Thursday morning...June 2, 1864 The war News.

Rumors from the front were abundant yesterday; yet it is a singular fact that the nearer the scene of operations to Richmond, the more difficult it is to obtain reliable accounts of the progress of events. We give ow such reports as we have received.

From General Lee's army.

At an early hour yesterday morning the sound of a heavy and rapid cannonade was heard from the direction of the lines, and a gentleman who passed near the scene informs us that the discharges of infantry for period were incessant. It is reported this engagement took place in front of General Hoke's division, which, being reinforced, drove the enemy back with considerable slaughter and captured 300 prisoners. We learn through a courier that the enemy came up in heavy force of infantry, supported by a battery, that our troops rushed forward, charged the battery, captured its and took stand of colors. It is stated that some prisoners, but that the enemy were fairly repulsed.

We also hear a report that an engagement took place below Gaines's Mill, with a similar result, and the capture of seventy wagons loaded with commissary stores, on their way from the White House to Grant's army.

We are not prepared to vouch for the truth of these reports entirely, though there is no doubt of the fact that in the fighting yesterday the advantage remained with the Confederates.

Large fires, five in number, and apparently some four or five miles apart, were seen yesterday in the direction of Old Church. The impression prevails that the enemy were burning the farm houses in that vicinity, though they may have been destroying their own stores.

The Yankees have torn up about five miles of the track of the Central Railroad (the New York World's correspondent claims eight) above Hewlett's, and rendered a good deal of the iron totally unfit for use. This was done in furtherance of their purpose to evacuate that line, and under the supposition that it would cut off one of our avenues of communication with the interior.

It is believed that the enemy now occupy Tunstall's Station, on the York River Railroad, twenty miles from Richmond. A picket who left the vicinity of the White House on Tuesday evening reports that the fields in the neighborhood of that place were literally alive with Yankee cavalry, placed there to cover the landing of Smith's forces from the transports.

A cavalry fight occurred on Tuesday evening near Cold Harbor, in which Major Cabell Flournoy, commanding the 6th Virginia cavalry, lost his life. His remains were brought in yesterday and forwarded to his home in Pittsylvania county. He was a son of the Hon. Thomas Stanhope Flournoy, of Halifax. It is stated that this regiment was on picket at the time, and that the enemy, succeeding in getting in its rear by a flank movement, delivered their fire at a distance of ten yards. Our men maintained their fire until their ammunition was exhausted, and then out their way through, bringing off their wounded.

We hear that Col. L. M. Keitt, commanding the 20th South Carolina regiment, was wounded yesterday.

We were unable to learn, at a late hour last night, anything from official sources of the situation of affairs at the front. We may, however, receive additional particulars by telegraph before going to press.

The enemy at Ashland.

A force of the enemy, consisting of cavalry, artillery, and infantry, mostly negro troops, made their appearance yesterday at Ashland, on the Richmond and Fredericksburg railroad, and it is currently reported that they burnt the buildings at that place. They came from the direction of Port Royal, Caroline county.

Since the above was written, we have learned from the telegraph operator, who reached the city last night, that the enemy's advance entered Ashland yesterday afternoon about 3 o'clock, when he prudently was reported on the way down having get as far as Hanover Junction. None of the troops seen by him were negroes. The Yankees, immediately on their fire to a blacksmith shop, and it is presumed that they finished their work of destruction by burning all the buildings in the place. At the same time skirmishing was going on between Ashland and Wickham's farm, and we regret to hear a report that Lieutenant Colonel Brown, of the Maryland Line, was shot through the head and killed.

From the Southside.

Comparative quiet prevails along our lines in Chesterfield county. A sharp skirmish took place on Tuesday on the south bank of the Appomattox, in Prince George county, between a portion of General Dearing's command and a force of the enemy's "nigger" troops. The enemy were strongly entrenched, with their right flank protected by gunboats, two of which moved up and participated in the fight. Our casualties were four killed and nine wounded--among the former, Lieutenant Tomlinson, of the 7th Confederate cavalry, and among the latter, Lieut. Col. Kennedy, of Col. Griffin's Georgia cavalry. The loss of the enemy was numerically about the same.

Confederate States Congress.

The Senate met at twelve o'clock yesterday.

