<milestone unit="sentence" n="9" /> Rumors from the front were abundant yesterday; yet it is a singular fact that the nearer the scene of operations to <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>, the more difficult it is to obtain reliable accounts of the progress of events.

<milestone unit="sentence" n="11" /> At an early hour yesterday morning the sound of a heavy and rapid cannonade was heard from the direction of the lines, and a gentleman who passed near the scene informs us that the discharges of infantry for <unclear /> period were incessant.

<milestone unit="sentence" n="12" />It is reported <unclear> </unclear> this engagement took place in front of <orgName n="division"><persName n="Hoke,General,,,," id="n-0001.0000.00000.00006" reg="mostcommon:Hoke,nomatch:0" authname="hoke"><roleName n="General" full="yes">General</roleName> <surname full="yes">Hoke</surname></persName>'s division</orgName>, which, being reinforced, drove the enemy back with considerable slaughter and <measure n="300" type="captured">captured 300</measure> prisoners.

<milestone unit="sentence" n="13" />We learn through a courier that the enemy came up in heavy force of infantry, supported by a battery, that our troops rushed forward, charged the battery, captured its and took <unclear> </unclear> stand of colors.

<milestone unit="sentence" n="14" />It is stated that <unclear /> some prisoners, but that the enemy were fairly repulsed. </p>

<milestone unit="sentence" n="15" /> We also hear a report that an engagement took place below <placeName reg="Twymans Mill, Madison, Virginia" key="tgn,2114675" authname="tgn,2114675">Gaines's Mill</placeName>, with a similar result, and the capture of <num value="70">seventy</num> wagons loaded with commissary stores, on their way from the <placeName reg="Tunstall, New Kent, Virginia" key="tgn,7014664" authname="tgn,7014664">White House</placeName> to <orgName n="army"><persName n="Grant,,,,," id="n-0001.0000.00000.00007" reg="mostcommon:Grant,nomatch:0" authname="grant"><surname full="yes">Grant</surname></persName>'s army</orgName>. </p> 
<p>

<milestone unit="sentence" n="16" /> We are not prepared to vouch for the truth of these reports entirely, though there is no doubt of the fact that in the fighting yesterday the advantage remained with the <rs>Confederates</rs>. </p> 
<p>

<milestone unit="sentence" n="17" /> Large fires, <num value="5">five</num> in number, and apparently some <num value="4">four</num> or <measure n="5miles" type="distance">five miles</measure> apart, were seen yesterday in the direction of <orgName n="Old Church" type="church">Old Church</orgName>.

<milestone unit="sentence" n="18" />The impression prevails that the enemy were burning the farm houses in that vicinity, though they may have been destroying their own stores. </p>

<milestone unit="sentence" n="19" /> The <rs>Yankees</rs> have torn up about <measure n="5miles" type="distance">five miles</measure> of the track of the <orgName n="Central Railroad" type="railroad">Central Railroad</orgName> (the <orgName n="New York World" type="newspaper">New York <hi rend="italics">World's</hi></orgName> correspondent claims <num value="8">eight</num>) above <persName n="Hewlett,,,,," id="n-0001.0000.00000.00008" reg="mostcommon:Hewlett,nomatch:0" authname="hewlett"><surname full="yes">Hewlett</surname></persName>'s, and rendered a good deal of the iron totally unfit for use. This was done in furtherance of their purpose to evacuate that line, and under the supposition that it would cut off <num value="1">one</num> of our avenues of communication with the interior. </p>

<milestone unit="sentence" n="20" /> It is believed that the enemy now occupy <placeName reg="Tunstall, New Kent, Virginia" key="tgn,7014664" authname="tgn,7014664">Tunstall's Station</placeName>, on the <orgName n="York River Railroad" type="railroad">York River Railroad</orgName>, <placeName><distance reg="20miles" full="yes" exact="U">twenty miles</distance> from <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName></placeName>.

<milestone unit="sentence" n="21" />A picket who left the vicinity of the <placeName reg="Tunstall, New Kent, Virginia" key="tgn,7014664" authname="tgn,7014664">White House</placeName> on <dateStruct full="yes"><day type="name" full="yes">Tuesday</day></dateStruct> <time>evening</time> reports that the fields in the neighborhood of that place were literally alive with <name>Yankee</name> cavalry, placed there to cover the landing of <persName n="Smith,,,,," id="n-0001.0000.00000.00009" reg="mostcommon:Smith,Robert,B.,,:1" authname="smith,robert,b."><surname full="yes">Smith</surname></persName>'s forces from the transports. </p>

<milestone unit="sentence" n="22" /> A cavalry fight occurred on <dateStruct full="yes"><day type="name" full="yes">Tuesday</day></dateStruct> <time>evening</time> near <placeName reg="Cold Harbor">Cold Harbor</placeName>, in which <persName n="Flournoy,Major,Cabell,,," id="n-0001.0000.00000.00010" reg="default:Flournoy,Cabell,,," authname="flournoy,cabell"><roleName n="Major" full="yes">Major</roleName> <foreName full="yes">Cabell</foreName> <surname full="yes">Flournoy</surname></persName>, commanding the <orgName type="regiment" key="6VACav">6th Virginia cavalry</orgName>, lost his life.

<milestone unit="sentence" n="23" />His remains were brought in yesterday and forwarded to his home in <placeName reg="Pittsylvania, Virginia, United States" key="tgn,2002180" authname="tgn,2002180">Pittsylvania county</placeName>.

<milestone unit="sentence" n="25" />It is stated that this regiment was on picket at the time, and that the enemy, succeeding in getting in its rear by a flank movement, delivered their fire at a distance of <measure n="10yards" type="distance">ten yards</measure>. Our men maintained their fire until their ammunition was exhausted, and then out their way through, bringing off their wounded. </p>

<milestone unit="sentence" n="26" /> We hear that <persName n="Keitt,Colonel,L.,M.,," id="n-0001.0000.00000.00012" reg="default:Keitt,L.,M.,," authname="keitt,l.,m."><roleName n="Colonel" full="yes">Col.</roleName> <foreName full="yes">L.</foreName> <foreName full="yes">M.</foreName> <surname full="yes">Keitt</surname></persName>, commanding the <orgName type="regiment" key="20SCRegiment">20th South Carolina regiment</orgName>, was wounded yesterday. </p>

<milestone unit="sentence" n="27" /> We were unable to learn, at a late hour last night, anything from official sources of the situation of affairs at the front.

