Richmond Dispatch. Saturday Morn'g...march 21, 1863. From Fredericksburg. [from our own correspondent.] Fredericksburg, March 17, 1863.

On Sunday morning, in passing the Episcopal church, in which the religious exercises that, for the past three weeks, have excited so much interest in this community, are held, I saw a large crowd of soldiers, with some citizens and ladies, issue from the church and pass along

towards the battle field. I followed them. and witnessed a strange eight, and one which does not often meet the eyes in times like these. There is a stream of water flowing in the rear of the lown, which, being obstructed, has overflowed is banks, and inundated the valley through which it It washes the western border of the graveyard in which so many of our sailant soldiers lie side by side, situate of the diseases contracted twelve months since on the Potomac. Around this running water a large crowd had gathered, and the swelling notes of an appropriate hymn broke the stillness of this quiet Sabbath morning, as us anthem of praise ascended from a thousand manly voices. The Rev. Dr. Borrows, Rev. Mr. Cowling, and Mr. Ow were present, and officiated in services — and there, upon the very border of the battle-field, with the frowning batteries of the Confederates in front, the graves of our gallant dead around, the songs of joy and praise borne upon the air in incense of tribute and adoration to the God of Battles, the ordinance of baptism, by immersion, was administered to twenty-three members of Gen. Barks brigades. It was a strange and solemn spectacle, and impressed deeply all who gazed upon it — the time, the place, the circumstances, were all impressive. A few months before the decant tread of our insolent inva fresh from their dastardly work of pil and destruction, pressed this very soil.--The arm of the Almighty was bared for our defence. He gave our Generals wisdom. He moved the arms of our soldiers in this righteous cause, and there the lifeless careless of our enemies lay thickly around the spot, and now the spirit of devotion has cended in mercy upon our camps, and the harvest of the Lord is gathered here, from among the bravest of our noble soldiery, and the song of praise, the incense of an humble adoration, returns to, Heaven from the very field which God has blessed us with so a deliverance. It was a fit return for all His mercies — a worthy tribute to His honor and His glory — a signal instance of His presence and His blessing. May the God of battle ever manifest His power and His goodness thus, and dwell among us until the end.

Returning from the field to the church (ridded as it is with the balls of the enemy) the same ordinance was administered, "by pouring," upon eighteen other members of the brigade, Rev. Mr. Owens officiating, and the Rev. Dr. Burrows delivered an eloquent and impressive section to a crowded and attentive audience.

There is manifestly a serious and earnest interest in the subject of religion excited among the soldiers of this brigade, and the reverend gentlemen are indefatigable in their labors, which have been crowned with great success.

From the White House. [Correspondence of the Richmond Dispatch.] White House, March 17th, 1863.

"All quiet on the Pamankey." But little of interest has occurred since I wrote of the raid that destroyed the little steamer that General Dix, in his official report, increased to the size of a small Great Eastern. She was thirty feet in length, and one horse power. We sometimes hear from the enemy. They have in the vicinity of Old Point twenty- seven thousand stolen slaves; at Yorktown about ten thousand, and at Gloucester Point three thousand, who are dying rapidly with the small pox and the black tongue.

Information of the attack said to have been in contemplation against Gloucester Point was conveyed to the enemy by a woman, who was brought to Richmond through this place a few days since. She had the look of a brazen, impudent traitor.

I saw to-day a pair of solid gold spurs, sent by the patriotic ladies of Prince George county, Maryland, to Gen. Robert E. Lee. The gentleman who brought them (I must not mention his name) says they cost four hundred dollars in gold. They were truly handsome, neat, plain, and seemed as though they were made for him who will wear them, and given by the generous hearts that sent them.

A good Hotel story.

--In Atlanta, last week, a little incident occurred in the hotel has of business which is worth reading. The second party to the joke was the proprietor of the Atlanta Hotel. The Atlanta Confederacy says:

A Lieutenant Colonel, who was wounded at Murfreesboro', who had been stopping a while with him, on the 20th day called for his bill, The obliging clerk handed him the document with 20 days multiplied by $4. The Colonel scanned the bill and observed its footing up--$80. He turned to the doctor, who was present, and asked him if he did not think that pretty heavy. The doctor, with that peculiarities of the head which indicates a small whirlwind, said:

"No; if you had to pay four dollars for a cobbler, one dollar a dozen for eggs, four dollars a pound for Ric coffee, one dollar twenty-five cents for butter, fifteen dollars a bushel for potatoes, and five dollars a pair for shad, you'd think it was light! "

The Colonel ran his eye over his bill again and quietly replied:

"Well, I have been here twenty days, and d — n the article you have mentioned have I seen on your table."

It is said that the doctor rushed out into the back yard, and did not cool off until be had whipped three little niggers.

A young lady's Visit to a hospital.

--A correspondent of the Atlanta Intelligencer, among other reminiscences of the camp, gives the following, in which a young lady and a sick soldier were the chief actors:

The doctor was doing the gallant to a number of ladies, who had visited his ward. One of the young ladies, to whom he was most exquisitely agreeable, was distributing tracts to the convalescents. She stopped by the bedside of a poor, thin, miserably dilapidated specimen of a sinner, a regular hospital rat, and began conversation with him:

"Poor fellow ! you have been sick a long time, I suppose ?"

"Yes,'m, I hain't bin with my redgement nigh enter a year; I only stood guard onest since I came out. I ain't had nary well day since I left.--"

"You should use your time to read these tracts and the Bible, and try to be a good soldier for the next world. Do you keep a diary?"

"Yes'm. I've had the direc right peert about six months; that I hain't been fit for nothing, I talk a heap of truck and a power of doctor's stuff for hit; and now I have a powerful misery in my side, and a burtin in my back, and I hain't got nothin' what's done me ary good till yit,"

Particulars of Van-Dorn's recent victory.

A correspondent of the Savannah Republican gives an interesting account of Van Dorn's recent victory near Franklin, Tenn. He left Spring Hill on the 5th instant, with his entire force, except Crosby's brigade, having learned that the enemy were in force this side of Franklin. The letter says:

Just as the forces were placed in position Forrest rode up to Van-Dora and expressed doubts about the enemy's approach and the propriety of taking position, but just at this juncture his own pickets on the right commenced skirmishing with a squadron of Yankee cavalry. The skirmishers of the enemy were then visible upon the opposite range of hills, distant about six hundred yards, and our skirmishers were withdrawn to within a hundred yards of our position. The enemy took position very cautions, and commenced marching upon the pike in column, but a few well-directed shots from King's rifled pieces compelled them to file off into the woods and await the arrival of their artillery, which was soon placed in a grove at the base of the bill which they had formed upon, and which at once opened upon King's section on the turnpike, but far overshot the mark. They then changed the range of their rifled pieces so as to command the hill upon the left of the pike, opposite our battery, and thraw several shell with remarkable precision into the position occupied by Generals Van-Dorn, and Armstrong and staff, and your correspondent. We quickly "changed our base" and spread out so as to avoid making a target of the party. Up to this time but little skirmishing had occurred in our immediate front, but a cavalry reconnaissance of the enemy was pushed back by Forrest, and retired to within supporting distance of their infantry on the extreme fight. Just then regular firing of musketry commenced upon our left, and Whitfield reported that he was hard pressed, when one of Armstrong's regiments, held in reserve, was ordered to his support until Crosby should come up. The enemy then made a cavalry demonstration upon our right, to distract our attention from the left, which then commenced pressing heavily, and upon which they directed two piece of artillery. Armstrong's entire brigade was then rapidly crossed from the right of the pike to the left, to the assistance of Whitfield, the enemy having advanced to within a hundred yards of his forces and taken position behind the railroad embankment which ran through the centre of the valley. Upon this point the enemy then directed the whole of their artillery fire, and a section of King's battery was brought up and placed upon the hill just in rear of our forces, and commanding the railroad. So soon as Armstrong's brigade got into position as infantry they, together with Whitfield's, dashed impulsively forth from their position, and drove the enemy from the railroad to the base of the opposite mountain, their earliest passion.

The Federal had now fallen back to an excellent position, and we had given up the advantage of our own and pursued them to theirs. Our men charged through the valley on both sides of the pike, and reached the base of the hill, driving the Yankees to the summit, up which they charged, but were repeatedly repulsed. Upon the left Whitfield's Texans had to attack the enemy in strong position upon the brow of the hill, and the Yankees retained tire until within close quarters. when they poured in a severe volley, which compelled the Texans to retire, and they would have been pursued to the railroad and severely punished by the enemy had it not been for the timely placing of one of our guns in position by Maj. M. M. Kimmell, of Van Dorn's staff, giving us the advantage of an enfilading artillery fire. The piece opened and the arm proved so accurate that the Yankee column was at once broken, and the Texans rallied and returned to the charge. Upon the right, too. Armstrong's brigade pushed the enemy to the summit of their line of hills, but were once or twice driven back. The enemy then crossed his forces from the hills upon the right of the pike to their right on the left, and, accompanied by their artillery, slowly retired to the brow of the range of hills, stubbornly disputing every step.

Forrest, who was upon the extreme right, and who had scarcely been engaged, was directed to dismount his brigade and pass them across the pike in the rear of the enemy and come around over the crest of the hills upon their rear and right flank. A part of King's battery was taken up the pike and advanced by hand each time as the enemy retired, directing well aimed shots at their heavy lines. The engagement had now lasted three hours, with varied success, and at this time we had gradually drove the enemy from the crest of the lower hills to a still stronger position upon the higher ones — driving him over towards the other road, where Forrest had been directed to come upon his rear.--The fighting had continued sharply and the gaining of each position had required a severe struggle, and occasionally met with a repulse, the enemy appearing to be determined to hold out, and finally drive us back. Crosby's brigade new came up in good time and galloped along the pike in full view of the enemy, and filed off into the valley at the left of the pike. At this moment the enemy's artillery ceased, and King's battery was placed upon an eminence their forces five minutes before occupied, and being well served forced a still further retreat of the enemy. Crosby now commenced advancing round upon their extreme right flank, and for a time all firing ceased.--Our men upon the slope of the hills, of which the enemy occupied the crest a little northwest, then commenced advancing in the finest line of battle of the day, but though the enemy were in good position and easy range, they fired not a shot. Presently Forrest's guns were heard upon their rear, and the Yankees run up a white flag, when Van-Dorn sent to ascertain the nature of it, and it was learned that the entire force of the enemy upon the ground laid down their arms and surrendered unconditionally. A wild, joyous about broke from our gallant men, and the Yankees grounded arms, and their five regiments of infantry, numbering 2,200 men, were marched forth prisoners. They were under the command of the senior Colonel Coburn, from Indiana, who says he was compelled to surrender by the cowardly retreat of an Ohio regiment of infantry and three regiments of cavalry and the battery of artillery, which we did not succeed in getting.

