and enjoy the amusing treat in store.

The Montgomery Guard,

Capt. Dooley, paraded yesterday afternoon, to escort to the grave the remains of their deceased brother, Mr. Clinton. The First Regiment Band was in attendance and furnished music for the occasion.

House breaking.

--William, slave to Charles Thompson, was convicted before the Mayor last Saturday of attempting to break and enter Washington Worsham's house, and ordered to be soundly flogged.

Convicted.

--James, slave to John Gilliam, was convicted before the Mayor of stealing shoes from H. Stern & Brother, and sentenced to the lash.

Unlawful assemblies.

--Jno. Gillins and Jno. Hitchcock were each fined $10 by the Mayor for permitting unlawful assemblies in their houses.

A "Champion" Reporter.

--The Pennsylvania State Agricultural Society, at its recent annual Fair, held at the Wyoming massacre ground, in September last, offered a handsome premium for the best descriptive reports of the proceedings. The Committee of Award met in Philadelphia on Wednesday and awarded the chief prize — a service of silver plate — to John G. A. Townsend, reporter of the Philadelphia Press, whose report, they say, was "marked by a high degree of literary ability and great descriptive power."

A Cancer the result of using Pins as Toothpicks.

--The Harrisburg (Pa.) Telegraph says: "A lady has been in the habit of picking her teeth with pins. A trifling humor was the consequence, which terminated in a cancer. The brass and quick silver used in making these pins will account for this circumstance. Pins are always pernicious to the teeth, and should never be used for toothpicks."

Ladies handling Firearms.

--On Wednesday evening last, Miss Martha Bivins, daughter of Roland Bivins, residing near Macon, Ga., was accidentally shot by a pistol in the hands of a lady of the family. The pistol had been used in practising, and while she was handling it exploded. The wound was not, at first, considered dangerous, but terminated fatally on the third day afterwards.

The Burch Divorce case.

--The latest feature in this case is the issuing of a writ of habeas corpus by Judge Norton, at Joliet, and served on Mr. Burch yesterday, commanding that the two children, Mary, aged eleven, and Harriet, aged two and a half, be brought before him forthwith, to await the order of the court. Chicago Tribune, 18th.

Tobacco in France.

--There are twelve government manufactories in France, in which all the tobacco used in the Empire is prepared for sale. These are located in Paris and eleven provincial cities. Among the accessories employed in the manufacture of tobacco are 800,000 kilogrammes, or nearly 1,600,000 pounds of salt.

Duel Abroad.

--A duel is reported to have taken place between Capt. Van Benthuysen, of New Orleans, and Lieut. Many, of Nashville, two American officers attached to Gen. Avezzana's staff, in Italy. Lieut. Many was slightly wounded on the first fire, when the difficulty was amicably adjusted.

The shortest day.

--Saturday was the shortest day of the year, being nine hours and four minutes in duration. The succeeding seven days will be one minute longer, and the increase will then become more rapid. The decrease from the longest day has been six hours and thirteen minutes.

Three Men killed at Louisville.

--By the drifting over the falls at Louisville, of a tug boat, three men, named Conley, Sullivan and McCarty, were killed, on Monday. The men were killed by the breaking of a part of the capstan, owing to a heavy strain on it, as it drifted.

Specie in France.

--In 1849 the Paris mint coined 91,397,849 francs in gold, and 80,643,108 francs in silver. In 1859 the same establishment issued 53,225,816 francs in gold, and only 5,375,341 francs in silver. Gold pieces are now abundant in Paris, where silver coins are hardly to be had.

Fatal fire.

--A large building in New Haven, known as the "Carpet Factory," inhabited, by 26 families, was burnt on the morning of the 21st inst. The wife and five children of Michael Colbert, living in the third story, were burned to death.

Honors conferred.

--The Pope has conferred decorations on twenty-six members of the Irish Brigade, viz: Major Myles O Reilly, five captains, one lieutenant, six sub-lieutenants, one adjutant, four sergeants, two corporals, and six privates.

No pay this year.

--The Portsmouth (Va.) Transcript announces, on the authority of the Assistant Pay master of the Gosport Navy Yard, that no requisitions on the U. S. Treasury Department for money will be met during the present year.

Flora Temple.

--The celebrated American mare Flora Temple has excited the admiration of the French turf by the way in which she took the honors of the recent trotting match at the Bois de Bologne.

--Charles B. Burkhardt, for many years dramatic and musical critic of the New York Albion and Dispatch, died at Darmstadt, Germany, on the 30th of November last, of dropay.

A Slow Death From Swallowing A Cent. A little boy in Vermont, who swallowed a cent last summer, is dying slowly by copper poison. His legs have become useless.