<p>

<milestone unit="sentence" n="29" /> A force of the enemy, consisting of cavalry, artillery, and infantry, mostly negro troops, made their appearance yesterday at <placeName reg="Ashland, Hanover, Virginia" key="tgn,2110477" authname="tgn,2110477">Ashland</placeName>, on the <orgName n="Richmond and Fredericksburg Railroad" type="railroad">Richmond and Fredericksburg railroad</orgName>, and it is currently reported that they burnt the buildings at that place.

<milestone unit="sentence" n="30" />They came from the direction of <placeName reg="Port Royal, Caroline, Virginia" key="tgn,2113716" authname="tgn,2113716">Port Royal, Caroline county</placeName>. </p>

<milestone unit="sentence" n="31" /> Since the above was written, we have learned from the telegraph operator, who reached the city last night, that the enemy's advance entered <placeName reg="Ashland, Hanover, Virginia" key="tgn,2110477" authname="tgn,2110477">Ashland</placeName> yesterday afternoon about <time value="3oclock">3 o'clock</time>, when he prudently <unclear /> was reported on the way down <unclear /> having get as far as <placeName reg="Hanover, Hanover, Virginia" key="tgn,2112147" authname="tgn,2112147">Hanover Junction</placeName>.

<milestone unit="sentence" n="33" />The <rs>Yankees</rs>, immediately on their <unclear /> fire to a blacksmith shop, and it is presumed that they finished their work of destruction by burning all the buildings in the place.

<milestone unit="sentence" n="34" />At the same time skirmishing was going on between <placeName reg="Ashland, Hanover, Virginia" key="tgn,2110477" authname="tgn,2110477">Ashland</placeName> and <placeName><persName n="Wickham,,,,," id="n-0001.0000.00000.00013" reg="mostcommon:Wickham,nomatch:0" authname="wickham"><surname full="yes">Wickham</surname></persName>'s farm</placeName>, and we regret to hear a report that <persName n="Brown,Lieutenant-Colonel,,,," id="n-0001.0000.00000.00014" reg="mostcommon:Brown,nomatch:0" authname="brown"><roleName n="Lieutenant-Colonel" full="yes">Lieutenant Colonel</roleName> <surname full="yes">Brown</surname></persName>, of the <placeName key="tgn,7007516" n="1.000 5429" reg="maryland" authname="tgn,7007516">Maryland</placeName> Line, was shot through the head and killed. </p> </div4>

<milestone unit="sentence" n="36" />A sharp skirmish took place on Tuesday on the south bank of the <placeName key="tgn,1121283" n="1.000 30" reg="appomattox, virginia, united states" authname="tgn,1121283">Appomattox</placeName>, in <placeName reg="Prince Georges county, Maryland" key="tgn,7016105" authname="tgn,7016105">Prince George county</placeName>, between a portion of <orgName n="command"><persName n="Dearing,General,,,," id="n-0001.0000.00000.00015" reg="mostcommon:Dearing,nomatch:0" authname="dearing"><roleName n="General" full="yes">General</roleName> <surname full="yes">Dearing</surname></persName>'s command</orgName> and a force of the enemy's "nigger" troops.

<milestone unit="sentence" n="182" />We told them to search, but the chief spokesman was so intoxicated that he seemed bewildered at the invitation. --They remained until <time value="1:30oclock">half past 1 o'clock</time>, and then departed, informing us, however, that they would soon return for further examination.

<milestone unit="sentence" n="183" />Remembering a dagger that I had in my trunk, long cherished as a talisman against a woman's last emergency, I ran to secure it. Scarcely had I clutched it when the uproar without was resumed, and soon thereafter our terrible visitors reappeared.

<milestone unit="sentence" n="185" />They ransacked armoires, broke locks, emptied trunks and threatened to kill us if we did not give them gold.

<milestone unit="sentence" n="187" />Releasing me for the moment, the ruffian bade his comrade "<hi rend="italics">call in the blacks.</hi>" At these words hope forsook me, and I vainly strove to dissemble their awful import Maddened by a futile search for treasure, they declared that the negroes had informed them that <rs type="role">Mr.</rs> C. was an officer in the <orgName n="Confederate Army" type="org">Confederate army</orgName>, and had a big box of <rs type="color">gold</rs> and <rs type="color">silver</rs> hid there.

At that time the neighborhood of a great hostile force was a novelty, and of conras, as long as it continued to be no there was much excitement, which, however, soon subsided.

<milestone unit="sentence" n="323" />But the people have now become used to the situation, and in presents nothing wonderful to their imaginations.

<milestone unit="sentence" n="324" />They have seen so many attempts to capture the city made and baffled; they have become so much accustomed to <name>Yankee</name> bravado, and <name>Yankee</name> demonstrations; they have seen their best men, and their largest armies, so often beaten and forced to retire before the stubborn valor of the <rs>Confederate</rs> troops, that they have almost forgotten how to fear, and scarcely retain the capacity to doubt. </p> 
<p>

<milestone unit="sentence" n="325" /> This security does not arise from any vain confidence in the good fortune of this city, or any belief that because it has not been taken heretofore it may not be less lucky in the future.

<milestone unit="sentence" n="326" />It is founded upon the well known character of the <num value="2">two</num> great <rs type="role2">Generals</rs> who have the defence of the city in their hands, and of the <num value="2">two</num> armies which they severally command.