The regiments capitulated were from Indiana, Michigan, and Wisconsin. So soon as the surrender was effected, I rode over every portion of the field and counted our own and the Yankee dead and wounded. The disparity in numbers was astonishing, for everywhere I found four and five dead Yankees to one Confederate. The hill upon the left of the pike, which had been so hotly contested, and from which they drove us back, contained more of the unfortunate than any other portion of the field. Upon it I counted forty of the enemy's slain. Up to the last few charges all of the enemy's wounded had been removed by their excellent hospital corps, and sent off in the ambulances to Franklin. Their ambulances, wagon train, and ammunition train stampeded and left them without ammunition. The loss of the enemy I estimate at 110 killed, 300 wounded, and 2,200 prisoners, who surrendered as many fine new Enfield rifles and cartridge boxes. Our own loss is 30 killed and 125 wounded--nearly all in Armstrong's and Whitfield's brigades. Among the killed we mourn Col. Earl, of the 31 Arkansas, one of our most fearless and experienced officers, who fell while leading his, regiment against the enemy in strong position upon the hill.--And the whole command is called upon to mourn the loss of our gallanted officer, Capt. Watson, of Gen. Armstrong's staff, who was instantly killed while leading a charge of one of his regiments. Capt W. is a son of Judge Watson, of Holly Springs, Miss., and leaves a bereaved wife to lament and deplore her loss. Parson Clouch, Chaplain of Jackson's brigade, was also killed while behaving most gallantly.

"Took the Oath."

--The Yorkville (S. C.) Enquirer informs us that Lieut. Pemble, one of the captured officers of the Isaac P. Smith, off Stono, and who had been confined with his Yankee confreres in the jail at columbia, has renounced the old Union and taken the oath of allegiance to his proper mother, the Southern Confederacy, and is discharged. Quite a "scene" occurred on the occasion, and varied "phrases" were exchanged, rather more of the marine then of the moral school.

The English press on the emancipation Society. [from the times, January 31]

No failure of the Federal politicians has been more complete than that which has attended their efforts to bring English sympathy to their side in a war of ambition, by appealing to the haired of negro slavery which animates all classes in this country. A more striking condemnation of the recklessness and cruelty which have marked the conduct of the Republican party could not be given than the stern silence with which all that is intellectual, and cultivated, and humane in English society has received the pretensions of Mr. Lincoln to be the friend of the oppressed and the champion of civilization.--His famous proclamation has been the subject of discussion among us ever since it was threatened in September last. Three weeks have elapsed since we have known that it was really issued. The English people, who have been of late singularly at a loss for topics of home interest, have thought it over and talked it over, and read all that a prolific press can say upon it, and the result is that they are confirmed in their first opinions, and refuse to be drawn by philanthropic pretences into sanctioning a measure of desperate and vindictive warfare. If the Federal have had any hopes of conquering European sympathy by hoisting the flag of servile war, such hopes must be blighted when they appreciate the tamper in which this act has been received by the English people. We have waited that we might speak with certainty, and passing events give us the power of doing so.

It is well known that within the last few weeks great efforts have been made in this country to obtain demonstrations in favor of the Federal cause. It is said, probably with truth, that agents of the Northern Government, provided with funds from America, have been at work on the familiar business of agitation, in order to restore their discredited party at home by making it appear that English opinion supports them in their acts. But, wherever the agitator came from, they have been especially busy for the last two months. It has been promised that the real sentiment of Englishmen should at last be made known. If meetings could be organized, if the subject could be properly discussed, and public opinion set free from a press which misrepresented it, then America might see that the feelings and the judgment of the old country were with her in her noble crusade for the freedom of the negro. The result of the great movement was given in this journal yesterday. For weeks it has been announced that there was to be a "monster demonstration" in London in favor of the North. Provincial meetings had been already held, and had been most provokingly avoided by any one whose opinion was of the slightest importance. But in London better luck might be hoped for. This is a great metropolis, and on the 29th of January a week before the meeting of Parliament, it must be full of persons of considerable eminence and of all shades of opinion. The most distinguished names of a country where freedom of though is carried into eccentricity were sure to be within reach of the Emancipation Society's circulars and advertisements. What doubt, then, that an imposing meeting, attended by men of genius, of high attainments, of great social position, of political renown, would bear witness to the interest with which large and influential sections of English society follow the progress of Mr. Lincoln's policy ?. If even what is called the world — the frivolous, unthinking people who take their opinions from the press, who dislike Yankees for their pertness and boasting, and admire Lee and Jackson for their unexampled heroism — if even jealous politicians or illiberal soldiers stood apart, surely there would be enough of the more original thinkers to fill a platform ? More than this, in the centre of this great capital, with its hundreds of churches, in the neighborhood of men who have spent their lives in advocating every charitable cause, it might have been thought that a meeting professedly in favor of negro emancipation would not have wanted names of eminence.

After weeks of preparation the meeting took place the day before yesterday. The speakers were a miner novelist and two or three Dissenting ministers, who seem to be of the usual intellectual calibre. Not one man, whose opinion the country would listen to on any political subject — not one statesman, not one person endowed with genius, however self-willed and erratic; no representative of the Peerage, only one of the House of Commons, not one of the Church, of the gentry, or the commercial world, was found to stand on that platform and make himself responsible for Mr. Lincoln's proclamation. Of the eminent men who in past years have struggled, and will still struggle on for years to come, against oppression and evil-doing all over the world — of the philanthropists whose names are identified with this very phase of negro emancipation — there was not one who felt that he could in conscience come forward and encourage a ruthless invasion, and a still more hateful scheme of domestic warfare, by giving aid and comfort to Mr. Lincoln's tottering Cabinet. The persons we have alluded to were left alone to hold forth to the audience. What they said it is needless to comment upon, for it is quite in accord with their personal insignificance.

For our own part we cannot but rejoice that there has been at length an organized attempt to evoke English opinion in favor of the war. It is well to know the full strength of one's own opinions, and to be able to calculate with certainty on the measure of assent which the world will give to them. That for two or three months a number of men have been agitating to change the sentiments of English men on this important subject, and that the result of the mountain's labor is the birth of a most ridiculous mouse, is especially satisfactory to us, who have for so long been laboring to promote a peaceful settlement of an unnatural quarrel. We now know that, in spite of importunity the most pertinacious and offensive, every man with a political character to lose has stood aloof from the Federal partisans in this country. Even the members for our populous boroughs, though their position often compels them to succumb to schemes of this kind, have in this case felt it necessary to their own dignity and the feelings of their respectable constituents to give a rebuff to the agitators. Happily, the situation of affairs in America is becoming such that the friends of peace in this country need fear no misrepresentations of the "Emancipation Society," or of the "wire-pullers, " who stand behind it. While weak-minded men are congratulating President Lincoln from this side of the water, the public opinion of his own country is becoming every day more settled against him. The proclamation, by the confession of its authors, was intended to do two things--first, to conciliate European opinion; and, secondly, to terrify the South into submission. That the first object has not been attained we think is pretty clear, and the other, which is by far the most important, has been equally missed. Whatever may be the merits or faints of Mr. Lincoln's policy, his proclamation has had but one effect, and that is to make the Confederates more fierce and resolute than ever. When the last news left more than a fortnight had elapsed since the proclamation, and no sign of wavering had appeared at the South. The Confederates had opened the new year with a victory at Galveston, and at Vicksburg had inflicted on the Federal a defeat hardly less bloody and quite as important as that of Fredericksburg. Two military disasters and a rise of — gold to 50 premium are the first fruits of the masterly document of the 2d of January and a still more important matter is the widespread anger of all but the Republican zealots. New York has spoken through Mr. Seymour, and now the Governor of Kentucky, a firm Unionist, and a man to whom the North is mainly indebted for keeping the State from secession, denounces the President and his schemes in a State paper which is certainly one of the most remarkable we have ever read. There are at last sign abroad that the bankruptcy of the North, the desolation of the South, and the ruin of both white man and the negro, will provoke some political reaction in the Federal States. At such a conjuncture it behooves us to stand aloof, and not to applaud assumptions of arbitrary power which are being sternly rebuked by the ablest men of the country where they have taken place.