A St. Petersburg letter says the decree emancipating the Russian peasants has been signed by the Emperor Alexander, and that it is to be promulgated on the 1st of January.

Rev. Charles B. Dana, D. D., late Rector of Christ Church, in Alexandria, Va., has accepted a call to the rectorship of a Church in Por. Gibson, Miss.

T. D. Jones, the sculptor, has been commissioned to make a bust of the President elect for the Republicans of Cincinnati.

The Roman Catholic Bishop of Natches has ordered a public three days' devotion, in view of the political crisis.

Steene Anderson de Bills, formerly Minister from Denmark to the United States, died at Copenhagen on the 28th ult.

Richmond Dispatch. Monday morning...Dec, 24, 1860. Coercion.

The revelations of the Springfield Republican of the intention of the President elect to compel a seceding State, by force of arms, to remain in the Union, or in other words to involve the country in civil war, as soon as he seizes the reins of power, can surprise no one who understands the principles and has observed the course of the party which he represents, during the present troubles. The ominous silence of Mr. Lincoln during the whole of the storm which has brought such disaster and distress upon the land, is itself more expressive than words. There cannot be the shadow of a doubt that, within one hour after his inauguration, telegraphic dispatches will be sent to all the military and naval stations in the North for troops and ships of war to be set in motion, with the utmost dispatch. In the event of a universal secession of the Southern States, it is not at all unlikely that volunteer companies of Wide-Awakes will be sent to garrison Old Point Comfort, which, being still in the hands of the Government, can be easily occupied and defended by undisciplined troops, whilst the whole disposable regular force and the Navy will be brought to bear upon the forts in Charleston harbor, either to reinforce and strengthen them, if still in the hands of the United States, or to recapture them if taken by the Carolinians. We have no expectation that the U. States will attempt to send troops through Virginia and other Southern States, to attack South Carolina. When such a possibility was suggested in the Nullification era, ocean steam transportation had not been inaugurated. Now, an army, when it is raised, can be conveyed to Charleston in a few days, whereas, to march the same number of troops, with all the munitions of war, through Virginia and North Carolina, would take some time. It is not at all likely that the various railroad companies would extend them the usual facilities of travel, or that if they did, the cars that carried such a load would find the track clear and unobstructed. In fine, the pilgrimage of Israel, through the desert was a short trip and a jolly time, compared to the tribulations of a Wide Awake march through Virginia and North Carolina. These two old States are not deficient in hospitality, and, on such an occasion, every man, woman and child in both, would give them a reception the warmth of which they have no idea of, and vie with each other in doing the honors of the occasion.

Whatever differences of opinion exist in the Southern States as to the right of Secession, and whether it be true or not that the interests of the border and cotton States are not identical, there is but one opinion about coercion. They are all members of one family, and, even if they were destitute of the natural feelings of brotherhood, have too much sagacity to permit themselves to be cut up by a common enemy in detail. The Union has no warmer friends than in Virginia, but it is a Government of opinion, not of force, of mutual affection, not of the sword, which they support. The measure of Coercion will only consolidate the whole South as one man, whilst, on the other hand, it will not unite the North, but divide it, and, in all probability, rally to the Southern side multitudes of brave and patriotic men in the free States. In any event, the Champion of Force need not expect to find the blood of Yorktown extinct in Virginia, nor have the hunters of Kentucky, Tennessee and Louisiana, who made New Orleans memorable in the late war, left behind them degenerate successors. If a few raw militia men, having only a temporary earthwork defence, could drive back and annihilate the choicest soldiers and conquerors of Europe, we apprehend that the Wide Awake levies of Lincoln need not expect an easy victory.

Moreover, it is evident, if Coercion is to be employed against Secession, it is becoming every day more probable that the new President will have a wider theatre for the exercise of his bloody tyranny than the South. We have already noticed that several leading New York journals boldly urge, in the event of Disunion, the secession of that city from the State, and the establishment of New York as a free port. In his late masterly sermon in Brooklyn, Dr. Van Dyck alluded eloquently to the same possibility. A movement is now openly on foot in that city, at the head of which is Col. Kerrigan, a member elect of Congress, to raise a force of ten thousand men for the purpose of defending New York against the Black Republican tyranny, spoliation and plunder under which she has so long suffered. That city is essentially American, always has been, always will be, the Greeleys, Raymonds, Beechers & Co being all New England squatters, who have come there to make money, and a miserable minority at that. They are in New York, but not of it, and will not be permitted to influence her policy. When she rises in her strength, she will shake them off as the lion shakes the dew drop from his mane. Will "Old Abe" coerce New York! Instead of talking about coercing States to the fulfillment of national engagements, the Northwest would better fulfill its private engagements, pay its honest debts, repeal its own nullifying statutes, and, when it has done all this, it can talk about force with a little more consistency and decency.