<milestone unit="sentence" n="327" />No matter how unintelligible the movements of the enemy may be — no matter how seriously some of them may appear to threaten us — no matter how near they approach, or how strong may be their force — the citizens of <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName> feel assured that <persName n="Lee,,,,," id="n-0001.0000.00000.00192" reg="nearbymention:Lee,Gen,,," authname="lee,gen"><surname full="yes">Lee</surname></persName> and <persName n="Beauregard,,,,," id="n-0001.0000.00000.00193" reg="mostcommon:Beauregard,Gen,,,:2" authname="beauregard,gen"><surname full="yes">Beauregard</surname></persName>, with the armies they command, are between them and harm, and that they will be sure to do everything that the most urgent emergency can demand. "<persName n="Lee,,Gen,,," id="n-0001.0000.00000.00194" reg="default:Lee,Gen,,," authname="lee,gen"><foreName full="yes">Gen</foreName> <surname full="yes">Lee</surname></persName> knows all about it," or "<persName n="Beauregard,,Gen,,," id="n-0001.0000.00000.00195" reg="default:Beauregard,Gen,,," authname="beauregard,gen"><foreName full="yes">Gen</foreName> <surname full="yes">Beauregard</surname></persName> will be sure to see that everything is done properly," or "I leave military matters and the defence of the city to our <rs type="role2">Generals</rs>," or "this seems strange to me, but our <rs type="role2">Generals</rs> know what they are about." This is the language almost universally held whenever military topics are brought under discussion, which is, indeed, every hour of the day. Nobody believes that the enemy will ever enter <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName> as long as <persName n="Lee,,,,," id="n-0001.0000.00000.00196" reg="nearbymention:Lee,Gen,,," authname="lee,gen"><surname full="yes">Lee</surname></persName> and <persName n="Beauregard,,,,," id="n-0001.0000.00000.00197" reg="nearbymention:Beauregard,Gen,,," authname="beauregard,gen"><surname full="yes">Beauregard</surname></persName>, with such armies as they command, are interposed between them and <persName n="Grant,,,,," id="n-0001.0000.00000.00198" reg="mostcommon:Grant,nomatch:0" authname="grant"><surname full="yes">Grant</surname></persName> and <persName n="Butler,,,,," id="n-0001.0000.00000.00199" reg="mostcommon:Butler,nomatch:0" authname="butler"><surname full="yes">Butler</surname></persName>, for they know that these armies must <num value="1" type="ordinal">first</num> be annihilated, and they do not think <persName n="Grant,,,,," id="n-0001.0000.00000.00200" reg="mostcommon:Grant,nomatch:0" authname="grant"><surname full="yes">Grant</surname></persName> and <persName n="Butler,,,,," id="n-0001.0000.00000.00201" reg="mostcommon:Butler,nomatch:0" authname="butler"><surname full="yes">Butler</surname></persName> the men to do that job. More excitement was created by the raid of <persName n="Kilpatrick,,,,," id="n-0001.0000.00000.00202" reg="mostcommon:Kilpatrick,nomatch:0" authname="kilpatrick"><surname full="yes">Kilpatrick</surname></persName>, <measure n="3months" type="date">three months</measure> ago, than has been created by the approach of <persName n="Grant,,,,," id="n-0001.0000.00000.00203" reg="mostcommon:Grant,nomatch:0" authname="grant"><surname full="yes">Grant</surname></persName>'s huge army, beaten and depleted as it has already been, and bearing in its train nothing of the prestige of victory. </p> 
<p>

<milestone unit="sentence" n="328" /> That our <rs type="role2">Generals</rs> are worthy, of all the confidence which is thus gratuitously bestowed upon them, none know better than the <rs>Yankees</rs>.

<milestone unit="sentence" n="329" /><persName n="Beauregard,,Gen,,," id="n-0001.0000.00000.00204" reg="default:Beauregard,Gen,,," authname="beauregard,gen"><foreName full="yes">Gen</foreName> <surname full="yes">Beauregard</surname></persName> has been so successful wherever he has commanded that he has been styled the "fortunate General;" yet his good fortune has been due not to blind chance, or <hi rend="italics">luck</hi> as it is generally termed, but to his own genius and his thorough mastery of his profession.

<milestone unit="sentence" n="331" />His name alone is worth a large army on the field of battle, such confidence have the men in his skill and experience. </p>

<milestone unit="sentence" n="332" /> The troops have even more confidence, if that be possible, in <persName n="Lee,General,,,," id="n-0001.0000.00000.00206" reg="nearbymention:Lee,Gen,,," authname="lee,gen"><roleName n="General" full="yes">General</roleName> <surname full="yes">Lee</surname></persName> than in <persName n="Beauregard,General,,,," id="n-0001.0000.00000.00207" reg="nearbymention:Beauregard,Gen,,," authname="beauregard,gen"><roleName n="General" full="yes">Gen.</roleName> <surname full="yes">Beauregard</surname></persName>, and the people have an abiding faith in the safety of any cause entrusted to his hands.

<milestone unit="sentence" n="333" />Never did the reputation of any man grow more rapidly, than his. It may literally be said to have sprung up in a night, and to have overshadowed the continent, in the cedars of <placeName reg="Lebanon, Russell, Virginia" key="tgn,2112632" authname="tgn,2112632">Lebanon</placeName> overshadowed the earth, almost before we were awards of its existence. </p> 
<p>

<milestone unit="sentence" n="334" /> Known to the old army as an officer of great and tried ability, his reputation was somewhat damaged by his campaign of <dateStruct value="1861--" full="yes" authname="1861"><year reg="1861" full="yes">1861</year></dateStruct>, over the mountains.

<milestone unit="sentence" n="335" />The public never has understood the true history of that campaign, and probably never will until this war shall have terminated.

<milestone unit="sentence" n="336" />Whatever it may, be, in the absence of the requisite information, we should hesitate long before we ascribe its partial failure to the fault of an officer who has since proved himself such a consummate master of the art of war. With regard to the campaign of <dateStruct value="1862--" full="yes" authname="1862"><year reg="1862" full="yes">1862</year></dateStruct>, there cannot be <num value="2">two</num> opinions.

<milestone unit="sentence" n="337" />It ought, in fact, to be considered his <num value="1" type="ordinal">first</num> campaign — for the campaign of <dateStruct value="1861--" full="yes" authname="1861"><year reg="1861" full="yes">1861</year></dateStruct> was a mare episode in his military life — and viewed in this light it was certainly, we think, the most brilliant <hi rend="italics"><num value="1" type="ordinal">first</num></hi> campaign on record, that of <persName n="Bonaparte,,,,," id="n-0001.0000.00000.00208" reg="mostcommon:Bonaparte,nomatch:0" authname="bonaparte"><surname full="yes">Bonaparte</surname></persName> in <placeName key="tgn,1000080" n="1.000 187" reg="italia" authname="tgn,1000080">Italy</placeName>, in <dateStruct value="1796--" full="yes" authname="1796"><year reg="1796" full="yes">1796</year></dateStruct> alone excepted. </p> 
<p>

<milestone unit="sentence" n="338" /> The accord campaign, notwithstanding the failure at <placeName reg="Gettysburg, Adams, Pennsylvania" key="tgn,7014060" authname="tgn,7014060">Gettysburg</placeName>, which the <rs>Yankees</rs> have magnified into an overwhelming victory, increased rather than diminished his reputation.