There seems to be a great tendency in a small but highly respectable section of our fellow- countrymen to run wild on the question of American slavery. The subject has lain dormant for sometime, but the recent proclamation of the Federal President has revived it, and all sorts of excellent persons, who fancy themselves the disciples and successors of the men who carried negro emancipation in the West ladies, stand up in transports of joy and about "Lincoln forevers" In the blindness of their ecstasy they can see nothing but unqualified good in the war policy of the North, and only unmitigated evil in the revolution of the South. The cause of the Union and the cause of negro emancipation is in their view, one and the came. And in their eagerness to see it proper they seem in great danger of sinking the distinctions between right and wrong.--This is not the proper position for Englishmen. Our policy is that of strick centrality, and it is inconsistent, with that policy to take violently either one side or the other. England had no desire to see fulfilled what she could not help forecasting — the break up of the Union. Had the United States continued united. Englishmen would not have grudged them their peace, nor any of the prosperity which might have come of it.--Should the disunited States by any happy fortune become reunited, England's attitude towards them would be the same still. It is their affair, not curn. We are glad to see them prosper, and so long as they maintain friendly relations with us they are free to regulate their own affairs as they please. Our attitude is now what it was before the war broke out. Private persons will have their private opinions, and some will wish success to the North and some to the South, but the national feeling is purely neutral, and it is at once foolish and impertinent in voluntary seen stations to affect to represent the English mind, and in the name of the British public to address the American Minister in terms of unqualified adherence to the Northern policy:

The folly is greater when slavery is made responsible for the war, and emancipation the stalking horse of officious interference. Englishmen, of course, abhor slavery. They wish to emancipate the negro, but they know as well as the Americans themselves that slavery is no more the cause of the present civil war than the recent gales are answerable for the sudden rise in the rate of discount which so astonished the city two days ago. They know, too, that emancipation would no more follow the restoration of the Union than it will result from the meeting of the English Parliament. It is desirable that this slavery question should be put upon a right footing. Recent attempts to mix it up with the triumph of the Northern arms are not creditable to English common sense. The civil war had its origin in causes only indirectly affected by the alive question, and must be finished without reference to it. Those gentlemen, therefore, who go to Exeter Hall and make heavy speeches in favor of Mr. Lincoln and General Butler, and give in their adhesion to the Northern policy through thick and thin, and talk unctuously about the Divine blessing on the Federal arms, and go in on Christian principles for a war of extermination, and who blacken the names of Southern Generals and palliate the monstrosities of the Northern leaders, would do well to reserve their eloquence to a later stage and in the meantime learn to distinguish a little more clearly between light and darkness.

At the meeting at Exeter Hall, on Thursday, an attempt was made to fix the responsibility of the civil war upon slavery; and, at the same time, because slavery is repugnant to English feelings and principles, to get up a demonstration in the name of the English public on behalf of the whole Northern policy. Mr. Baptist Noel was the principal speaker, and went beyond all reason and truth in his ignorant and one-sided declamation in behalf of reunion and emancipation.--Mr. Noel greatly misreads the English mind if he thinks that it — in his own words--"gives all honor to Mr. Lincoln, his Cabinet, his Congress, and all and slavery men of all parties." The English mind is very much disgusted with a great deal for which "Mr. Lincoln, his Cabinet, and his Congress" are answerable. --So much so that, in spite of the national hatred of slavery, the current of English opinion has set in with great strength towards the South. The news of Confederate successes in the field has been received in this country with satisfaction, and from the cruelty, the trickery, the incompetency, and bragger of the North, Englishmen have come to hope that the South may succeed in securing the independence for which they have fought so bravely and endured so much.

This absurd confusion of the cause of emancipation with that of re-union has led men usually accounted good into making compromises with most execrable evil. All the worst doings of the Federal Government, its false telegrams, its abominable violations of civil liberty, its recognition and reward of the acts of that infamous wretch Batler, its indifference to the butcheries of M Nell, its avowed hatred of England, the insolence of Seward, and the tyranny of Stanton — all are endured and held up to admiration by dissenting preachers and second- rate litterateurs. who either cannot or will not see that Mr. Lincoln cares no more for the three million slaves in the Southern States, whom his proclamation liberates, than he does for that million and a half in the Border States whom he confirms in their fetters more strongly than ever. Apologists may put it how they will, no one who is not blinded by partisanship can help seeing that that proclamation was not intended to emancipate the slave, but to induce him to massacre his master and his master's family. Mr. Noel professes to scorn such an idea. He asks how that can be when there are 500,000 whites armed with rifles, and the slaves are unarmed? Mr. Noel ought to know that there are not half a million of whites apart from the army, and available against a cervile insurrection; that the women and children of men serving or falling with the army are mainly dependent upon the protection of the slaves, and might at any moment become victims to their fury, that there are many modes of murder and means of conflagration which do not require the use of the arms, and are quite within reach of a legion of negroes in mutiny against the families of their masters. The meeting at Exeter Hall is a great disgrace to the Christian religion, and an egregious blunder, regarded as a step towards emancipation. Let the quarrel between North and South be finished on its own merits, and let Englishmen wait the issue.

Whenever a flourish of trumpets of unusually aggressive volume is ventured upon, it becomes expedient to ask what manner of men the trumpeters may be who have so very fiercely attempted to blast down the walls of Jericho. Let us glance at some of the most conspicuous of the tribunes who, by hook or by crook, were got together under the auspices of the Emancipation Society. The chairman was Mr. William Evans, doubtless a most worthy and estimable member of society, but who, as a politician, orater, or public man, is utterly unknown beyond the confines of Exeter. Hall. Mr. P. A. Taylor, M. P., is a rampant kind of Republican, who very speedily found his level in the Commons House of Parliament. Mr. Thomas Hughes is a crochety clever man, who gained some literary reputation by an amusing boys" book called "Tom Brown's School Days," and lost it by an inconceivably stupid novel called " Tom Brown at Oxford." The Rev. Newman Hall and Baptist Noel are fluent preachers, sufficiently popular in some Dissenting circles. Mr. Edmond Beales is, we believe, a respectable auctioneer. Mr. Morse is the American Consul-General in London, and nothing further need be said about him. Mr. Chamerovow is, or was, the secretary of the Anti Slavery Society, and a gentleman whom we should be loth to suspect of the capacity of setting either the Vistula or the Thames on fire. Mr. Nicholas is a well-known tradesman on

, and a capital vestryman, and Mr. G. J. Holyoake--well, Mr. Holyoake is not the author of Paley's "Evidences." The persons enumerated were really the only notabilities on the platform. There were many laymen and many clergymen, but, independently of the gentlemen whose names we have mentioned, the emancipators may be emphatically described as nobodies. We are ready to grant that the painful obscurity of this personnel was no fault of the promoters of the meeting. They had labored hard to cajole individuals of real parts and imminence into attending. They had asked Johnson and Burke; but, as in the famous instance of "the Haunch of Venison," Johnson and Burke "couldn't come." Good old General Thompson sent ten pounds to the funds of the association, but stayed away; Mr. Forster, M. P., would have come, but he was bespoken for a meeting at Bradford; Mr. John Stuart Mill had no time to spare for anything of the kind; Professor Newman was unfortunately engaged to lecture at University College; Professor Cairnce was simply "unable to attend" Mr. W. Hargreaves was similarly incapacitated from coming, but sent instead a paragraph of florid nonsense about liberty, equality, and fraternity, and "the Beelzebub of the press," and Colonel Salwey had an appointment of long standing at Edisburgh.

More facts for the Admirers of Gen. Butler,[from the New York world, March 11.]

We have a dozen pigeon holes filled with affidavits and statements like the following, showing the outrageous corruption of General Butler's rule in New Orleans. We commend these facts (the name of the person responsible for them is at the service of any person who has a right to inquire) to those members of the New York Legislature who desired to give Gen. Butler the honors of the capital:

During the month of August, 1862, I was authorized by Gen. B. F. Butler to search all vessels going across the lines with goods under permit from Col. Jones H. French, Provost Marshal General. On examination. I found them loaded with all kinds of merchandize, principally groceries, salt, and whiskey. I reported them, and brought the parties before Gen. Butler, when he allowed them to pass. I afterwards ascertained that his brother, Col. Butler, was interested, or the parties had purchased the passes from Col. French, some paying as high as 1,000 in gold for them.

I was employed as chief detective, at that time, of a separate department, under the control of Col. S. H. Stafford, Deputy Provost Marshal, who reported to Gen. Butler. Stafford also knows of these goods going across the lines to the rebels; but, on our finding Cols. Butler and French interested, our efforts to stop them were useless; so we gave it up. I know of goods seized by Government being sold, or rather shipped, by officers under Col. French. The captain of the schooner Shepherdess was imprisoned and his vessel confiscated because he wanted to charge $100 more than the contract called for, after seeing the goods were contraband; but, the goods belonging to Col. Butler, were shipped on another vessel and sent across the lines.

I also know that J. J. Bryant, of New Orleans, paid Colonel French ($1,250) twelve hundred and fifty dollars for a certificate of the oath of allegiance, and French received five hundred dollars a month for allowing him to carry on his business. I also know that there was a regular system of selling passes for parties to go across the lines by and with the knowledge of General Butler. I attempted to send documents to Washington, by order of Colonel Stafford, with all these facts, which papers were intercepted by General Butler, and those parties who gave the information were imprisoned. General Butler sent for Colonel Stafford and asked him why he did so, and at that interview Governor Shepley was present, so they cannot say he knew nothing of the transactions going on.

I have also heard that Gov. Shepley shipped some one thousand sacks of salt on his own account, and taxed those shipping $2 a sack. The witnesses to all these transactions can be procured on the sending of an investigating committee down to New Orleans. In my opinion, Col. Butler must have shipped a million of dollars' worth of goods across the lines with passes signed by Col. French, Provost Marshal-General, and Gen. Butler. They brought back turpentine, resin, and lumber in exchange. I know of Gen. Butler sending up to a rebel plantation and seizing all the wines, and having them brought to his house for his own use. All these facts can be proved.

There are men who are imprisoned who have a knowledge of these facts, and there are many more acts which, if there was any investigation of, would startle the public, as regards vessels carrying contraband goods. It can be proved that his brother was the chief owner, during the month of October or November, of a cargo of goods which left New Orleans — worth in New Orleans $30,000--in charge of a man named Clarke, under a pass for Matamoras, but which went to the rebels. This cargo belonged jointly to Clarks and Colonel Butler. Clarke is now in New Orleans, having returned after disposing of the cargo. A man named E. J. P. Thompson also took a cargo over for Colonel Butler, and returned with turpentine and roam. This occurred in February.

Col. French seized the horses and carriages of a French subject, and gave them to a woman of the town, otherwise lewd and abandoned, which she used to ride about the streets with. He also sold a man named Marshall a pass to take goods across the lines to sell, and afterwards arrested him and sent him to Ship Island. Any man who was imprisoned could buy his release who had money, (from $100 to $1,000,) including thieves and burglars. All these things were done, in my opinion, with the knowledge of Gen. Butler, as in many cases he had to sigh his name to the releases. I reported all these facts to Gen. Banks.