On motion of Mr. Jemison, of Ala., the bill to facilitate the settlement of the claims of deceased soldiers was referred to the Committee on Claims.

Mr. Semmes introduced a bill to authorize the owners of registered eight per cent. ten year convertible bonds, issued under the provisions of the act approved 16th May, 1861, to exchange the same for coupon bonds. Referred.

Also, a bill to amend the act to prohibit the importation of luxuries. Referred.

Mr. Watson, of Miss, introduced a bill to amend the act to organize military courts to attend the armies of the Confederate States in the field. Referred.

House joint resolution of thanks to the 9th Texas infantry was considered and passed.

The bill to authorize the formation of new commands, to be composed of supernumerary officers who may resign to join those commands, and to limit and restrict the appointment of officers, was considered and passed. The bill, besides the provision expressed in its title, provides that the offices left vacant by such resignations shall not be filled unless there are on the rolls of the company for service at least forty-six noncommissioned officers and privates; nor

shall the position of Second Lieutenant be filled in case of a vacancy, unless there are on the rolls of the company for service thirty non-commissioned officers and privates, nor shall the position of First Lieutenant be filled unless there are at least twenty non-commissioned officers and men on the rolls of the company for service.

On motion of Mr. Sparrow, the message of the President, stating his objections to the act passed at the last session of Congress to provide and organize a general staff for armies in the field, to serve during the war, was referred to the Committee on Military Affairs.

Senate bill to provide supplies for the army and to prescribe the mode of making impressments, being the unfinished business of the previous day, was taken up and considered.

After several amendments and lengthy discussion the bill was passed by a vote of yeas 10, mays 7. [As this bill will doubtless undergo material modification in the House, it is useless to publish it in its present form.]

The Senate then went into secret session, and the doors burring reopened

Senate bill, authorizing the appointment of additional Quartermasters and Commissaries was considered and passed.

House amendments to Senate bill, increasing the pay and mileage of members of Congress, and the compensation of the officers of Congress, were concurred in.

On motion, the Senate adjourned.

House of Representatives.--Prayer by the Rev Dr Doggett, of the Methodist Church

Mr Russell, of Va, introduced a bill to enable the citizens of Virginia and others to supply the city of Richmond with food Referred to the Committee on Quartermasters Department.

Mr Miller, of Va, introduced a bill to increase the compensation of the assistant clerks of the Senate and House of Representatives fifty per cent for one year. Considered and passed.

Various memorials and resolutions of inquiry were introduced and referred.

Mr. Foote, of Tenn., offered the following:

Resolved, That so much of the joint resolution adopted on the 30th of May as requires the President of the Senate and Speaker of the House of Representatives to adjourn their respective Houses at 12 o'clock M. on Tuesday, June 7th, be, and the same is hereby, rescinded; and the said two Houses shall take a recess on Tuesday next, at 12 o'clock M., for ninety days.

Mr. Swan, of Tenn., moved to amend by substituting fifteen days.

Mr. Echels, of Ga., moved to lay the resolution and amendment on the table.

On this question Mr. Foote demanded the ayes and noes, which were ordered; pending which the House resolved itself into Committee of the Whole, (Mr. Sexton in the chair,) and resumed the consideration of the bill to amend the tax laws.

The bill having been perfected, the committee rose and reported the bill and amendments to the House.

Substitutes were offered by Messrs. Colyer, of Tenn., and Anderson, of Ga.

Pending the consideration of the subject the House took a recess until 8, o'clk P. M.

[The House on Tuesday night passed the bill to promote the efficiency of the cavalry service, and to punish lawlessness in any portion thereof.]

The mails over the Greensboro' Railroad. To the Editor of the Dispatch:

In your paper of yesterday you copy an article from the Danville Appeal, which does great on justice to the Post master General, and as I am cognizant of all the facts in the case. I appeal to your sense of justice to publish the following as explanation of the matter of which the Appeal complains.