An Excellent article.

A friend has shown us an admirable article in the Churchman's Magazine, from the pen of the Chief Justice of Vermont, on the subject of the John Brown raid in Virginia. This eminent jurist does not think that John Brown was mad, and he is fully of the opinion that he had many instigators, who urged him to the fiendish act, whilst they themselves kept out of harm's way. The able writer refers particularly to the fact that Brown had been deceived in representations that had been made to him, that the servile population would rally around his banner. It is a very instructive fact that they did not, and that the first blood shed in that murderous inroad was the blood of a negro who was shot by one of the abolitionists. We beg the incendiaries in Washington to refresh their memories with this little incident. The Washington correspondent of the New York Express states that Republican members of Congress are threatening, in the event of war, to put arms and ammunition in the hands of the servile race; and that these threats have naturally created great feeling among the neighboring inhabitants of Virginia and Maryland. The diabolical purpose can never be executed. England tried in vain in the war of the Revolution and the late war to entice the slaves from the service of their masters. We must do her the justice to say, however, that she never recommended measures as assassin-like and demoniac as those of these abolition miscreants. We warn them that not only are their designs as impracticable as they are infernal, but that when such deeds of darkness are resorted to, the party assailed will be absolved from all the rules of civilized warfare, and will hang their enemies as high as Haman, or give them the much coveted honors of a martyr's blazing pyre.

Type Foundry.

Among the signs of progress in manufactures and art in this city, we may mention as very striking the establishment of a Type Foundry by Messrs. Walker & Pelouze, of New York. These gentlemen commenced business here a short time since with much energy, and we trust they will meet with liberal encouragement. They are masters of their art. Their's is the first foundry of the kind ever established south of Baltimore, and the first suit of types they cast was for the Dispatch. which will soon appear in its new dress. We commend Messrs. W. & P. to the Southern press, and are sure that they will give satisfaction to all who may favor them with orders.

National Convention.

The proposition made and enforced by Gov. Letcher, a year ago, in his inaugural address for a National Convention of all the States, as the best means of meeting and averting the difficulties with which the country is now threatened, is daily gaining favor and strength. It is the wisest and most statesmanlike plan which has yet been suggested, and, if adopted, will either lead to a reconstruction of the government upon just and enduring foundations, or, by its failure, demonstrate that no pacific solution is practicable.

The English Press on the American excitement.

The London press is running over with gall and bitterness against the Southern States. --In this good work the Times leads the way. It gives the South fair warning that, in the event of disunion, it need not look to English friendship or cooperation. In spite of all this fine talk we have little doubt that the failure of one year's cotton crop would bring Great Britain to her marrow bones. Whilst an alliance with England, in the event of disunion, is, just at present, as impracticable as undesirable, we are at a loss to understand the persistent hatred manifested towards the Southern people. Their peculiar institutions are of English origin; their peculiar productions are the great support of English manufactures and commerce; their peculiar conservatism ought to be agreeable to English sympathies, and their political influence has always been exerted in behalf of friendly relations with Great Britain, and has, on more than one occasion, successfully resisted the efforts of Western and Northern politicians to involve the United States in a war with England. Nevertheless, for the last thirty years, an English crusade has been carried on against Southern institutions; the whole power of the press has been brought to bear upon slavery and slaveholders, till they are execrated throughout Great Britain, till Southerners are shunned socially, as well as proscribed politically, and made to assume the same hideous guise in European imaginations that "Bomba" and Francis Joseph are in those of our countrymen, by the malignant falsehoods of the same prostituted journals. Unless the object of all this has been, and is, the dissolution of the Union, involving the overthrow of the only commercial and manufacturing rival that Great Britain has to fear, it is perfectly inexplicable.--We trust that she will be disappointed. If disunion cannot be averted, the South can stand alone; or, if she desires allies, she will far sooner find them among our gallant Northern friends in the Island of Manhattan than in the Islands of Great Britain.