My landlady, where I lived, was imprisoned eight days for having a package of papers with a list of vessels which had left New Orleans, and was not released until she gave them up. Those were papers intended for Washington. All these facts are true, and I am willing at any time to swear to them. If planters did not sell Colonel Butler their produce he would have the same confiscated, and he bought at his own price. Cattle were stolen and sent to the city and sold; horses, also, by officers under General Butler. Colonel Stafford has a knowledge of these facts, with many others. Whenever a pass was granted, it was on condition that the goods should be purchased of Colonel Butler, and often twenty per cent extra was charged to pay for the pass.

Last night 4 called on Col. Scott, of the Louisiana cavalry. You have often heard of him in western campaigns, While in Kentucky, his negro boy, who has followed him since the war began, disrobed a dead Yankee, and assumed the garb of a Federal sergeant — While on his way to Richmond, a ventriloquist, one of the tribe of Benjamin, learned the story connected with the negro's apparel. After nightfall, when the negro was nodding with a valise between his feet, a deep-toned voice proceeded from it.

Voice--I say, Sam, wake up; them's my clothes you've got on.

Sam--Who's dat ? (The Colonel says that Sam's eyeballs protruded a foot when the carpet-sack began the colloquy.)

Voice--I'm Ichabod Smith of the 13th Connecticut, killed at Lexington, Kentucky. You robbed me of my clothes.

Sam--Fore God, massa Yankee, I didn't spec you'd want em no more.

Voice--Off with em, d — n you.

In less than a minute Sam shucked himself. There he stood in the fireless car, on a cold winter night. His teeth chattering, his napped wool straightened, and his eyes rolled about in the agony of hopeless terror. Never since has Sam touched the Yankee clothes.

Richmond Dispatch. Saturday Morn'g...march 21, 1863. The true Path to independence.

It is not alone by chivalrous and gallant deeds that the independence of our country is to be secured. If it were we should have no double of the future. There never has existed yet a people who surpassed the South in its hero's and self sacrificing devotion to country. But it must be admitted that we are too fond of ease and pleasure, and it has been even doubted whether we should not now be in a better condition if the glorious victory of Manassas had never been achieved. That wonderful tempted us to lie on our laurels, and it was only when routed from our perilous repose by the sharp sting of adversity that we recovered our equanimity and put forth the full one glass which the of the contest and the persevering and implacable character of the enemy demanded.

If we will consider in what the strength of the enemy lies we shall derive some instructive lessons for ourselves, for it is lawful to learn from an enemy That strength does not consist in his numbers alone nor even principally, great as those numbers are; nor, still less in any superiority of fighting qualities. We do not question the courage of the Yankees, or any other race of men, but we do not believe that they have the military aptitude of the Southern people, and we know that they have not as lofty and inspiring motives in this contest as our own. --But there are qualities by which they have always been distinguished — system caution, labor, thorough attention to details, and dogged perseverance. They are made more vindictive and persistent by defeat; and their revenge seems to sharpen their families and clear their understanding, whilst they make the most of their victories, and turn them at once to practical account. Mechanical labor in in abundance among them, and they are employing all its appliances in the present war. It is undeniable that we need more system and practicality in all the departments of our Government, and in every field of operations. We must make a business of war, and conduct it with the same thoroughness and attention to detail that a successful business man exhibits in the conduct of his business affairs.

The South could not have a better model to fashion itself after, both in war and peace, than the illustrious founder of its civilization, Captain John Smith. In him we see how the loftiest chivalry and the most infallible common sense may be united in the same person. The present war, fruitful as it is in examples of the most magnificent courage, has not produced a more glorious warrior than Capt, John Smith, nor has Yankeedom ever boasted a mind more practical, energetic and patiently laborious. Europe and America resounded with the praises of his chivalry, and yet no man, reared to labor with his own hands, ever more highly appreciated mechanical industry, or had a more exalted estimate of the dignity and value of labor. His letters to the London Commissioners were full of indignant denunciation of the indolence and effeminacy of men who expected to lay the foundation of a State with gloves on their delicate hands. If the South would ever fulfill her grand destiny she must not upon the maxims of this truly great man. She is at this moment suffering from the absence of manufacturing industry — a misfortune, and not altogether a fault — for, though fond of ease and leisure, she has been deprived by the policy of the Federal Government of those inducements and advantages for manufacturing and commercial enterprise which have been extended to the Northern States. But under these disadvantages she no longer labors.--With the establishment of her independence she will no longer be forced to pay tribute to Northern taskmasters. Her noble harbors will be available for her own commerce, and her unrivalled advantages in estimate, and water power for manufacturing purposes, will then be at her own disposal. It depends upon her use of these advantages whether the glories achieved by her arms will be of practical value and her independence be established in fact as well as in name.

The oath of allegiance.

The attempt to impose the oath of allegiance to the United States on the citizens of the South who may fall under their military power is one of the most cruel of those instrumentalities of despotism which are now brought to bear upon the Southern people. But, fortunately, it cannot be forced upon a community who are true to themselves and to the great cause in which they are engaged. A contemporary has justly observed, "If our citizens in every community will hang together in solid body, and every man refuse, under whatever extremity, to take the hated oath, they will find in this course their best security. It will be impossible to arrest or imprison, or place under surveillance a whole community. The lelity of all will thus prove the safety of each. But it some yield under the influence of threats or persecutions — If a single man in a neighborhood shows himself false in the hour of trial — it will excite hope and stimulate efforts that will prove of much annoyance to the rest.--Additional appliances will be brought to bear to force others to do what one or two have done."

Our contemporary remarks that the citizen who to save his own property, or to secure any privilege, takes the oath of allegiance to the United States, is a traitor not only to his own State and country generally, but is a traitor to his own neighbors. "They have a right to hold him as their personal foe; for he separates himself from them, and stimulates against them the malice of their enemies. We have heard of come who without bad design, but under a terrible mistake of judgments decided to take the oath of allegiance to the enemy. They are now of all men the most miserable and they show it in their sad countenances and hanging heads. They have lost their self respect. They have lost the esteem of their neighbors. And we are happy to add that in almost every instance they have failed to get the price for which they sold themselves." Our contemporary urges that this Government should adopt the same policy to wards citizens who swear allegiance to the enemy as was pursued by Governor Jefferson in similar circumstances, in 1781, towards those who come forward, in compliance with British requisitions and gave their parole. Jefferson issued his proclamation to the people of Virginia, declaring the nullity of such parole, in point of fact, but requiring those who considered it binding "forthwith to repair to some of the posts, encampments, or vessels of the forces of his Britannic Majesty, and by surrender of their parsons to causal such engagements; and not to rejoin the Commonwealth but in a state of perfect emancipation from its enemies and of freedom to act as it becomes good and zeal our citizens."

A similar course would purge the South of all who are pable of performing the duties of good We are all embarked in one vessel, and must make up our minds to ink or swim, survive or persons together. As to the "mental reservation," If one may make it a pretext for the crime of taking the oath of all so may all, and it is simply adding hyplcy to There can be no security for any thing as truth or honor, where a principle is adopted. We trust that it will not be in the South, where truth and honor have been ever valued above life and every earthly consideration, that any man that really loves his country will take the oath of allegiances.

General Pillow.

--Gen. Pillow recently made a speech to planters in Alabama, to induce them to permit their slaves to enter Government employ as teamsters, etc. To show them that he was not asking them to make sacrifices that he himself would not make, he told of his own losses --400 negroes, four gin-houses, worth $10,000 each, 100,000 pounds of bacon, 2,000 hogs, 500 head of cattle, his houses and plantations destroyed and desolated and 2,100 bales of his cotton burned by his own Government.

He stated that Gen. Sherman had written him a letter, cinched in very polities language, offering to return his negroes to him, and to him for all his losses, if he would abandon the Confederate service. His answer was:

"General, whilst I thank you for your courteous letter, let me say to you, the property your Government has taken from me was my own. Your Government has the power to rob me, but it is too poor to buy me."

From our flies of Northern papers of the 15th and 16th insts. we make up the following summary of intelligence. The Baltimore Sun, of the 15th, says that several valuable prizes are now on their way to New York. The prize steamer Adela has arrived at Fortress Monroe from Key West, bound to New York. The prize steamer Virginia, bark Moblen Williamson, and brig J W. Samper, with prize engross of several vessels, left Key West for New York on the same day. The steamship Peter Hoff, Captain Jamran, R. N., with a valuable cargo, was captured on the 25th of February off St. Thomas by the United States gunboat Vanderbilt, and arrived at Key West, where she was sent for adjudication. The Hoff was bound from London to Metamores, via St. Thomas. The prize schooners Aven Alligotor and Anne Hortens have also arrived at the same place.

The war in Virginia.

The New York World, of Thursday, has the following editorial article on "the war in Virginia:"

Just about a year ago the radical prers clamored without ceasing against Gen. McClellan, because he forbore to advance upon the enemy. No words were too bitter or too biting to apply to the General who had organized the finest army the country had ever seen, and who was silently maturing his campaign as he had matured his forces. The rains and mud of March was as formidable then as they are now. The roads of Virginia were as impassable then as they are now. Every consideration which can justify patience with the inaction of a great army now existed to justify it then. And is as much as the army, which was then a new, untried and unproved machine, has since been tempered and trained to war through long and arduous campaigns under a commander as skillful in wielding as he was successful in forming it; is as much as the man who were volunteers a year ago with the shame of the first Bull Run still draping their banners are new veterans, who and riddled colors names of a long succession of honorable victories, it cannot be contested that the General who was then at the head of the Army of the Potomac had claims upon the forbearance of his countrymen which cannot be pleaded by his successor. None of these claims then availed with the radicals. They fairly writhed in rage at the calm persistence of General McClellan in the task of perfecting his plans and preparing his operations. They called upon the President to lead the army onward in person.--They denounced caution as disloyal, and strategy as the unpardonable sin against the State. They clamored for the removal of McClellan from his command. "The army of the Potomac," cried the Tribune in March, 1861. "even without a nominal bead, has only to move upon the enemy to grind him to powder by its irresistible weight." All this was a year ago. To day, the Army of the Potomac, under the command of a General in whom the Tribune professes to feel all the confidence which it refused to McClellan, stands at observation, and has for three months past so stood, upon the banks of the Rappahannock. Hurled back beaten and bleeding, from its headlong dash against the heights of Fredericksburg it has become a sort of living entrenchments between the lines of the Confederates and the capital of the nation. We make no assault upon General Hooker for this state of things. We concede to him, as a matter of course, what the radicals refused to his first predecessor, a patient and respectful recognition of his great responsibilities, and a forbearing faith in his disposition to do all that can be safely and successfully attempted, But why is the Tribune on tell subject? What has become of its imperative mind, of its impetuous policy of "grinding to powder," of its eagerness for at the throat of the rebellion? If the Army of the Potomac was an avalanche a years ago, it is certainly an avalanche now If is needed no plan of campaign, no commissariat, no commander to make it irressible then, it needs these things still less now.