<milestone unit="sentence" n="339" />In spite of boasting and lying, it is known that they were themselves on the point of retreating had not the exhaustion of his ammunition compelled <persName n="Lee,,,,," id="n-0001.0000.00000.00209" reg="nearbymention:Lee,Gen,,," authname="lee,gen"><surname full="yes">Lee</surname></persName> to take that step <num value="1" type="ordinal">first</num>; that they did not dare to pursue him, though his retreat was slow and defiant; that he carried his men safely over a large river without suffering any material loss; and that he so effectually crippled the <orgName n="Army of the Potomac" type="army">army of the Potomac</orgName> as to render it entirely incapable of military operations for <measure n="7months" type="date">seven months</measure>. But the military evolutions which have distinguished this campaign, are those which have raised the reputation of <persName n="Lee,General,,,," id="n-0001.0000.00000.00210" reg="nearbymention:Lee,Gen,,," authname="lee,gen"><roleName n="General" full="yes">Gen.</roleName> <surname full="yes">Lee</surname></persName> to the highest rank among men of the sword, and left him, thus far, without a competitor among living <rs type="role2">Generals</rs>.

<milestone unit="sentence" n="340" />Being such a commander as he is, and being besides so earnest and devoted to the great cause which he upholds, little wonderful is it that the people of the <rs>Confederacy</rs> who have taken full measure of <unclear>ant,</unclear> should he willing to trust <unclear>every</unclear> in his hands.

<milestone unit="sentence" n="341" />And while that army <unclear /> and while <hi rend="italics">he</hi> is its leader, it may thus <unclear /> trusted.

<milestone unit="sentence" n="344" /> In <dateStruct value="1829--" full="yes" authname="1829"><year reg="1829" full="yes">1829</year></dateStruct> the <orgName n="Virginia Legislature" type="legislature">Legislature of Virginia</orgName> converted the <name>Arsenal</name> establishment in <placeName reg="Lexington, Lexington, Virginia" key="tgn,7013889" authname="tgn,7013889">Lexington</placeName> into a <orgName n="Military Academy" type="academy">Military Academy</orgName>.

<milestone unit="sentence" n="345" />The old <orgName n="Public Guard" type="guard">Public Guard</orgName> at that point was disbanded, and is its stand a school arose, which was a <unclear>min</unclear> model of <placeName reg="West Point, King William, Virginia" key="tgn,2114999" authname="tgn,2114999">West Point</placeName>.

<milestone unit="sentence" n="346" />There was at the time much doubt of the propriety of the change.

<milestone unit="sentence" n="347" />There seemed to be no demand for military education.

<milestone unit="sentence" n="348" />The reign of universal peace seemed to have commenced in <placeName reg="America, Walker, Alabama" key="tgn,2002460" authname="tgn,2002460">America</placeName>.

<milestone unit="sentence" n="349" />There appeared no prospect of any war but a foreign war, and for that the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> establishment could furnish all the </p> <milestone unit="column" n="2" />

<milestone unit="sentence" n="351" />We confess that when we <num value="1" type="ordinal">first</num> saw the <rs type="place">Institute</rs> in operation we though it rather ornamental than useful. </p> 
<p>

<milestone unit="sentence" n="352" /> But how short-sighted is man!

<milestone unit="sentence" n="353" />How short-sighted were even the original advocates of the <rs type="place">Institute</rs>!

<milestone unit="sentence" n="354" />They did not dream of its future uses.

<milestone unit="sentence" n="355" />It might furnish engineers, or it might give a better training in the exact sciences that could be had at other schools.

<milestone unit="sentence" n="356" />But for war?

<milestone unit="sentence" n="357" />For such a war!--If any man had suggested that it would prove of immense practical value in furnishing officers to train our people for the defence of their firesides against such an invasion as this, he would have been an object of universal derision. </p> 
<p>

<milestone unit="sentence" n="358" /> But a higher wisdom than that of man was preparing us for an exigency which no human foresight could have foretold.

<milestone unit="sentence" n="359" />The beginning of the <rs type="place">Institute</rs> was feeble; it had to struggle against great difficulties, but it waxed stronger by its struggles.

<milestone unit="sentence" n="360" />Though years passed on, and no military necessity for it was developed, it increased in popular and legislative favor, until, at the time the war began, <measure n="22years" type="date">twenty-two years</measure> after its establishment, it had become a respectable <orgName n="Military Academy" type="academy">Military Academy</orgName>, having Professors' chairs, which distinguished officers of the old <orgName n="U. S. Army" type="org">U. S. army</orgName> desired to occupy, and with a long roll of graduates whose services at the very hour of our necessity were at once tendered to their country. </p> 
<p>

<milestone unit="sentence" n="361" /> With scarcely an exception, these graduates have enrolled themselves under the <rs>Confederate</rs> banner; have assisted to train and discipline our troops, and have covered themselves with glory in the field.

<milestone unit="sentence" n="362" />What should we have done without them?

<milestone unit="sentence" n="363" />Even the pupils now at the school, young and tender children, have become <unclear>ured</unclear> to the practical business of their profession, have faced the grim front of war, and borne themselves at the cannon's mouth like veterans of a <num value="100">hundred</num> battle-fields. </p> 
<p>

<milestone unit="sentence" n="364" /> The time has past when this should be any longer simply a State institution.

<milestone unit="sentence" n="365" />The <orgName n="Confederate States Congress" type="congress">Congress of the Confederate States</orgName> should endow it liberally with the means of increasing its usefulness.

<milestone unit="sentence" n="366" />Its doors have been opened of late years to students of all the <name>States</name>; its services have been freely given, and its blood poured out like water, in the common cause.

<milestone unit="sentence" n="403" />Under the terms of the <orgName type="regiment" key="8Section">8th section</orgName> of the act of Congress published in <rs n="General Orders 25">General Orders No. 25</rs> <orgName n="Adjutant and Inspector General Office" type="government">Adjutant and Inspector General's office</orgName>, and the terms of <rs n="Circular 65">Circular No. 65</rs>, of the <rs type="place">Bureau</rs>, last series, commandants will proceed to organize the service in their respective States.

<milestone unit="sentence" n="404" />In addition to the organization therein provided for, and in further pursuance of paragraph <num value="2">II</num>, of the said <rs n="General Orders 25">General Orders No. 25</rs>, commandants will forthwith organize in each county a Board, to consist of not more than <num value="3">three</num> of the most reliable and intelligent citizens, between the ages of <num value="45">45</num> and <measure n="50years" type="date">50 years</measure>, and who have been enrolled and detailed for the service.