Since the above was in type, we perceive that the London Times is coming to its senses. It finds that it cannot rely on the statements of the Black Republican papers — it even makes war upon the blessed Beecher family — it declares that Liverpool, Manchester, London, is as much interested in slavery as New York. This looks like a much earlier adhesion than we had anticipated to the authority of King Cotton. We think the game of England in this whole thing is palpable. But is not the Times showing its hand too soon?--Ought it not to have kept on denouncing the South till the Republicans, emboldened by the assurance of British co-operation, had forced the Southern States to cross the Rubicon?--Now, only one has gone, and it is possible that, scared by the new position of the "Thunderer," the haughty and uncompromising fanatics will back down, and the Springfield oracle break its significant silence.--Dumb amid the weepings and wailings of a distracted country; having no lips to speak one word of cheer and hope amid this awful gloom; silent as the grave while multitudes of working men and working women are out of employment and in danger of perishing by famine, and revelling on the thought of coercing the seceding States with fire and sword, it may be that this long shadow of coming events, from the other side of the Atlantic, will unseal even Lincoln's lips, unbend his obstinate purpose, relax his Puritan rigidity, and cause him to cry aloud and spare not. It is too late for South Carolina; she has gone, and, we fear, irrecoverably, but, if Lincoln would save the remainder, if he would not see the Union split forever in twain, and Great Britain accomplish by her profound policy what a seven years war failed to achieve, he and they who are with him must speak, and not only speak, but act, and not only act, but give the most complete and satisfactory guarantees that they will observe the national compact hereafter in good faith, and in the letter and in the spirit.

The State interest.

We learn that $383,925, the amount of interest on the Coupon debt of Virginia due on the 1st of January next, has been forwarded by the 2d Auditor of the State, Wm. A. Moncure, Esq, to the Bank of the State of New York. Thus we see that in spite of the financial difficulties of the times, the State of Virginia has promptly provided for the interest on her public debt. She has never yet been delinquent. Nevertheless, by some sort of strategy amongst the stock gamblers, her stock is lower in the market than that of States which, in, times past, for successive years failed to pay the interest on their stock.

With reference to the interest on the public debt, a meeting of Bank officers of all the Banks of the State, except the old institutions of this city, was held here last week, in compliance with a circular issued by the Governor. When the Convention first assembled, there was a wide difference between the expectations of the Executive and the calculations of the Banks as to the quota of specie or specie funds they were to furnish for the use of Government. But after several meetings, a plan was agreed upon and the Convention adjourned in very good feeling. The arrangements made with the Banks are such as will meet the wants of the State.

The public Works.

The latter part of last week there was a Convention of Contractors on the Covington and Ohio Railroad in this city, to consider the question of whether they would go on with their contracts under the present low price of State stock or not. The subject was considered most earnestly, Mr. Fisk, the accomplished Engineer of the road, being present to aid the meeting in its deliberations. It was finally determined that, without some aid from the Board of Public Works or the Legislature, the work must be suspended. Application, it was determined, should at once be made to the Board, and if unsuccessful, to the Legislature when it meets. It is to be hoped that measures will be taken to prevent the stoppage of the work. The sufferings of the laborers will be most severe should they be thrown out of employment, and the road, left in its present state, would be liable to damage that would cause severe loss to the State.

Kentucky vs. Ohio.

--The proceedings of the U. S. Supreme Court show that the interesting case of the Governor of Kentucky vs. the Governor of Ohio came before that august tribunal Friday, and was set for argument on the 11th day of the ensuing month. Mr. Munroe having read the petition and exhibits, and having moved the Court for a writ of mandamus or for a rule to show cause, pursuant to the terms of said petition, it was ordered that the motion be set down for argument on the 11th of January, and it was further ordered that the Clerk of the Court forthwith send a copy of this order and of the petition and exhibits filed therein, to be served on William Dennison, Governor of the State of Ohio.

Hiring of Negroes.

--A correspondent from Buckingham suggests that in consequence of the present condition of the country it is impossible to hire out negroes at former rates. He proposes that conditional contracts be made, as the best mode of doing justice to owners and persons hiring slaves.--He thinks the terms may be regulated by the ruling average prices of the principal staples. "If," says he, "a negro is worth $120 when tobacco is worth $8 per cwt on an average, wheat $1.50 per bushel, and corn $4 per bbl, it is easy to determine his value when these staples are higher or lower, making the estimate on the basis given." We state the view of our correspondent as that of a respectable gentleman, having an interest in the question.

South Carolinians in the Federal service.

--The following officers in the U. States army are South Carolinians: Majors, 4; brevet major, 1; brevet colonel, 1; captains, 11; 1st lieutenants, 8; 2d lieutenants, 3. In the Navy there are 6 commanders; 3 captains; 13 lieutenants; 2 surgeons; 1 purser; 3 masters; 4 midshipmen, and 1 engineer.

Promotion of an Ex-member of Congress.

--George Caldwell, a negro, formerly a member of the Liberian Congress, is now steward of a hotel in Keokuk, Iowa.

Correspondence of the Richmond Dispatch. Hon. Caleb Cushing--things in Fredericksburg — hard Times, &c., &c. Fredericksburg, Va.,Dec. 22.