Immediately on the completion of the railroad from Danville to Greensboro', N. C, on the 21st of May, the Postmaster General telegraphed to Mr Johnson, the President of the Columbia and Charlotte railroad, and to Mr Webb, the President of the North Carolina railroad, to meet him and Mr. Harvie, the President of the Piedmont railroad, at once, so as to agree to a cross and quick schedule for the mails, seven times a week, from Richmond to Columbia, S C. The Presidents of these three roads met the Postmaster General on the 25th May, and agreed on a schedule with close connections from Richmond to Columbia, S. C, for daily mail trains, with further understanding that they would run double daily mail trains if not prevented by the accessibly for military transportation. By this schedule the mails are to go from Richmond the Charlotte, N. C, in twenty-four hours, and the only reason why it was not put in operation at once was the fact that the Presidents of these roads found it impracticable to make the necessary arrangements and changes to put this schedule into effect before Saturday, the 4th of June, at which time it is hoped that they will be ready; so than not a day was lost by the Postmaster General in endeavoring to put the highest grade of mail service on this route, with close connections, and the highest attainable rate of speed

Perhaps the Danville Appeal will be as ready to exercise its risibles, "if it were not too serious a matter for laughter," at its own ignorance in as suming to write about a matter of which it knew nothing, and about which it made no reasonable inquiry, as it is at the "tri-weekly spectacle of an old one horse concern." By such articles injustice is inflicted on a public functionary who deserves all praise for the faithful manner in which he has discharged his arduous duties.

Justice. Accidentally killed.

--Albert J Street, the "N'Importe" correspondent of the Mobile Advertiser and Register, was killed at Pascagoula,

, a few nights since, by the accidental discharge of his pistol, which he was handing to a gentleman. He joined early in the war an artillery company formed in Memphis for Price's army, and afterwards acted as an assistant adjutant for General, Slack in Missouri.

Blockade Statistics.

-- In 1861 and 1862 thirty steamers left the Clyde for "a market" In 1863 there were twenty eight steamers from the Clyde.

Of the thirty steamers of the two years first named, only four have totally escaped and survived to the date of the report. Of the twenty eight steamers of 1863, five had been captured.

What a pity!

--The New York Herald says that the horses and carriage of Secretary Stanson ran into the Potomac River on Thursday. He was not in the carriage. What a pity!--[Newburg port] Herald.

Coming down.

--At a recent auction sale in Columbus, Ga, the following prices were obtained; Flour, 65 cts; sugar, $3.80; bacon, $2.29; salt, from 42% to 43 whiskey, $49 to 52; a cow and calf, $350.

A woman had been enjoined to try the effect of kindness on her husband, and being told that it would heap coals of fire on his head, replied that she had tried "billa" water, and it didn't do a bit of good.

At a recent fete given at Columbia, S C, for the benefit of the wayside and ladies' hospitals in that city, the handsome sum of $17,007.37 was realized.

The Mississippi is said to be the Father of Waters. The trans-Mississippi has got to be regarded as the Father of Lice.

From General Lee's army. [from our own correspondent.] Army on Northern Virginia,Banks of the Chickahominy, May 31, 1864.

We are too near to the enemy to speak with much particularity of the military condition in front of Richmond. Grant, as you are aware, has brought his whole army across to the south side of the Pamunkey. His right rests on or near the Central Railway, and his left on the Tolopotomcy creek, whilst his front is protected by two strong lines of entrenchments running for some distance along the crest of the hills on the north side of the last mentioned stream. His position is a strong one--so strong, indeed, that I hope Gen Lee will be able to give him battle upon some other field.

A reconnaissance was made yesterday afternoon to ascertain the true position of the enemy's left wing. Pegrant's brigade, commanded by Col Edwin Willis, of the 12th Georgia, alone was engaged. A sharp combat ensued, in the course of which it became necessary to charge upon one of the enemy's batteries, with a view to its capture. The brigade behaved handsomely, and was gallantly led, but unfortunately Col Willis received a mortal wound in the groin from a grape shot, froth whish he died this afternoon about 2 o'clock. He was one to the best and bravest officers Georgia has ever sent to the field, and one of the most promising, morally and intellectually. He graduated a short time before the war broke out at West Point, and served some time with General Jackson, who was so much impressed by his merits that he recommended him for the appointment of Brigadier General. Indeed, young as he was, he had attracted the attention of Gen Lee, Gen Ewell, and of almost every prominent officer in the army. There is hardly an officer in the entire army who did not know the young hero. I was with him a short time before his death, and found him calm and quiet brave, resolute, and confident, yet modest and meek as a Christian warrior should be when he is brought face to face with death. Painful and grievous as this war has been, and numerous as are the offerings which have been laid upon the crimson altar of this stricken land, one can but pause amid the din and rush of the mighty conflict to drop a tear over the grave of one so young, so gentle and yet so brave, so full of promise, so modest, so in his aspirations for peace and independence.