<milestone unit="sentence" n="405" />These Boards will be charged with aiding the local enrolling officer in obtaining information concerning all applications for exemption and detail for agricultural or other industrial pursuits, and also in furnishing all other information which may be needed in the duties imposed upon the enrolling officers.

<milestone unit="sentence" n="406" /><lb /> The local and Congressional enrolling officer will be required to supervise the action of these Boards, and promptly report to the commandant unfitness or delinquencies on the part of the persons detailed for them.

<milestone unit="sentence" n="419" />Persons and classes enumerated in the <num value="1" type="ordinal">1st</num>, <num value="2" type="ordinal">2d</num>, <num value="3" type="ordinal">3d</num>, <num value="4" type="ordinal">4th</num>, <num value="5" type="ordinal">5th</num>, and <num value="6" type="ordinal">6th</num> articles of section <num value="10" type="ordinal">10th</num>, except those referred to in the latter clause of the <num value="4" type="ordinal">4th</num> article of the said <orgName type="regiment" key="10Section">10th section</orgName> of the act of Congress recited, shall be exempted.

<milestone unit="sentence" n="420" />All other person referred to in said act shall be detailed.

<milestone unit="sentence" n="421" /></item> 
<item n="7"> <num value="7">VII</num>.

<milestone unit="sentence" n="422" />Exemptions by Examining Boards.

<milestone unit="sentence" n="423" /><lb /> <num value="1">1</num>. Persons who shall be determined by the <name>Board</name> of Examination to be incapable of performing active service in the field, and any of the duties mentioned in the <orgName type="regiment" key="8Section">8th section</orgName> of the said act of Congress, from causes of a permanent nature, shall be exempted from military service by the said board, who shall grant certificates thereof, which shall specify the causes of the incapacity, reciting in full the nature and degree of the disease or other incapacity, and the probable duration of the disability caused by it; and the parties shall not be subject to future examination, unless specially ordered by the <name>Board</name> of the <orgName n="Congressional District" type="district">Congressional District</orgName> in which such parties reside, or by the commandant of conscripts for the <rs>State</rs>, or by this Bureau.

<milestone unit="sentence" n="424" /></item> 
<item n="2"> <num value="2">2</num>. When, in the opinion of enrolling officers, the causes for which exemption was granted to a person, after examination by the medical board, have ceased to exist, they will make a report to the <name>Board</name>, stating the name of the person, when enrolled, when examined, and the disease or other cause of disability, with the reasons for believing it to have disappeared, and that the person is capable of performing active service in the field, or some of the duties mentioned in the said <orgName type="regiment" key="8Section">8th section</orgName> of the act aforesaid.

<milestone unit="sentence" n="425" /><lb /> The <orgName n="Examining Board" type="board">Examining Board</orgName> will then order the party to be brought before it for a re-examination.--When a person is re-examined by the <name>Board</name>, his former certificate shall be surrendered and cancelled.

<milestone unit="sentence" n="426" />If again found unfit for duty, a new certificate of exemption shall be, issued to him. <lb /> <num value="3">3</num>.

<milestone unit="sentence" n="427" />Every certificate of exemption granted by a Board of Examination shall be approved by the <orgName n="Congressional District" type="district">Congressional district</orgName> enrolling officer, who shall protect the person exempted from molestation by the officers of conscription, and from re-examination, unless the <name>Board</name> of Examination, or the <name>Commandant</name> of Conscripts, or the <rs type="place">Bureau of Conscription</rs> shall order the same.

<milestone unit="sentence" n="428" /></item> 
<item n="8"> <num value="8">VIII</num>.

<milestone unit="sentence" n="429" />Exemption of Specified Classes and Individuals.

<milestone unit="sentence" n="430" /><lb /> <num value="1">1</num>. Application for exemption under the <num value="3" type="ordinal">3d</num> and <num value="6" type="ordinal">6th</num> articles of the <orgName type="regiment" key="10Section">10th section</orgName> of the act aforesaid, shall be made to the enrolling officer of the county in which the applicant resides, who will thoroughly investigate the case, and if satisfied, by competent evidence, that exemption should be allowed, shall issue a certificate thereof, which must be submitted to the enrolling officer of the <orgName n="Congressional District" type="district">Congressional district</orgName> for his approval.

<milestone unit="sentence" n="431" /><lb /> <num value="2">2</num>. Applications for exemptions under the <num value="5" type="ordinal">fifth</num> article of the <orgName type="regiment" key="10Section">10th section</orgName> of the act aforesaid shall be made to the commandant of conscripts for the <rs>State</rs>, who will grant the certificate of exemption authorized by law, to continue during compliance with the conditions prescribed by said act. Exemption, except for the <rs>President</rs>, <rs type="role" n="Treasurer">Treasurer</rs>, Auditor, and Superintendent, shall not be allowed to any officers and employees of a <orgName n="Railroad Company" type="company">railroad company</orgName>, unless the <rs>President</rs> or Superintendent shall certify, on oath, that the parties applied for are <unclear /> to the efficient operation of such railroad; that the number of persons exempted on said railroad shall not exceed <num value="1">one</num> for each mile thereof in actual use for military transportation, that the exempts for such road shall be reported by name and description once a month to the commandants of conscripts for the <rs>State</rs> through which such road passes, or to the <rs type="place">Bureau of Conscription</rs>, together with the names and descriptive list of any who may leave the employment of the <orgName n="Railroad Company" type="company">railroad company</orgName>, or who may cease to be indispensable to the efficient operation of the said road.

<milestone unit="sentence" n="432" /><lb /> <num value="3">3</num>. The exemption of overseers or agriculturalists on each farm or plantation upon which there are now, and were on the <dateStruct value="-01-1" full="yes" authname="--01-01"><day reg="1" full="yes">1st</day> day of <month reg="01" full="yes">January</month></dateStruct> last, <num value="15">fifteen</num> able bodied hands between the ages of <num value="16">sixteen</num> and <num value="50">fifty</num>, will be allowed for the space of <measure n="12months" type="date">twelve months</measure>, and the certificate of exemption shall be granted by the officer taking the bond required by law, upon being informed by the commandant for that State that the bond is approved.

<milestone unit="sentence" n="433" /><lb /> <num value="4">4</num>. The bond required to be given upon the exemption of an overseer or agriculturist, under the <num value="4" type="ordinal">4th</num> article of section <num value="10" type="ordinal">10th</num> of the said act, shall be taken by the enrolling officer of the county or district in which such party resides, with the advice and assistance of the temporary Board aforesaid.