Hon. Caleb Cushing passed through this place this evening, on his return from South Carolina. Nearly all the way from Richmond he was surrounded by a crowd, to whom he was discoursing on the state of the country. He believes that if the South had united on some one man during the last canvass, and had presented an undivided front to Northern fanaticism, we should have been freed from our present troubles. He thinks that Virginia erred immensely when she refused to go into a conference with South Carolina. I was much interested in his remarks, and felt the more because he seemed to be really afflicted for his country. All I learned, as to the success of his mission, was, that South Carolina would shun collision with the Federal Government as far as possible.

Times are very hard here. Merchants are doing but little. There have been some failures. But we hope for a better day.

Frederick Coleman. Esq., the Senator from this District, is very ill, and fears are entertained as to his recovery. Dr. Coleman, of your city, and Prof. Coleman, of the University, arrived here this evening to see him.

The little folks are anticipating a joyful time, as Christmas is so near.

The Commissioners from South Carolina to the Federal Government passed on to-day, in company with Mr. Cushing.

Correspondence of the Richmond Dispatch.the meeting at Norfolk. Norfolk, Va.,Dec. 21st.

There was a meeting of the citizens at Ashland Hall last night, in response to a call issued by the Mayor at the request of many citizens. Mayor Lamb, on taking the Chair, stated the object of the meeting to be, to consider the present alarming state of our political affairs and the propriety of calling a State Convention. He trusted that their deliberations would conduce to the welfare of the whole country.

Resolutions were drafted by a committee of six, selected equally from each party. With the exception of the last, they were unanimously adopted. The following is a summary of them: They consider

1st. That the preservation of the Union is the first duty of Virginia and Virginians. 2d. That the stability of the Government demands a final settlement of all questions between the North and South, in which settlement they will ask no more than right, nor submit to anything that is wrong. 3d. That a Convention of the State should be called, by the decisions of which they are willingto abide. 4th. That without discussing the right of secession either as a constitutional or a revolutionary right, they are opposed to coercion. 5th. That concurrence of action among the Southern States is desirable, and that hasty action on the part of any State is to be deprecated. 6th. That they believe the Union can be preserved, and therefore recommend a Convention of all the States, North and South, if matters cannot be otherwise adjusted.

The meeting was quite harmonious. Right.

Naval intelligence.

--The Department has accepted the resignation of Lieutenant Wm. G. Dozier, of South Carolina, Lieut. Dozier was attached to the Richmond in the Mediterranean, but received permission to return to the United States in anticipation of the acceptance of his resignation by the Department.

The Richmond was at Genoa, Dec. 4. The Iroquois was at Spezia, and would proceed thence to Naples. The store-ship Release arrived at Spezia Dec. 3, from Boston. On the 15th of November, she spoke the steamer Susquehanna, in latitude 33.55 north, longitude 28.54 west, en route to Spezia via Madeira. All well.

The brig Dolphin, Commander Charles Steedman, is daily expected at Norfolk, from the coast of Brazil. The Dolphin has been absent from the United States since October, 1858, and formed a part of the Paraguay expedition, under Flag-Officer Shubrick.

Affrays.

--An affray took place in Goldsboro', N. C., on the 21st inst., between John Thompson of that place and a Virginian, named Goodwin. Thompson threw a glass at Goodwin, badly cutting his head, and the Virginian, drawing a bowie-knife, nearly severed his antagonist's arm from the shoulder. Neither party was fatally injured. Craft Little was shot and killed at Carnesville. Ga., on the 17th inst., by James W. Harrison, his brother-in-law.

The Fugitive slave case in Canada.

--A large meeting was held at Toronto, Thursday night, to sympathise with the fugitive slave Anderson, claimed under the Ashburton treaty for killing Mr. Driggs, of Missouri.--Strong speeches were made against his rendition by lawyers, clergymen and others. A resolution was passed to appeal the case to England, if necessary, and a petition was addressed to the Administrator of the Government, praying for the release of Anderson.

The Paris Pays announces that the Emperor of Austria is about to annul the Concordat with Rome.

John Duncan, a member of the Georgia Senate, died on the 16th ult.

Crittenden's Compromise Defeated — Lincoln's Manifesto — Embezzlement, &c.

Washington, Dec. 23--Crittenden's Compromise was before the Senate Committee of Crittenden last Friday. Bigler, of Pennsylvania was the only Northern man who voted

Justice Lincoln's manifesto in Saturday's speech, Senator Crittenden says there is not the best hope for the perpetuation of the Union. It is regarded on all sides as a declaration of war against all seceding States.

Suspicion points to an Alabamian as the embezzler of State bonds in the Interior Department. Z.

[special Dispatch to the Richmond Dispatch.] Secession demonstration in Lynchburg. Lynchburg, Dec. 23

--A salute of twenty-one guns was fired here yesterday, in honor of the secession of South Carolina from the Federal Union.