There has been heavy skirmishing along the entire lines to day. At several times during the forenoon the artillery fire was quite heavy, but no actual engagement beyond a rapid and almost continuous fire by the pickets and skirmishers occurred. During last night our lines were ratified somewhat along the centre, but only a portion of our forces took up the new position assigned them by the Chief Engineer of the army. This left a gap, into which the enemy were moving rapidly this morning, when Maj Costin, of Gen Kershaw's staff, discovered the danger, and immediately moved Humphrey's veteran Mississippi brigade up to the point of danger at a double quick. This timely movement was successful in thwarting the enemy, and preserving the integrity of our lines.

Grant is believed to be repeating the manœuvre by which he turned our right flank at the Wilderness, at Spotsylvania Court-House and Hanover Junction. At each of these places he made vigorous demonstrations on our left, and having attracted our attention to that quarter, he availed himself of the night and moved rapidly past our right, advancing each time somewhat nearer to Richmond. His great desire now is to form a junction with Butler, either by bringing Butler to him, or, what is more probable, by going himself to Butier. He has established his base at West Point, at the confluence of the Pamunkey and Mattapony, whence his supplies are sent by boats of light draft to White House, and thence by wagons to his army. Let us hope that when he attempts to cross the narrow peninsula between the Pamunkey and the Chickahominy he will find it as fatal as the Red Sea was to Pharoah and his hosts.

It is not believed that Grant will move out from his present position to attack Gen Lee. If there is a battle in the next few days the Confederates must take the initiative, or it is not probable that there will be one.

Sallust. A New Order of Affairs at Memphis.

--Gen C C Washburn, the new commander at Memphis, has issued the annexed order:

The practical operation of commercial inter course from this city with the States in rebellion has been to help largely to feed, clothe, arm and equip our enemies. Memphis has been of more value to the Southern Confederacy since it fell into Federal hands than Nassau. To take cotton belonging to the rebel Government to Nassau, or any other foreign port, is a hazardous proceeding. To take it to Memphis and to convert it into supplies and greenbacks, and to return to the lines of the enemy, or place the proceeds to the credit of the rebel Government in Europe, without passing again into rebel lines, is safe and easy.

I have undoubled evidence that large amounts of cotton have been and are being brought here to be sold, belonging to the rebel Government. The past and present system of trade has given strength to the rebel army, while it has demoralized and weakened our own. It has invited the enemy to hover around Memphis, as his best base of supply, when, otherwise, he would have abandoned the county. It renders of practical non-effect the blockade upon the ocean which has cost and is costing many millions. It opens our lines to the spies of the enemy, and renders it next to impossible to execute any military plan without its becoming known to him long enough in advance for him to prepare for it.

The facts here stated are known to every intelligent man in Memphis. What is the remedy for these great and overwhelming Experience shows that there can be but one remedy, and that is total prohibition of all commercial intercourse with the States in rebellion.

It is therefore ordered:

That on and after the 15th day of May. 1864, the lines of the Army of Memphis be closed, and no person will be permitted to leave the city except by river, without a special pass from these headquarters, after that date. All persons of coming into the city will be permitted is do so, but should be notified by the pickets that they will not be allowed to return. All persons who desire to leave the city to go beyond the lines must do so before the 15th inst.

Interment of the remains of Gen M Jenkins.

--We find the following relative to the burial of this brave young officer, in the Charleston Courier:

The remains of the lamented Gen M Jenkins were interred on Sunday afternoon at Summerville, in the graveyard of the Episcopal Church at that place, alongside the resting place of his mother.

The body arrived at Summerville at a quarter past three o'clock, under an escort of State Cadets from the Arsenal Academy of Columbia. The coffin, with the Confederate flag spread over it, was placed upon a carriage, and a procession formed of all the inhabitants of the village, and the convalescent soldiers in the hospital that were able to attend. Before the procession began to move, the ladies in the village brought in beautiful wreaths and numerous bequests of flowers and strewed them in profusion upon the coffin.