The Tribune is silent to-day for the same reason that it shouted a year ago. How as then it looks through all this mighty mist of tears and blood that overhangs the nation to one end, only — the success, the prosperity, the profits of party. thought of the nation's need and hopes then stimulated its voice, no such thought now makes it dumb it has won the only victory at which it the conquest of the Cabinet the subjugation of the

But at what a cost this victory has been won nothing could more clearly show than the stranged apathetic acquiescence of the public mind in the apparent abdication of all attempts against the Confederate capital. The interest, the passion, the hope of the nation once centered upon that splendid host which has so long held the Potomac and monace Richmond. They are now become vague and wandering. The absence of news from this great army excites no comment. Men are eager about Vicksburg and Charleston and Tennessee. The triumph of the Tribune and its party has been accepted as a deadly blight upon the campaign in Virginia. The success of the Tribune against it in the past has the public faith and directed the public hope in its future. The fire and have gone out of the public interest in the war in Virginia nor will they return again till the old spirit shall once more light up the lines of the army and direct the nation's wall.

Destruction of Forts Herman and Heney.

These two forts, on the Tennessee river, have been abandoned and destroyed — probably for fear that they might fall into the hands of our brave Western cavalry. The Louisville Journal, however, gives other reasons. I, says:

Forts Herman and Henry, on the Tennessee river, were evacuated and destroyed on the 5th inst., by the Federal troops, as they were liable to over flow, and not desirable for offensive or defensive operations. Their armaments, stores, &c., were removed to Fort Donelson. It is said that other and stronger works are to be in the same vicinity.

European aid for Confederate prisoners.

A Washington dispatch to a Philadelphia paper says:

It is understood that the Secretary of State has granted permission to the committee of Friends of Liverpool, who represent the cause of the rebel prisoners who fall into our hands, to forward them such moneys or articles of comfort as they may need without any restrictions being placed upon the came. Hitherto the Southern people in England have been obliged to depend in a measure upon chance for their charities reaching those for whom they were intended but in future they will have the freest access to them.

Dismissed from the service.

The following order is published in the N. Y. Tribune, which it states has been issued by Gen Hooker:

Headq'rs Army of the Potomac.Camp near Falmouth, Va., March 6, 1863.

General Orders No.21.--Lieut, Nathaniel P Pat First regiment Maryland Cavalry, having, on the 4th inst., while in charge of a picket guard. allowed the officers men and horses of his command to enter a barn, and the men to take off their arms, and the to be in direct violation of existing orders, is dismissed with disgrade from the military service of the United States, subject to the approval of the President.

"Ion,"the Washington correspondent of the Baltimore Sun writing on the 13th inst., thus speaks of the 8th census, and its affects in Europe:

The abstract of the 8th census, lately reported, has attracted much attention in Europe, and especially from those who take an interest in the progress and results of the present sectional conflict. The distinguished French savant Mr. Michael Chevalier, remarks, in a letter lately received that the report is replete with information of great interest, admirably arranged, excibiting the extent of our development in population, power, and wealth — He is impressed, he says, among other examples, which he might by the fact that Massachusetts has almost reached the relative population to the area of France, (sixty-one inhabitants to the square mile instead of sixty seven) while it follows that in 1870 Massachusetts will exceed the French empire in density of population. He mentions further that he intends to make this work the subject of a report to the Academy of Moral and Political Science of the institute at their next sitting.

I am reminded by this letter of remarks made by eminent Southern statesmen upon the result of the census of 1850 in respect to Massachusetts when, to the surprise of the world she counted a million of people to wit: that if she could restrain her disposition to intermeddle with the affairs of other States she would rival in wealth and power the greatest of the commercial States of antiquity or of the Mediterranean cities in the middle ages.

But a change has come over this prospect and it is now a question whether new England will after the conclusion of the existing war, retain her population, and her commercial and manufacturing and other advantages which were held solely upon the tenure of uninterrupted peace and indissoluble Union.

Even if demonstrations against her manufactures and navigation be not made, in the end a protracted war will paralyze them.

Miscellaneous.

The Baltimore Sun says that Mr. Goodloe, one of the commissioners to adjust the claims of slave owners in the District of Columbia, under the emancipation act, will probably be sent to North Carolina as Military Governor, vice Stanley. He is a native of that State, and holds decided anti-slavery views.

The Washington Star, of the 13th says:

We hear that this morning, when shaving himself, Secretary Seward, in endeavoring to catch has rancor, that was falling from where he had placed it, out the palm of his right hand so severely as that he will probably require an emenuents to do his writing for some time to come.

The New York Chamber of Commerce are taking active measures for the defense of the harbor of that city. At their next meeting the propriety of issuing letters of marque will be strongly urged, and will probably be carried out.

Prentices laughs at the heading "Astounding Robbery" which frequently appears in conce- tion with some fraud on the Government. He says be occasionally fees cases of astounding honesty, but rubbery no longer astounds.

The steamship Kungares at New York, from Liverpool, has on freight 825 bales of cotton, and the city of Baltimore 369 bales imported from Europe.

The Hagerstown (Md) Free Press, has been suppressed by order of Major General Schenck, and its editor, Mr. A. J. Boyd, sent beyond the Federal lines.

Under the Congressional stamp act it cast the executors of Nicholas Longworth, the lose Cincinnati millionaire, four hundred and thirty dollars to purchase a stamp to put on his will.

The Philadelphia papers record the death of the Rev. Patrick Rafferty, a Catholic priest, pastor of St. Francis Church, Fairmont, for the last forty-five years.

Confederate States Congress.

Friday, March 20th, 1863.

Senate--The Senate met at 12 o'clock. M. Mr. Hunter, of Va., in the chair. Prayer by Rev. J. A. Duncan.

The following joint resolution, offered by Mr. Mitchell, of Arkansas, was referred to the Military Committee.

Resolved, By the Congress of the Confederate States, that the clerks and employees in the U. S. Arsenal, at Richmond, are entitled to the provisions of the act approved Oct. 13 1862. for increase of compensation, and shall be paid the rate of increase therein provided, from the passage of said act, for such time as in therein limited.

The Senate were offered the use of the Virginia Senate during the redness of the General Assembly Mr. Sparrow off are a resolution providing, with the assent of the House, that both bodies adjourn sins dis on Monday, April 6th, at 2 o'clock, P. M.-- Mr. Wigfall was opposed to fixing a day, as it induced hasty legislation, Mr. Sparrow was willing to postpone consideration until Monday. Mr. Wigfall thought the Senator not fear that Congress would stay any longer then duty required them, the expenses of members being greater than their pay. The object now was to clear the calendar. Mr. Clerk thought that the Tex bill should be disposed of before any motion to adjourn was considered. Laid over until Monday.

The Senate resumed the consideration of the bill to establish a court for the investigation of claims against the Government of the Confederate States, the pending question being on the adoption of the amendment of Mr. Semmes of to the 2d section, limiting the jurisdiction of the court to claims. "founded upon any law of Congress, or upon any regulation of an executive department, or upon any contract, express or implied, with the Government of the Confederate States." The bill gives the court jurisdiction of all claims against the Government. The amendment was rejected. The balance of the day was consumed in discussing various amendments offered to the bill.

House of Representatives--House met at 11 o'clock and was called to order by the Speaker.

Senate bill entired an act to organise the Supreme Court of the Confederate States, was taken up, read first and second times, and referred to Committee on the Judiciary.

Mr. Wilcox, of Texas, moved that the House go into secret session, and, on the vote being taken, it was ascertained that no quorum was present.

Mr. Mr Queen, of S. C., moved a call of the House, which was proceeded with until a quorum was found present.

Mr. Wilcox then renewed his motion to go into secret session, and it was agreed to; and the House went into secret session, and resumed the consideration of the Tax bill.

General Assembly of Virginia.

Thursday. March 20, 1863.

Senate--The Senate met at 10 o'clock, the President in the chair.

A message was received from the House of Delegates announcing the prestige of the following bills, which were taken up and passed in the Senate:

A bill to authorized the transfer and issue of new certificates of stick in chartered companies; a bill to increase the pay of the interior guard at the Penitentiary to two dollars per diem.

Mr. Christian introduced a resolution instructing the Committee on Banks to inquire what legislation may be necessary in reference to Banks in consequence of the passage of the recent currency bill by the Confederate Congress, which was agreed to.

Mr. Dickerson, chairman of the Committee on Confederate Relations, reported back the resolution referred to them in regard to bounty money to be paid the State its transfer to the Confederate Government, and asking to be discharge from the further consideration of the subject. Report laid on the table.

The confederation of the Tax bill was the next business of the body; and the bill was finally passed — ayes 30 noes 4. Those voting in the negative were Messrs. Thompson, Robertson, Urquhart, and Whittle.

The majority report of the Salt Committee, contracting with Messrs & Co., and the minority substitute therefore, contracting with J. C. Clarkson, for a supply of salt, were taken up, and both defeated,--no constitutional of Senators voting--three-fifths being required to make the contract valid.