From Washington. Washington, Dec. 23

--The city was to-day thrown into tremendous excitement, in consequence of the fact that the Secretary of the Interior shortly after returning from Raleigh, N. C. yesterday, summoned to his office the Secretary of State, Attorney General, and the District Attorney.

The years that this was done upon a statement of Mr. Goddard, that Mr. Bailey, who has charge of the Indian trust funds, had taken from the iron safe a large amount of State bond and coupons belonging to that fund, and that they were no longer in possession of the Government. Upon an investigation of the matter in the presence of Bailey, his statement were unfortunately found to be true.--The amount abstracted is about $830,000.

The information upon this matter was first given by Mr. Bailey himself, and it is generally supposed the bonds were used for the purpose of hypothecation, to raise money for temporary purposes; but the panic, by which every description of stocks have been stricken down, rendered the parties unable to redeem them.

The impression is very general that there was no criminal intent on the part of Mr. Bailey, however reprehensible may have been misconduct. Further disclosures, implicating there parties, are anticipated upon his examination.

In the Senate Committee yesterday, the Republicans asked more time before voting on the resolutions before it. Toombs refused to grant the request, and every proposition was voted down. Toombs and Crittenden were the only two who voted for Crittenden's resolutions. The attitude of the Republicans causes a most depressing effect on the whole committee.

A report prevails that the Administration has received dispatches from Charleston to the effect that a revenue cutter had arrived in that neighborhood, and unless orders were immediately given for her withdrawal, South Carolina would seize upon her and take the Government forts. Nothing, however, has been received from Charleston confirmatory of the fact.

Hon. Caleb Cushing returned yesterday from Charleston. His report was considered important enough for an immediate Cabinet consultation.

Mr. Bonham, member of Congress from South Carolina left to-day for his home in that State. McQueen will go in the morning, and Mr. Boyce will start early next week.

South Carolina Convention. Charleston, Dec. 23

--The Convention met at noon, received several reports, and after some unimportant business went into secret session. It is understood that the revenue laws of the United States will be generally adopted by South Carolina, and that the post at laws will remain unchanged for the present Mr. Rhett's address to the Southern States has not yet been acted on.

The Commissioners to Washington will appear with full powers as joint commissioners.

The committee to whom was referred the communication from a portion of the member of the Georgia Legislature, reported that the communication provided that no secession shall take place until South Carolina. Alabama, Mississippi, and Florida, have assembled in Convention, when final State action shall take place. The committee state that the secession of South Carolina has rendered the communication useless.

Mr. Magrath, from the Committee on the President's Message, reported that they desired a secret session on the subject.

The solicitor for preparing credentials for the joint committee to Washington, was sworn to secresy, and ordered to prepare the accredited papers. These were completed to-day and delivered to the Commission. The Commissioners are provided a Secretary, and will receive their traveling expenses and ten dollars per day.

The Convention spent two hours in secret session.

Adjourned till Monday.

South Carolina Legislature. Charleston, Dec. 22.

--The Senate has adjourned till the 3d of January, and the house has adopted a resolution to the same effect.

The latter is still in session.

The House adopted a resolution instructing the Military Committee to make provisions for feeding and transporting troops; also, for establishing telegraphs to the principal exposed points in the State, and giving the Governor authority over all the telegraph lines in case of war or apprehended invasion.

A resolution was made the special order for to-day, authorizing a searching inquiry into the business of the banks of the State, with power to send persons to examine the banks, their books, and transactions.

Celebrations of the Secession movement Memphis, Dec. 22.

--Yesterday, a large and enthusiastic meeting here ratified the secession of South Carolina. A salute of fifteen guns was fired, and at night many public and private buildings were illuminated.

Baltimore, Dec. 22.--One hundred guns were fired here to-day in honor of the secession of South Carolina.

There is a meeting to-night to urge the Governor to call an extra session of the Legislature.

Charleston, Dec. 22.--At a secession celebration at Camden, yesterday, a cannon burst, severely injuring several persons.

The serenading procession here last night was a grand affair. It was kept up till after midnight.

A special dispatch from Washington says that Col. Anderson has been ordered to surrender the forts to the constituted authorities of South Carolina in case they are attacked, but not to surrender them to irresponsible parties.

Macon, Dec. 22.--There is great rejoicing here at South Carolina's secession. Cannons are fired, church bells are rung, and a large procession of Minute Men and citizens, with banners and mottoes, is now parading the streets. Speeches are being made, and jubilation is general. The wildest enthusiasm prevails.

Raising a Secession pole in Petersburg--destructive fire. Petersburg, Dec. 23.

--A Secession pole, 100 feet high, with a Palmetto flag, was hoisted in one of the most prominent streets in this city yesterday morning, amid vociferous cheers from a large crowd. The pole was sawed down this morning just before dawn of day by some unknown party, and the flag carried off. Great excitement prevails, and a collision is feared.