<milestone unit="sentence" n="434" />It shall be payable to the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">Confederate States of America</placeName>, in a penalty double the estimated value of the products to be delivered to the <rs>Government</rs>, and conditioned for the faithful performance of the requirements of the <num value="4" type="ordinal">4th</num> article of the <orgName type="regiment" key="10Section">10th section</orgName> of the said act. The value of the said products shall be assessed by the enrolling officer, who shall take the said bond, with the assistance of the said temporary Board, according to the market value thereof at the time and place of assessment.

<milestone unit="sentence" n="435" /><lb /> The said bond may be secured by a deposit of the amount of the penalty thereof in notes issued from the <orgName n="Treasury Department" type="department">Treasury Department of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">Confederate States</placeName></orgName>, with any of the depositaries of the said Treasury, or by personal security, the nature of the security to be at the option of the principal obligor in the said bond.

<milestone unit="sentence" n="436" />Should the person so exempted elect to give personal security, the sureties leaders by him shall justify their sufficiency under oath before some justice of the peace, but shall not be accepted unless the enrolling officer taking the said bond, under the advice of the said temporary Board, shall deem them sufficient.

<milestone unit="sentence" n="437" />Such bonds shall, after due execution, he transmitted to the commandant of conscripts for the <rs>State</rs>, for file in this office, to be surrendered to the obligors when the conditions thereof are fully complied with; and the receipt of any quartermaster or commissary, specifying that the amount of produce required by the bond has been duly delivered and accepted, will entitle the person to have the bond cancelled; and copies of such receipts should be forwarded to the commandant of conscripts, to be by him forwarded to the <rs type="role" reg="Quartermaster-General">Quartermaster General</rs> or the <rs type="role" reg="Commissary-General">Commissary General</rs>, through this Bureau.

<milestone unit="sentence" n="438" /></item> 
<item n="9"> <num value="9">IX</num>.

<milestone unit="sentence" n="439" />Exemption on account of Religious faith.

<milestone unit="sentence" n="440" /><lb /> Persons entitled to exemption as provided for in paragraph <num value="12">XII</num>, <rs n="General Orders 26">General Orders No. 26</rs>, A and I G O, current series, will, on application, receive certificates thereof from the congressional enrolling officer, on producing satisfactorily evidence that they have complied with the requirement of the law. </item>

<milestone unit="sentence" n="441" /><lb /> Certificates of exemption for officers of the <rs>Confederate</rs> and State Governments will be given by the commandants for the <name>States</name>.

<milestone unit="sentence" n="442" /></item> 
<item n="11"> <num value="11">XI</num>.

<milestone unit="sentence" n="443" />Investigation of Applicants for exception.

<milestone unit="sentence" n="444" /><lb /> <num value="1">1</num>. All other applications for exemption shall be made in writing to the enrolling officer of the county or district in which the applicant resides; shall be supported by his affidavit and other sworn testimony, and dealt with according to the provisions of paragraph <num value="3">III</num>, of <rs n="General Orders 26">General Orders No. 26</rs>, A and I G O, current series.

<milestone unit="sentence" n="445" /><lb /> <num value="2">2</num>. Every application for exemption should be carefully, minutely, and thoroughly investigated by the local enrolling officer, with the aid of the temporary board to be organized under the <num value="2" type="ordinal">2d</num> clause of paragraph <num value="2">II</num>.

<milestone unit="sentence" n="446" />of this circular, and be thereafter transmitted to the commandants of conscripts for the <rs>State</rs>, with a report of facts, and their respective opinions on the merits of the application.

<milestone unit="sentence" n="447" /><lb /> The report of facts should be somewhat in detail, setting forth in regular order the facts developed in the investigation, giving briefly the reasons for the opinion expressed, and instead of being put in the form of an endorsement, will be made on a separate sheet of paper.

<milestone unit="sentence" n="448" /><lb /> The investigation should not be confined to an examination of the application and the papers that accompany it, or merely into the truth of the statements therein made, but should be directed with a view of ascertaining all the facts and circumstances of the case, and the exact condition of the parties with relation therein.

<milestone unit="sentence" n="449" /><milestone unit="column" n="5" /> </item> 
<item n="12"> <num value="12">XII</num>.

<milestone unit="sentence" n="450" />Details.<lb /><hi rend="italics">Agricultural Details.</hi> <lb /> <num value="1">1</num>.

<milestone unit="sentence" n="451" />The officers of conscription will give the most careful attention to the provisions of paragraph <num value="4">IV</num> G O <num value="26">No. 26</num>, A and I G O, current series, in connection with the last clause of the <num value="4" type="ordinal">4th</num> article of the <orgName type="regiment" key="10Section">10th section</orgName> of the act of Congress cited.

<milestone unit="sentence" n="452" /><lb /> This paragraph embraces the whole system of details provided by law to maintain the industrial productions of the country, in view of the public defence.

<milestone unit="sentence" n="453" /><lb /> <num value="2">2</num>. The investigation of every case presented must be the most precise and accurate which can be obtained by the enrolling officer, (with the cooperation of the temporary boards,) and all action must be in direct view of the necessities indicated.

<milestone unit="sentence" n="454" />Commandants will institute such modes of inquiry and report as will furnish the fullest testimony.

<milestone unit="sentence" n="455" /><lb /> The policy of the law is to enforce the largest amount of production in every case in which the detail is made.

<milestone unit="sentence" n="456" />The schedule of terms hereto appended will, it is believed, meet a majority of the cases that are likely to be presented.

<milestone unit="sentence" n="457" />Where it is doubtful whether the case is covered by the classification, commandants will in general decide by reference to the plain intent of the law, or refer the matter to this bureau, with full testimony and opinion.

<milestone unit="sentence" n="458" />In all details there must be satisfactory evidence of the necessity, as expressed in <rs n="General Orders 26">General Orders No. 26</rs>, current series.

<milestone unit="sentence" n="459" /><lb /> schedule of terms.