Mr. Armstrong thereupon submitted a joint resolution of some length providing for the appointment of a special committee of the House and Senate, with authority to during the recess of the General Assembly, and to contract with Messrs Scott & Co., or Messrs Stewart. Buchanan & Co for a supply of at least hundred of thousand bushels of salt; or, in the event of the failure of these parties to contract, the said committee to be authorized to take possession of the salt works in to be name of the State, or the leasing of the same, to be worked by an agent to be appointed by the State,&c., &c.

The resolution was laid over under the rules.

The report of the special committee appointed to investigate the fire at the public war house was taken up., laid on the table, and ordered to be printed.

Mr. Pate asked and obtained leave to introduce a bill amending the Confederate Government Read the first time and ordered to its second reading.

The bill to provide for elections in camps and elsewhere was taken up, amended and laid on the table.

The Senate was in secret session on a message from the Governor concerning the line.

At 3 o'clock a creases was taken until 8 o'clock.

House of Delegates.--The House was called to order at 11 o'clock.

On motion of Mr. Buford, a special committee of five was appointed to report a bill amending the first section of an act passed March 29, 1862, suspending sales in legal proceedings.

Mr. Crockett offered a resolution, which was agreed to tendering the use of this Hall to the Confederate House of Representatives during the recess of the General Assembly.

The House resolved into secret session to consider a communication from the Governor After a few minutes thus spent the doors were reopened, and.

On motion of Mr. River, the bill amending the act relative to enclosures to contain was taken up and considered. The wars the courts of the counties enamerated to in their respective counties; the amendment which simply provides for keeping up outside fences, was in.

Mr. Hopkins of Petersburg, called up the bill converting into stock in the South-Side railroad, the arrear interest due the State by said company. The subject was discussed at considerable length by Messrs. Hopkins. Prince, Anderson of Rockbridge, Anderson of Botetourt, Baskerville. Treadway, and others in its behalf, and Messrs. Hunter, Sarbour and Green in opposition. The bill was finally passed — aye 65 noes 15

Mr. Buford, from the special committee appointed this morning, reported an amendment to the first section of the Stay law; which was read a second time, and laid on the table.

The vote by which the bill converting the interest due the State in the South-Side railroad into stock was reconsidered, and the House further addressed by Mr. Cazenove against its pass age. He was replied to by Mr. Anderson, of Botetourt After which the bill was passed — ayes 66, noes 16.

The Chair was vacated at 6 o'clock until 7½

A runaway match and what came of it.

--The Chicago Journal publishes the details of an inquest held over the body of Augustus C. Brod. head, who died in that city on the 13th, of convulsions. He was formerly an officer in the British army, and served with distinction in India. The Journal gives the following history of the deceased:

A few years ago Brodhead — then in the prime of vigorous manhood, and wearing upon the dashing artillery uniform of the British service several royal medals, which he had earned by bravery and success — formed the acquaintance of a wealthy Baroness of the Faget family, one of the most aristocratic houses of England. That acquaintance immediately became a love match, and one unrelenting opposition of her family only served to render it a runaway match. The happy couple spent their honeymoon upon the Continent; visible Italy, Switzerland, and the Egyptian pyramids, and two years ago came to Illinois and purchased a form near Clifton, in Iroquois county.

Brodhead was as ignorant of agricultural science as he was proficient in that of gunnery and projectiles. And when to this serious impediment is adds a deep related habit of dissipation — an incoordinate fondness for the wine-cup — which his face and easy life had engendered, and which most unfortunately was shared by his wife, we have the sum total of causes sufficient to blast man's prospects in life. His failure in agricultural life only confirmed him as a drunkard and hastened the denounment. An ardent lover of field sports, his dog and gun were in constant requisition, and his heavy libations on such occasions more than once laid him out for a night's lodging on the prairies. His wife, once a pet of British aristocratic circles, and at one time maid of honor to the Queen, though a highly accomplished lady, an excellent musician and speaking with seven different languages, soon became even more besotted than himself. She died drunk, a year ago, and Brodhead was in such a state of intoxication as to be unable to comprehend the fact. Since that time he has been rapidly "going under. " His property, dwindling away for years, soon vanished, and at the time of his death we find that he had been driven to the of pawning his golden medals.

Local Matters. Abolition prisoners

--The following prisoners were received at the bby Prison last night from Newborns, M C, viz: Henry N Scott, Serg't co B, 92d N Y; John Bradshaw, private 92d do; N R Wheeler, co A 92d do; and S J M Porks, cod, 1st Michigan. The first were captured at Fort Anderson, N C, March 14; the latter at Grand Junction, Term Jan. 11. He was brought from Mobile in charge of Reg't Pages.

There were at the Libby prison last night 130 Yankee prisoners of war, 5 citizen prisoners, 41 deserters from the Yankee army, and 23 negroes. Total 199.

About 1,390 Abolition prisoners were expected from Lynchburg yesterday but the snow detained them on the way, and they had not arrived up to nine o'clock. They were reported to be at Coalfield, thirteen miles from Richmond, last night Among the number are some fifty odd commissioned officers. The whole of them were taken by Gen. Van-Dorn, in Tennessee.

Major's Court Friday March 20th.

--Wm. White and Wm. Bowen privates in the 7th Georgia regiment, charged with shooting Fred. Grope and Lowis Sweiger, had their case continued till Monday.

Ann Murphy was examined for stealing $125 from Eliza White. The robbery took place Wednesday night, while the parties were in the same bed at the house of Mrs. White. The latter alleged that she had allowed Ann Murphy to sleep there because her husband had gone North and left her unprotected. No one but Ann Murphy know where she kept her money. The prisoner was committed for further examination before the April term of the Hustings Court.

Prison items

--James Lewis, a free negro, was lodged in the military prison of the Eastern District yesterday, on the charge of leading the Yankees into Fredericksburg; James Hickey. alias Edwards was put in for running away from a company into which he had sold himself as a substitute.

A soldier named Wm. H. Carter, alias died in the hospital of the above prison yesterday, of typhoid pneumonia.

Gone home.

--A large number of the paroled Confederate prisoners sent from Yankee land by the last flag of truce boat have been allowed to go home, and have been furnished by the Government with transportation, in order to them to go without detention. Many of them have suffered terribly by the persecute one of the Lincoln Government. In one case two more lads had been kept in prison for nearly a year, and sent to Richmond as subject to exchange.

Arrest

--The city police yesterday arrested Wm. Kenney for stealing a dress, one bonnet one shawl and of boots, worth $160, the property of Berard Sennan. He was in the enge for examination before the Mayor this morning.

The snow

--The ground was covered yesterday with snow to the depth of about eight inches. The snow that commenced on Thursday did not cease until after 12 o'clock yesterday. The trips of the marksmen from the adjacent counties to Richmond will be seriously interrupted by it, and it will have the effect of still further the price of all kinds of articles used as food, already so dear as to be buyout the reach of many persons even of moderate means.

The Tax bill

--The Virginia Senate yesterday passed the House tax bill, with an amendment. which latter was submitted last night to the House for concurrence. But two days of the session remain after to-day.

New Orleans.

--The Appeal (Jackson) has an interesting latter written by one of the prisoners at New Orleans who were recently exchanged and sent up the river. The writer says that the day they left the Crescent City (22d of February) a company of infantry was ordered to charge with fleed bayonets on the thousands of woman and children who were gathered to see them leave:

Two women, he continues, were wounded by the gallant New Englanders, one of them seriously; but many a brave girl seized the bayonet with one feeble arm and fear easily stood her ground, while with the other she waited us her blessings and adieus. Tots command was given by a ferocious looking Hessian Major, who spoke broken English, and subsequently sent for a battery of light artillery to complete the work of depression by trampling the refractory "she adders" under the horses. hoofs.

The 20th of February was a glorious day for accession in New Orleans. Gen Banks must have been amazed and delighted at the display of "Union sentiment" among her citizens. it showed him that, after sending her thousands and fens of thousands of brave men to fight in our holy cause, her women, undaunted by the power of the oppressor, and scorning the luxury and wealth which needed but the worthless "bath," to be thrown at their feet, were at and constant in their hour of trial and distress as when the fields of Manassas and full Run bore the fresh footpilats of the thousand Yankees.

All the late reinforcements to Gen. Banks are Hessians or P They are arrange as to the English tongue and the commands are given in broad Dutch. The men are generally good looking and evidently recruits and deserters from the Houses Duchies, Netherlands, Prussia other German States. They have been recruited with bails of cotton farms in working order in Texas and the spoils of Southern homesteads. How startling will prove their real welcome when these pandoras and these fierce shall meet the grim rangers of the Team prairies.

Marriages in the Army a caution.

--A letter from Raleigh (N. C) contains the following paragraph. It needs no explanation:

Some of our soldiers, who have wives and children at home, have married again among the Virginia girls. The sweet, lovely of the Valley and Fredericksburg little think, as they take these gay young gentleman "for better of for worse" that they have left other devoted wives and chaps behind. An instance of this sort tesk dont" a short time ago. A "nice young Lieutenant " of a Louisiana regiment wrote a very long and letter to his wife and children in Louisiana, and about the same time wrote a most affionate loving letter to his newly married bride, who was a few miles away from camp, and scoldentely but unfortunately for him, he sent the wrong letter to each, so that his got the letter intended for the wife of his and she the I guess that made a "fuse in the family," if not in both families.

A Northern opinion of the Hamovale from Florida.

-- correspondent of the N. Y. Herald the following opinion of the recent exile of citizens from the towns of Florida:

From Vicksburg.

--The correspondent of the Mobile Advertiser, writing from Vicksburg, says:

If Vicksburg should ever be so unfortunate, as to fall into the hands of the enemy, it will be accomplished by the unthing exertions of some of our own Southern people, rather than by the assault of the enemy. The unquenchable thirst for speculation has already brought a degree of privation and destitution upon this place that would otherwise have remained strangers and at a great distance.-- spirit of speculation has taken hold of almost everybody and every interest is sacrificed to Mammo. To such an extent has this spirit reached, that it now pervades every pervades of people and every branch of business and there families whose male stays are in the army suffer severely from it.