Dunlop & Crawford's tobacco factory, and several buildings adjoining, were destroyed by fire this afternoon. Loss $30,000; partially insured.

Fire at Adams, N. Y. Adams, N. Y.,Dec. 21.

--A fire broke out in this place early yesterday morning, which consumed nearly one half of the business portion of the town. Twelve buildings were burned, and property to the amount of fifty thousand dollars destroyed, of which about twenty-five thousand is covered by insurance. The fire originated in Stearns & Webster's dry goods store, from a chimney that had burnt out during the evening.

A snow plough, propelled by two locomotives, engaged in clearing the track of the Watertown and Rome Railroad of snow, ran off the track near this place yesterday morning, smashing the plough into fragments and severely injuring five or six persons employed thereon.

The Reaction in Massachusetts. Boston, Dec. 21.

--Wendell Phillips spoke in the Town Hall at Waterton this evening, and was hissed by the audience, but the police prevented any further demonstration of opposition. He said he spoke for Gov. Andrew, and Andrew would not sign a bill repealing the Personal Liberty Law. Hand-bills were posted around the town calling upon the people not to let Phillips speak.

The Illinois Banks. Chicago, Dec. 22.

--A dispatch from Springfield states that the Bank Commissioners have extended their call on the Banks for additional margin. The extended call requires Banks to put up one quarter of the additional margin by the 20th of February, and the other three-quarters by the 20th of March.

Suicide. Manchester. N. H.,Dec. 22.

--Mrs. Elizabeth Fitch and her daughter, three years old, were found dead to-day in bed, having committed, probably, suicide by prussic acid. Her husband, a lawyer, in a good business, and a child, recently died, which probably caused insanity, and led her to poison her remaining child and herself.

North Carolina Legislature. Raleigh, N. C, Dec. 23

--The Legislature of North Carolina has adjourned till January 7th.

An effort to take up the bill for arming the State failed in the House of Commons.

Three days later from Europe.$600,000 in specie on Freight. St. Johns, N. F.,Dec. 21.

--The steamship Fulton, from Southampton on the 12th inst., arrived off Cape Race at 5 o'clock this morning, where she was intercepted by the news yacht of the Associated Press. Her advices are three days later than those received by the Persia, at New York.

The steamship Canada, from Boston, arrived at Liverpool on the 9th inst. The steamship City of Baltimore, from New York, arrived at Queenstown on the evening of the 11th inst.

The Fulton has 500 tons of merchandize, $600,000 in specie, and 198 passengers.

The Fulton reports, Dec. 14, lat. 56.30, ton, 11.10, passed ship Montebello, bound East.

France had granted an amnesty to the French journals for previous infractions of the Press law.

King Victor Emanuel returned to Naples on the 7th inst., and would remain there a fortnight.

The Sardinians would await the fall of Gaeta before summoning the citadel of Messina to surrender. In case of refusal they would besiege it.

Agitations prevailed in the Danubian Principalities and at Pesth.

The Austrian Ministerial crisis was over.

Peking surrendered to the Allies on the 13th of October, and yielded to all their demands. The Emperor's summer palace was sacked, and an enormous amount of spoils taken.--The Emperor and the Tartar army had all fled. Nothing was to be seen of the enemy at Peking. The Allied forces will winter at Peking. They were encamped on the walls, and were all in good health. Cols. Parkes and Lock, and thirteen soldiers, had been released. But little hope was felt for the return of Cols. Brabazon and Bowlby, and other French officers, who were missing. Norman Anderson had died of brutal treatment.

A new and distinct rebellion was reported at Shanghai.

Batavian affairs were improving.

In the London Stock Market American Railway Securities were flat.

--It is reported here that the war steamer Mohican (six guns) has captured another slaver on the coast of Africa, having on board 900 negroes.

--The Governor of Massachusetts has issued a proclamation for a day of fasting and prayer, in conformity with the recommendation of the President.

--A portion of the New Jersey Zinc Works, in this city, was destroyed by fire last night. Loss about $8,000.

Baltimore Cattle Market.

Baltimore, Dec. 21--There was a fair receipt of beef cattle at market yesterday, the offerings at the scales amounting to 950 head. Of this number 250 were driven to Philadelphia. 75 were left over unsold and the remaining 625 head were taken by Baltimore butchers at prices ranging from $2.50 to $4 and averaging $3.37 ½ per 100 lbs. gross. The cattle received were generally superior in quality to those received last week. Hogs were in good supply to-day, and sales were made to packers at $6@$6.50, but the butchers are paying $6.75@$7 per 100 lbs nett for picked lots. Sheep were rather lower in price than last week, the sales being made at $3.50@$4.50 per 100 lbs gross.