<milestone unit="sentence" n="460" /><lb /> <num value="3">3</num>. Where there are <num value="2">two</num> or more farms contiguous, or within <measure n="5miles" type="distance">five miles</measure> of each other, measuring from the homesteads, having on each <num value="5">five</num> or more hands, amounting in the aggregate to <num value="15">fifteen</num> hands, or where <num value="1">one</num> person has <num value="2">two</num> or more plantations within <measure n="5miles" type="distance">five miles</measure> of each other, having an aggregate of <num value="15">fifteen</num> or more hands, there may be detailed <num value="1">one</num> person as overseer or manager of the <num value="2">two</num> or more farms; Provided, there is on neither of the farms a white male adult declared by the enrolling officer and the temporary board capable of managing the farms with a reasonable efficiency, not liable to military duty; and provided the person detailed was, on the <dateStruct value="1864-01-1" full="yes" authname="1864-01-01"><day reg="1" full="yes">first</day> day of <month reg="01" full="yes">January</month>, <year full="yes">1864</year>,</dateStruct> either owner, manager or overseer residing on <num value="1">one</num> of the farms; and provided the owners of said farms shall execute a joint and several bond, on the terms prescribed for the owners of <num value="15">fifteen</num> hands, except that such persons shall not be a lowed the privilege of commutation provided in the <num value="4" type="ordinal">4th</num> article of the <orgName type="regiment" key="10Section">10th section</orgName> of the act recited.

<milestone unit="sentence" n="461" /><lb /> <num value="4">4</num>. Where details are allowed to persons having less than <num value="15">fifteen</num>, and <num value="5">five</num>, or more than <num value="5">five</num> hands, they shall enter into like obligation as prescribed for the owner of <num value="15">fifteen</num> or more hands, except that for each hand less than <num value="15">fifteen</num>, down to <num value="5">five</num>, there shall be supplied <measure n="5l." type="pounds"><num value="5">five</num> pounds</measure> less meal, thus; each of <num value="14">fourteen</num> hands, <num value="95">ninety five</num>; <num value="13">thirteen</num> hands, <num value="90">ninety</num>; <num value="12">twelve</num> hands, <num value="85">eighty-five</num>; * * * * <num value="6">six</num> hands, <num value="55">fifty-five</num>; <num value="5">five</num> hands, <measure n="50l." type="pounds"><num value="50">fifty</num> pounds</measure>. <lb /> <num value="5">5</num>.

<milestone unit="sentence" n="462" />Where details are allowed to persons having less than <num value="5">five</num> hands, they shall enter into like obligations to sell all their surplus productions to the <rs>Government</rs>.

<milestone unit="sentence" n="463" /><lb /> <num value="6">6</num>. All details herein prescribed to be allowed are subject to revocation by the commandant of conscripts, on the report of the enrolling officer that the person detailed is not habitually, industriously, and in good faith engaged in the occupation for which the detail is granted.

<milestone unit="sentence" n="464" />Enrolling officers are required to be unusually vigilant in supervising such details.

<milestone unit="sentence" n="465" />Omission in this duty will constitute grave dereliction.

<milestone unit="sentence" n="466" /><lb /> <num value="7">7</num>. Enrolling officers are required to exercise the utmost caution in recommending details in the classes enumerated.

<milestone unit="sentence" n="467" />It is by no means intended to grant them indiscriminately, but to limit them as much as is consistent with the public good.

<milestone unit="sentence" n="468" />All pertinent circumstances will be carefully inquired into.

<milestone unit="sentence" n="469" />Among these are fitness for the field; ability or aptitude for the purposes of the detail; condition of the family; whether any, or how many, are in the military service; public good, justice, equity or necessity, &amp;c. </item> 
<item n="13"> <num value="13">XIII</num>.

<milestone unit="sentence" n="470" />Details for Public necessity.

<milestone unit="sentence" n="471" /><lb /> Applications for detail, such as are not required for the service of any of the military bureaus, or for service <num value="9">IX</num> any of the departments of the <rs>Government</rs>, including service with contractors, will be made, accompanied by a descriptive list, to the enrolling officer of the appropriate county or district, and be supported by the affidavit of the applicant and other testimony under oath.

<milestone unit="sentence" n="472" /><lb /> The enrolling officer will institute a minute and searching investigation into all the circumstances of the case, the results of which will be act forth on a separate sheet of paper.

<milestone unit="sentence" n="473" /><lb /> The district enrolling officer may, if he approves the application, grant a detail for <measure n="60days" type="date">sixty days</measure>, and forward the papers, through the commandant, to the <rs type="place">Bureau</rs> for its action.

<milestone unit="sentence" n="474" /><lb /> If the application is refused, the reason in full will be endorsed; and, in case of appeal, the papers forwarded to this Bureau, through the same channels.

<milestone unit="sentence" n="475" /><lb /> If the persons for whose detail application is made are engaged in performing the duties on account of which details are asked, they will be allowed to remain until final action.

<milestone unit="sentence" n="476" />If otherwise, they should be sent to camps of instruction.

<milestone unit="sentence" n="477" /></item> 
<item n="14"> <num value="14">XIV</num>.

<milestone unit="sentence" n="478" />Details for Persons between <num value="45">45</num> and <num value="50">50</num> for Government work.

<milestone unit="sentence" n="479" /><lb /> Applications for the detail of persons between <num value="45">forty-five</num> and <measure n="50years" type="date">fifty years</measure> of age, for service in any of the military bureaus or in any of the departments of the <rs>Government</rs>, will be made, accompanied by a descriptive list, to the local or district enrolling officer; and it must act forth the nature of the duties to be performed, the necessity for the detail, and the period for which it is required.

<milestone unit="sentence" n="480" /><lb /> The district enrolling officer, after investigation, made and reported as directed in preceding paragraph, may, if he approve the application, grant a detail for a period not exceeding <measure n="60days" type="date">sixty days</measure>, and forward the papers to the commandant for his action.

<milestone unit="sentence" n="481" /><lb /> An appeal from the action of the enrolling officers and the commandant, may be taken to this Bureau.

<milestone unit="sentence" n="482" /></item> 
<item n="15"> <num value="15">XV</num>.

<milestone unit="sentence" n="483" />Details of Artisans, Mechanics, Etc. <lb /> <num value="1">1</num>.

<milestone unit="sentence" n="484" />Applications for the detail for service in any of the military bureaus, or for any of the departments of the <rs>Government</rs> (including contractors,) of artisans, mechanics, of persons of scientific skill, to perform indispensable duties, should be made, with descriptive list, to the enrolling officer.

<milestone unit="sentence" n="485" />The skill of the party, the duties to be performed, and why his services are indispensable, and the period for which the detail is required, must be <unclear>dis ly</unclear> act forth.

<milestone unit="sentence" n="486" /><lb /> Application, for the employees of contractors must in addition, contain a certificate from the officer contracted with, or the head of the department, that the services of the particular parties are required for the performance of indispensable Government work.--The district enrolling officer may grant the detail for <measure n="60days" type="date">sixty days</measure>, and forward the papers, through the commandant (each expressing his opinion,) to this bureau, for its action.