A Cute trick.

--The Saulsbury (N. C.) correspondent of the Charlotte Bulletin given the following:

There were some eight prisoners who played a smart trick, a week or two ago, to make good their escape, which succeeded very well so far as they were concerned. A case or two of small pox broke out among the prisoners and guard when it entered some of their heads that they would have the smallpox. So they took a hot iron and stuck it about over their heads and stuck pins in one another, and then went before or, J. W. Hall, surgeon at the post, and he sent them to a hospital about a half a mile from the garrison. They stayed there but a few hours, and that was only to wait until dark, when they made good their escape, and have not been heard from since.

Government corn.

--The Columbus (Ga.,) Times says that about 600,000 bushels of corn have been purchased by the Government agents, and that nearly the whole of this large amount is now stored in sacks at the various stations on the Southwestern Railroad and its branches. In Albany alone, besides the depot building, which is filled to over flowing, there are fourteen houses crammed with the "stuff of life,"

President Davis had made Col. R. B. Vance brother to Governor Vance, of N. C., a Brigadier General.

Telegraphic news. Latest from the North. Fredericksburg, March 20.

--The New York Times, of the 17th and the Baltimore Clipper, of the 18th inst., are received.

Rumors are rife of an evacuation of Vicksburg, and it was supposed the greater part of the rebels would go to Chittenango to overwhelm Rosecrans.

A Chicago dispatch says the Yazoo Pass expedition is a complete success.

A fast schooner was boarded in San Francisco harbor Sunday by the U S. authorities, and detained as a privateer. About 20 Secessionists were on board, with six brase Dahlgren guns with carriages suitable for use on this board. Correspondence found will lead to other arrests.

A reconnaissance has been pushed by Gen. Milroy; from Winchester, as far as Strasburg, and no enemy was discovered or heard of in any force.--It is denied that rebels are in any force in Shenandoah Valley. A few of Imboden's cavalry were found higher up the Valley, towards Staunton, but retired at the approach of the Federal.

Gen. Rosecrans dispatches Halleck that Colonel Minty drove the rebel cavalry wherever he found them, capturing one of their camps 17 wagons, 42 mules, and 114 prisoners--using the sabre where the carbine delayed.

The privateer Florida coaled at Barbadoes 24th ult, leaving on the 25th. Wilkes knew of her whereabouts before leaving St. Thomas.

The Clipper-say: Antonia J. Ford was the principal spy and guide for Capt-Mosely in his recent raid on Fairfax C H, and sided in planning the arrest of Gen. Slaughter, Wyndham, and others, she was arrested and brought to the Old Capitol Prison on Sunday last, with $1,000 Confederate money on her person. The following is a copy of her commission:

The Washington Republican complains that Mrs. Faulkner, wife of the late Minister to France, (now in the rebel army) is daily receiving courtesies from Federal officers at Martinsburg, and often acts the part of medium to communicate with the rebel authorities.

Lincoln has indefinitely postponed the expedition to colonize free persons of color.

The Times says a combined attack on Vicksburg may be looked for daily; for it will be impossible for Grant to leave the men and vessels of the Yazoo expedition where they now are. It was probably intended that all the movements were to be simultaneous.

Siegel's difficulties have been adjusted, and he will probably withdraw his resignation and return to his command.

The price of gold fell off ¼ per cent, on the 16th Government current credits were firm.

M. Geillatdet writes from Paris, February 27th, to the Courier des Estats Unis, that an insurrection has broken out in Hungary corresponding with that in Poland. He also mentions a rumor that Napoleon will recall the French army from Mexico, and treat with Juarez upon a report by Gen. Forey that the popularity of the Mexican President insures his re-election by universal suffrage. It is added that the French Emperor wishes to avoid a conflict with the Northern States through the side they offer the Mexicans, the unpleasant relations between Seward and Mercier, and the refusal of the Washington Cabinet to accept the last proposition of France.

From Charleston — a steamer ashore. Charleston, March 19

--There are no signs yet of the anticipated attack. The weather is rough and threatening.

The iron screw steamer Georgiana, from Nassau with a valuable cargo, including four Slakely guns, was chased ashore by the blockaders on Long Island beach, before daylight this morning, and badly riddled by Yankee shot.--The crew took to the boats, and have reached the city. The Georgiana was owned by English parties.

--A special dispatch to the Appeal dated Panola yesterday, says: "The Federal marsuers at Hercando destroyed all the county records at that place, also made a general jail delivery, and stole all the negroes, horses and mules in reach. They were attacked and routed by Battalion with the loss of several killed and wounded. was one man wounded."

--The Appeal of the 17th, says: "Reports this morning from Port Hudson represents that a serious outbreak had occurred in the Yankee army, which if correct probably accounts for there iregrade movement of Bank's army. report that several Yankee regiments laid down their arms, and were sent back. Another rumor was that two regiments of Gen. Rust's command had driven back a greatly superior force of the enemy."

--The schooner Aline, Capt Mitchell, arrived at a Confederate port to-day, bringing Havana dates to the 12th inst. News unimportant. The steamer Alice and schooner Rellof had arrived at Havana.

Richmond Dispatch. Saturday Morn'g...march 21, 1863. Position of affairs in Tennessee.

As long as the weather continues as wet as it has been, our army in Tennessee can remain large enemy can approach our lines, owing to our being entirely surrounded by Indeed, the enemy will not advance under a month, for notwithstanding the roads in that vicinity dry up with the March winds, the roads in and around are completely cut up by the constant travel of foreign trails, and will not be for the movement of an army until we can have at least two or three of good dry washer

Siegel is upon the Columbia road, endeavoring to operate upon our left flank with a flank movement, but we have Major-General Van Dorn, who know in command of an army corps of cavalry, in that vicinity, who is keeping a complete check upon the farmer's movements preventing him upon the one tide from flanking us, and upon the other from uniting his forces with Rosecrans at Murfreesboro'.

Thus, with a complete check upon these fourteen thousand reinforcements of Siegel, we leave Rosecrans with but his other twelve thousand reinforcements to protect his rear of thirty miles between Murfreesboro' and Nashville direct. All of which reinforcements cannot be of any assistance to him in reinforcing the battle field, as he will be compelled to keep them to their present position to prevent our cavalry from getting in their rear and cutting off their entire communication with Nashville and the North.

The Indianola question settled.

Lieutenant Frith, who blew up the Indianola, gives the editor of the Natchez Courtier the particulars. He says that on Wednesday night, a Federal gunboats, which he is pretty well assured was the Tuscumbia, (afterwards turning out to be a Yankee scare crow,) and which by the way, it represented as a very formidable iron-clad, made her appearance, within two miles of where the Indianola lay. Lieut Frith informs us that he had two 11 inch and two 9 inch Dahlgren guns, a also two howitzers — field pieces, on board the sunken vessel as a battery, with but five men besides himself to man them. On Thursday night at 11 o'clock, after throwing overboard three of the pieces, and making his preparations for burning the 11 inch guns, he laid his train for the final destruction of the Indianola. Upon examination after the explosion, Lieut. Firth found that it was complete, and she lay a total wreak. It is that there was no discipline on the Indianola after she was taken; that she was literally pillaged by those on board, in order to posses " " of the victory, etc.

Financial and commercial. Friday, March 10, 1863.

Specie and Bank Notes--The market for specie has been irregular for several days, but the majority of backers are still asking $4.25 premium. Slaver may be quoted at $4.00. The buying rates are from 30 to 40 cts below this figures. Back notes have declined. We quote them at 70 to 75 premium. Transactions in bills of exchange are right.

Bonds and Stocks.--The rates of the leading securities other than Confederate, continues to advance. We quote Confederate bonds (100 mpeng date, at 100½ and interest; short dates, 100 and interest; do do 5 m) coupon, 115 and interest; 112 and interest; Virginia registered 110; North Carolina co., 17; do eights 120 and interest; Bank of Commonwealth 11 Farmers Bank, 111; Exchange do., 108; Back of Virginia, 78; Richmond Association 35.

Produce and Groceries.--Business transactions have been interrupted by the storm, and there is very little doing in any branch. Prices, with few exception, continue to have an advancing tendency. There is no wheat offering and nothing doing except by the Government lers. Flour under the operation of the impressment system, is up to $@31 for extract and $37@38 for Family. Corn is in limited supply, but may still be quoted at $4.75@5. Corn Meal, $6@6.50. The Tobacco market is animated, as usual and prices fully maintained; late sales at the Exchange, as follows: Inferior Lugs $12@18; Good do $15@30 Common Leaf $25@40; Good do, $40@55 Bacon $1.25@1.30 per lb. Lard the same Butter $2.50@3. --retailing at $3.50. Eggs $1.50 per doz. Dried Apples $8.50@9. Dried Peaches $14 @15. Poratces $9@10 per bushel.--Brown Sugars $1,05@1.15 per lb. Molasses $10@11 per gal. Coffee $3 7t@ per lb. Salt 20 cents.--Rice 15 cents.

Proclamation. By the Governor of Virginia — a proclamation.

--The General assemble or Virginia having passed up act to limit the production of tobacco and increase the production of grain, an it being of vital importance to the people of this State that its provisions should be known: Therefore, I, John Letcher Governor, to appeal hereto a of the act, and invoke the special attention of planters and farmers to its contents. It is not believed that and such a scarcity of provisions or of provender exists at present as to give just alarm for the public safety; but with the means of transportation greatly limited, and many portions of our best producing districts overrun or desolated by a vandal for, a prudent forecast should pel clas so abandon, as forces possible, the cultivation of crops as are not necessary for sustenance; and to increase, to the utmost power of production, every article which may be used as for beast. The General Assembly have not thought proper to prohibit altogether the production of but have endeavored the quantity. Would is not be and wise for every true Virginian to such land as be intended heretofore for tobacco to the growth of such crops as will enable him to increase his stock of animals for food, and give to all the people of the State an abundance?

The in table spirit and generous devotion of the Southern men, and the patriotism of our women, can never be the strong arm of power, let is not be said that the heart sickened and the ves were by the power of famine or threatened went. I in the carrest consideration of the people to this important subject.