The subscriber again offers his services to his friends and public at large as an Agent in the city of Richmond, to Hire Out Negroes, Rent Out Houses, Sell Real and Personal Estate, and transact any other business embraced in a General Agency.

His long experience in Negro Hiring, added to an extensive acquaintance with the citizens of Richmond and its vicinity, he hopes will enable him, as heretofore, to give entire satisfaction to all who may entrust their negroes to his care.

Every effort will be made to procure good homes and fair prices for all sent to him. Ample arrangements have been made to have them well cared for till hired out.

He has practiced medicine for more than twenty years, and will, to avoid medical bills as far as possible, prescribe in all simple cases without charge. Much has been saved the present year by that course.

Trustees' Sale of valuable farm in Henrico, on the Virginia Central Railroad, and on the Meadow Bridge road, five miles North of Richmond, and 17 Slaves thereon.

By virtue of a deed of trust from the late Gervas Storrs to Edwin Burton, (for whom the undersigned, J. B. Young, has been substituted by a degree of Henrico County Court, and James Lyons, beating date on the 11th May, 1829 duly recorded in Henrico County Court the undersigned trustees, in conformity to the provisions of the said deed of trust, will sell at public auction, to the highest bidder, on the premises, on the 31st day of December, 1860 at 11 o'clock A. M., (if fair; if not, the first fair day thereafter,) the Real Estate and Slaves conveyed by the said deed, viz: The valuable tract of land located as above, on which the late Gervas Storrs resided at the time of his death, and which was occupied by Mrs. Martha Storrs at her death, containing 230 acres, more or less; also, 17 valuable Slaves, embracing men, women, and children. The said farm is so well known that a minute description is deemed unnecessary. Suffice it to say, that it is, from its location and other qualities, regarded as a valuable estate. A plat and survey will be exhibited at the hour of sale. The Slaves are, for the most part, young and likely.

Terms.--For the real estate one-fourth cash; balance at 12, 18 and 24 months, for negotiable notes, interest added secured by a trust deed, or title retained. For the Slaves 4 months credit, for approved, endorsed, negotiable paper, interest added.

--A Proclamation.--Whereas, a vacancy has occurred in the House of Delegates of this State by the resignation of G. L. Brown, Esq., late the Delegate from the county of Bedford. Now, therefore, I John Lecher, Governor of the Commonwealth of Virginia, have thought proper, by a writ of election, issued and directed pursuant to law, to require an election to be held at the several places of voting in said county, on the twenty Seventh day of the present month, December for a member of the House of Delegates for said county, to supply the vacancy aforesaid.

Given under my hand as Governor, and under the Less Seal of the Commonwealth, this 18th day of December, 1860.

Though a "deep gloom seems to have settled on everything around us," and our firmament is darkened with a threatening storm; although one bright star has vanished, and others are so obscured that we cannot count them in the blue expanse; even although "we have a divine warrant for saying that the house of mourning is better than the house of mirth," yet we have, also, another divine warrant--"Break forth into joy!" uttered to all the world, which at this season should predominate in the minds of every one of us.

The event which we at this time commemorate was announced as "good tidings of great joy." Times and seasons have changed, but the fact we all as Christians acknowledge, and few there are among us, of whatever sect, who do not in some way celebrate it, whether by family gatherings, by interchange of gifts and tokens of affection, or by holidays and joyful greetings. Therefore, in accordance with the holy salutation, "Peace on earth, good will to man," let us for a time endeavor to cast away the gloom from our firesides; let us dwell on the many mercies still vouchsafed to us; let us be thankful for the friends still spared to gather around us, and for our homes, still sacred and unmolested.

If prudence forbid some among us to present to our friends the magnificent gifts we fain would do; if sudden hopes and disappointments have for a time put a stop to our balls and entertainments, there are yet left to us in numerable sources of real enjoyment.--Let us minister to the innocent pleasures of our children, and give to them our sunniest smiles; let us cheer the aged and the lonely invalid, and gladden a poor family with an unlooked for meal; and let us practice everywhere that "good will towards man," which is the best and truest commemoration of the season.

The same God who has clothed the earth in brightness and beauty, has implanted cheerfulness in the heart of man; therefore, let us cultivate this plant with religious zeal, that it may bud and bring forth its fruit of gladness and contentment, and that out of these again may grow that "peace on earth" which was proclaimed to the world at the birth of the Saviour. Terms.--Patients per week, $5 less than a week, $1 per diem; but the aggregate shall not exceed the charge for a full week. Patients attending the daily examinations (not fit subjects for Hospital Confinement.) charged the regular fee adopted by the profession at large.-- The above charged include board, medicine, medical attendance and nursing. Surgical operations charged according to rules of other Hospitals of the city.