<milestone unit="sentence" n="487" /><lb /> If the application is refused, reasons in full will be endorsed, and in case of appeal, papers forwarded to this bureau.

<milestone unit="sentence" n="488" /><lb /> If the parties applied for are at work, they will be allowed to remain until action is taken.

<milestone unit="sentence" n="489" />If otherwise, they shall be sent to the camps of instruction.

<milestone unit="sentence" n="490" /><lb /> Applications for the detail of contractors themselves must also contain the certificate of the head of the bureau required by the <orgName type="regiment" key="11Section">11th section</orgName> of the act. </item> 
<item n="16"> <num value="16">XVI</num>.

<milestone unit="sentence" n="491" />All other applications for exemption or detail, not otherwise provided, will be made to the enrolling officer, and forwarded through the proper channels.

<item n="17"> <num value="17">XVII</num>.

<milestone unit="sentence" n="493" />Great care should be exercised in exempting or detailing able-bodied men between <num value="18">eighteen</num> and <num value="45">forty-five</num>. <lb /> No case should be acted on until after minute and thorough investigation as to the alleged private or public necessity, advantage, convenience, justice, or equity, and as to whether persons not liable to service in the field may not be obtained.

<milestone unit="sentence" n="494" /></item> 
<item n="18"> <num value="18">XVIII</num>.

<milestone unit="sentence" n="495" />Reports. <lb /> <num value="1">1</num>. Examining boards, in addition to the lists directed in paragraph <num value="8">VIII</num>, <rs n="General Orders 26">General Orders No. 26</rs>, A and I G O, current series, will furnish district enrolling officers with lists of men in their districts found fit for military service, but unfit for service in the field, specifying in each case what duties they are capable of performing.

<milestone unit="sentence" n="496" /><orgName n="Congressional District" type="district">Congressional District</orgName> officers to furnish similar lists to county enrolling officers, the object being to enable persons needing detailed men to see who are the subjects of detail, and to choose from them.

<milestone unit="sentence" n="497" /><lb /> <num value="2">2</num>. Enrolling officers will forward to the commandant of conscripts, monthly, a report of all persons enrolled by them, and the action taken in each case.

<milestone unit="sentence" n="498" /><lb /> These reports will be consolidated by the commandant, with reference to the distinctions made in the act of Congress, and the regulations for its enforcement in duplicate, <num value="1">one</num> copy of which will be forwarded to this bureau and <num value="1">one</num> kept on file in the office of the commandant.

<item n="19"> <num value="19">XIX</num>.

<milestone unit="sentence" n="500" />Enrollment of received Classes.

<milestone unit="sentence" n="501" /><lb /> <num value="1">1</num>. Commandants of conscripts will proceed to enrol all persons between the ages of <num value="17">seventeen</num> and <num value="18">eighteen</num> and <num value="45">forty-five</num> and <measure n="50years" type="date">fifty years</measure>, in execution of <rs n="General Orders 33">General Orders No. 33</rs>, A and I G O, current series; which is herewith made a part of this Circular: <lb /> <hi rend="smallcaps">Adjutant and <placeName reg="Insp'r Gen'ls Office">Insp'r Gen'ls Office</placeName>,<lb /><placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>, Va, <dateStruct value="1864-03-15" full="yes" authname="1864-03-15"><month reg="03" full="yes">March</month> <day reg="15" full="yes">15</day>, <year reg="1864" full="yes">1864</year></dateStruct>.</hi> <lb /> <hi rend="italics">General Orders, <num value="33">No. 33</num>.--</hi> <lb /> <num value="1">1</num>.

<milestone unit="sentence" n="502" />The Bureau of Conscription will proceed to enrol all persons between the ages of <num value="17">seventeen</num> and <measure n="18years" type="date">eighteen years</measure>, and between the ages of <num value="45">forty-five</num> and <measure n="50years" type="date">fifty years</measure>, under the <orgName type="regiment" key="5Section">5th section</orgName> of the <name>Act</name> of Congress to organize forces to serve during the war. <lb /> <num value="2">2</num>.

<milestone unit="sentence" n="503" />Persons liable to enrollment will present themselves to the enrolling officer in the <name>States</name> east of the <placeName reg="Mississippi River" key="tgn,7022231" authname="tgn,7022231">Mississippi river</placeName> within <measure n="30days" type="date">thirty days</measure> from the day when the notion shall be given in the district or county by the enrolling officer for persons of this class to appear for enrollment.

<milestone unit="sentence" n="504" />The failure to comply with this notice will subject the defaulter to a liability to be called into the <rs n="General Service" type="misc">general service</rs> with the class of persons between <num value="18">18</num> and <num value="45">45</num>, unless he shall have a valid excuse therefore, to be judged of by the <rs type="place">Bureau of Conscription</rs>. <lb /> <num value="3">3</num>.

<milestone unit="sentence" n="505" />Any person liable to enrollment under this act may join any company for local defence which has been formed under <rs n="General Orders 88">General Orders No. 88</rs>, issued <dateStruct value="1863-06-26" full="yes" authname="1863-06-26"><day reg="26" full="yes">26th</day> <month reg="06" full="yes">June</month>, <year full="yes">1863</year>,</dateStruct> for the war, or any other company for local defence which has been accepted into the service, and which, by the terms of its enlistment, is liable to serve any where within the <rs>State</rs>; or persons of this class may form new companies for local defence and special service, under <rs n="General Orders 86">General Orders No. 86</rs>, <dateStruct value="1863--" full="yes" authname="1863"><year reg="1863" full="yes">1863</year></dateStruct>, for the war, and select their own officers.

<milestone unit="sentence" n="508" />Commandants of conscripts will assign to duty, as a supporting force for conscription service, such persons as may be recommended by the examining boards as unfit for the field, but as competent for this service; and when as many as <num value="64">sixty-four</num> such persons are so assigned they will be organized into a company, elect their officers, and return the muster rolls to the commandants; and if there be not a sufficient number to form a company is each <orgName n="Congressional District" type="district">Congressional District</orgName>, then the commandant may <lb /> <milestone unit="column" n="6" /> assign a sufficient number of percent between <num value="45">45</num> and <measure n="50years" type="date">50 years</measure> of age, so as to complete a company for each <orgName n="Congressional District" type="district">Congressional District</orgName>.