John Letcher An act to limit the production of Tobacco and increase the production of grain. [Passed March 12th, 1863]

Whereas the comfortable support flour soldiers in the field and the maintenance of their helpless families at home, is not only a duty of patriotism and humanity, but is absolutely essential to the successful prosecution of the struggle or independence in which we are engaged; and, whereas, the actual or threatened occupation of a large portion of the State by the public enemy, and the tation of other portions of it leaves burn small portion, comparatively, in which the pursuits of agriculture can be peacefully and safety followed, and from which both army and people are to be subsisted; and, whereas it is of importance that the labor of this portion the state shall not be diverted from the production of grain into other channels so as to in our the hazard of a want of bread:

1. Be it therefore enacted by the General Assembly, That it shall not be for any person, either for himself or another to plant within the limit's of this State, in any one year, a larger quantity of tobacco than twenty-five hundred plants for each hand between the ages of sixteen and fifty-five years, actually and regularly employed in the cultivation thereof as a find hand, provided that it shall be law for any planter to plant a crop of ten thousand plants, and no planter shall plant a crop of more than eighty thousand plants. 2. It shall be the duty of every person engaged or intending to engage in the cultivation of tobacco, either for himself or another, to render an oath to the commissioner of the revenue of the county and district in which such person may reside, and accurate list of a field hands, which list the commissioner is hereby required to take and return with the property books. 3. Any person violating the provisions of the first section of this act shall be seemed guilty of a misdemeanor, and shall be fined in a not less than five hundred dollars, nor more than five thousand dollars; and shall, moreover, forefelt the full value of all the tobacco produced by him beyond the amount specified in said first section, to be paid to the County Court of the county in which the offence may have been committed, and applied in defraying the expenses incurred by such county in providing for soldiers in and supporting their families. 4. For a violation of the second section of this act, either by a planter or commissioner of the revenue the offender shall be deemed guilty of demeanor, punishable by a due of not less then ten dollars for each offence. 5. It shall be the duty of the judges of the Circuit Courts and of the attorneys of the Commonwealth in the County Courts to give this act specially in charge to the grand juries of the several counter; and it shall be the duty of the commissioners of the revenue to inform the Attorneys for the Commonwealth in their respective counties of all violations thereof which may come to their knowledge; and the said Attorneys shall cause the offenders to be prosecuted. 6. And from his golden store His gone one hand deals willingly Gifts to the needy poor, They say that for his welfare There are thousands now who pray-- Oh met it's such a pity He will not wear the gray. He's very rich and handsome-- among the girls-- He says he loves my sparkling eyes, And My smile would make his home more bright And cheer wintry day; if He only wear the gray. We straved beneath the moonlit sky, His hand was clasping mine; He said while lingering by my side Life seemed almost divine. He asked me then to be his bride; I only answered, Nay. Hir, I'll never wed with one Who does not wear the gray."

"No Cards."

Such is the comprehensive announcement that meets the eye at the end of the newspaper items which ladies find so interesting, under the head of "Married". The phrase "no cards" may be interpreted as follows, according to the N. Y. Journal of Commerce:

Owing to the hard times and the high price of stationery, the happy couple herein named have concluded to dispense with the custom of sending cards to their innumerable friends. They trust that the virtue of economy will be duly appreciated, when coal is nine dollars per ten, and the other expenses of housekeeping are in proportion, and all going up. The happy couple hope that this explanation will prove satisfactory; but, should it cause the loss of anybody's friendship, they will try to survive the affliction." Something to this effect, we say, was the original idea of that inventive and intrepid young couple who dared to break over a venerable conventionalism, and put "no cards" at the end of their advertised felicity.

It is imitated by others — not for all these grave reasons, perhaps, but because it has become a recognized and approved (if not yet universally adopted) fashion. Not often is it that economy dictates the fashions. That it has done so, in this case, is a proof of that beautiful magnanimity with which the unmarried portion of the fair sex adapt themselves to those trying circumstances in our national history, and take from the dilatory lover his last weak excuse of "too poor; guess I'll wait till the war is over." When the war is over the ladies may conclude to recede from this liberty proposition, and insist on their time honored privilege of scattering showers of pasteboard over the country. Now is the time to make up matrimonial arrangements cheap; for the same self-sacrificing spirit that consents to "no cards" may possibly agree to other economical modifications of the grand budget of wedding expenses. But that is a delicate point, upon which we are not now authorized to make a statement, and we must refer anxious inquiries to the only sources where they can be correctly informed, viz: the ladies — in whose opinion of the case they are interested.

This partially discarded custom of sending cards was a very pretty custom. It was pleasant to receive occasionally those double envelopes and that excess of pasteboard, tied with the emblematical silken cord, which marked an epoch in the lives and experiences of one's friends, and showed that one was not forgetten in the rush of agreeable anticipations. Just at this time, too, photography was beginning to find a capital use for some of that superfluous pasteboard, by copying the heads of the expectant pair upon it, and conveying to the distant friends of either party the desired information of what the other party looked like. With the pad of the war and the return of some measure of our national prosperity, and a full in the price of stationery, the announcement of "no cards" may pass out of fashion, and photography give a new charm to the hymenial pasteboard of the future.

Proclamation by the President.

It is meet that, as a people who acknowledge the supremacy of the living God, we should be ever mindful of our dependence on Him; should remember that to Him alone can we trust for our deliverance; that to Him is due devout thankfulness for the signal mercies bestowed on us; and that by prayer alone can we hope to secure the continued manifestation of that protecting care which has hitherto shielded us in the midst of trials and dangers.

In obedience to His precepts we have from time to time been gathered together with prayers and thanksgiving, and He has been graciously pleased to hear our supplications, and to grant abundant exhibitions of His favor to our armies and our people. Through many conflicts we have now attained a place among the nations which commands their respect; and to the enemies who encompass us around and seek our destruction the Lord of Hosts has again taught the lesson of His inspired word: That the battle is not to the strong, but to whomsoever He willeth to exalt.

Again our enemy, with loud boasting of the power of their armed and mailed ships, threaten us with subjugation, and, with evil machinations, seek, even in our own homes and at our own firesides, to pervert our men-servants and our maidservants into Recompitees of their wicked designs.

Under these circumstances it is my privilege to invite you once more to meet together and to prostrate yourselves in humble supplication to Him who has been our constant and never falling support in the past, and to whose protection and guidance we trust for the future.

To this and L Jefferson Davis, President of the Confederate States of America, do issue this my proclamation, setting apart Friday, the 27th day of March, as a day of fasting, humiliation, and prayer, and I do invite the people of the said States to repair on that day to their usual places of public worship, and to join in prayer to Almighty God that he will continue His merciful protection over our cause, that He will scatter our enemies, and set at naught their evil designs, and that He will graciously restore to our beloved country the blessings of peace and security.

--Ran away from "" the farm in Hanover next adjoining Mr. Geo W Edswell's on Monday, the 9th instant, a negro man named Jim. Said negro is of dark complexion, 5 feet 8 or 10 inches high, about 23 years old and has a in his right eye. He was dressed in gray clothes, and had on either boots or wooden bottomed yellow shoes. Before leaving he spoke of some of the Junction to get with our army and I especially request quartmasters and wagon-masters on the lines of the Central of Fredericksburgs Railroad to keep a look out for him. I will pay the above reward for his apprehension and delivery to the jail at Hanover Court House so that I get him again; or to myself in Richmond.

--Was committed to the jail of Henrico county, as a runaway, a negro boy named Jim, as the property of John Montgomary, of the county of York, Va. The said boy is about 18 years old 5 feet 7 inches high, with gown skin; had on when committed a full suit of gray Virginia clothing. The owner of said boy is requested to come forward, prove property pay charges and take him away, or he will be delivered as the law directs.

He is about 23 years of age, about five feet, seven inches high, very black, large thick lips has under one turns entirely over, and large feet and hands. He has been engaged in driving from my farm, in Henrico to the city of Richmond for several years past.--He may be lurking about the city, or in come to the camps around. I will give the above reward for his apprehension and return to me.

The above toward will be paid to any one who will deliver him to me on my plantation in county, near Depot, on the Richmond and Danville railroad, or confine him in some county jail so that I can get him. He is about 5 feet 11 inches high gingerbread color; usually wears his hair plaited, and plaited has a full head of hair. He was bought recaritly from Col. James W. Twyman of county, Va., and it is believed he is making his way to his old neighborhood. My post office is Whitheck Maltfax, Va.

--From the O S let, Bacon's Quarter Branch, about the 1st of February, two negro men, named Delaware and Ven.

Delaware was hired from P M Tabb & Esq, and belongs to Jno Mutter, of Hanover county, and was hired last year to Mr George Turner. He is a sort of bricklayer, and is probably doing job work about the city. He is about 5 feet 7 or 8 inches high, copper colored, and about 35 years of age.

Ten was hired from W S Phillips, and belongs is King Geaven, of Chesterfield county. He is black about 5 feet 9 or 10 inches high, and about 24 years old. I understand he is a kind of unc around the markets and the city, which occupation he may now he engaged in.

A liberal reward will be paid for the delivery of the above named negroes to me, or confined jail in the city, so that they can be procured.

Sam's parents reside in the city, and he is wall known here and is familiar himself with all parts of the city, and is no doubt here. He is about five feet six inches hair, of a brown color round face, smoolt and pleasant countenance. He has the and is lams in his left knee, which he cannot conceal when walking. The company will pay $25 reward for the arrest of Sam and his confinement in Cary Bireet Jail, where I can get him.

--is offered for the apprehension and delivery of my slave Williamhenry, who disappeard from the fortifications around Richmond about the 10th of December. Said slave is about 19 years of age 5 feet high, think set, thick of speech, gruff in manner of speaking, and generally clears his throaths-fore beginning, has a peculiarly formed head, protuberance on the back of it, and eyes somewhat popped. The above reward is offered for the apprehension and delivery of said slave to me in Danville, or lodged in the jail in Richmond so that I get him in possession.