The remains were followed to the grave by several members of the family, including the deceased widow, his father in law, Gen D F Jamison, and his two brothers Major J Jenkins and Dr. Jenkins.

Upon the arrival of the remains at the village, and during the passing of the procession, the church bells were toiled, and every expression of grief and sympathy exhibited by the villagers.--The ladies present at the interment bedecked the grave with flowers, and gave vent to their heart felt sorrow in the tears which were freely shed over the mortal remains of the departed hero.

Gen Jenkins was a member of the Episcopal Church at Summerville, and partook of the holy sacrament but a few weeks before taking his departure for Virginia. When taking leave of his friends he remarked that he was going to fight his last battle.

Depredations in Florida.

--A letter from Florida, speaking of the Yankees, says:

They are now scattered along the river from Jacksonville to Fort Harney in bands of from sixty to five hundred, occupying the east bank of the river, with a large train of wagons, busily employed robbing every plantation they visit of everything they want, and burning or destroying what they do not want, insulting helpless women and children and driving them from their homes without even a change of clothing. The Yankees are very materially assisted by a large number of deserters from our army, who are well acquainted with the country, and act as guides. They are more infamous than the Yankees. Thousands of cattle have been run off by the Yankees, and several loyal citizens murdered.

The seaboard counties cast of the river St Johns have suffered terribly from the depredations of the Yankees and deserters, the largest number of whom are in Valusia county. They have sixty men at Smyrna, sixty opposite Fort Gales, and others as far down as Fort Harney. St Augustine is the base of their thieving and marauding operations. They had at first one negro regiment with them, but have from time to time detailed them as stock drivers, and now have only white troops — The Yankees say they do not intend to leave the country until the last horse, cow, and pig has been driven off, and from present indications they will accomplish the threat.

The Boston Courtier defends the action of Gen Forrest at Fort Pillow

--no matter, it says, how many Yankees were killed. It cites history to grove that garrisons who persist in holding untenattion points have always been massacred after those points have been captured by assist.

Ice.

--Mobile is abundantly supplied with ice. Several of the cities and towns in Georgia and Alabama have ice also. How is it in Virginia?-- quantities were got up here last winter, but so far it has been rather peace hereabouts.

Scenes beyond the Mississippi.

The following extracts a letter, may not be as late as some, but it is and truthful, and will, no doubt, be read with Interest. It is indeed a pity that a single man of Banke's motley horde ever returned alive to New Orleans, or any other point:

Natchitoches May 2d, 1864. My Dear Brother:

About six weeks since, I saw Mr M.--, an old College friend of yours, who told me that you were at Wilmington. In the last nineteen months I have written as incredible number of letters to you but have never had the happiness of a reply. With somewhat of the courage of despair I write again.

I spent three weeks in the Yankee lines; God forbid that I should over be so unfortunate as to live for another day in their brutal company. Could I tell you of half the dangers to which I have been subjected, but from which a merciful Providence has rescued me, belief would be confounded, and charity refuse to credit that such atrocities could he perpetrated by human beings.

Mr. C. went to texas with the few negroes he had saved, leaving us just opposite Natchitoches, a broad river intervening, isolated and unprotected. The Yankees entered Natchitoches on the 31st of March with high heads and brave, with flying colors and music. They remained for six days. In that period more abominations were enacted than I deemed possible for the imagination even of demons to conceive. On the evening of April 5th they began their advance. At midnight we were a knocking at the door; the assailing party threatening to break in if not admitted. Preparations were even made to fire the dwelling. Imagine the feelings of two lone women at this awful juncture. Earthly aid there was none. With a hurried cry to God for protection, we dressed as quickly as possible, the ruffians mean while battering at the door. Opening the door with trembling fingers, in stalked two Zonaves — the most hideous objects that ever met my gaze. They informed us that they had been sent to search the house. One was armed with a rifle, his companion with an enormous knife. They threatened to use these upon us if we did not deliver up all arms, gold, valuables and secret papers. We told them to search, but the chief spokesman was so intoxicated that he seemed bewildered at the invitation. --They remained until half past 1 o'clock, and then departed, informing us, however, that they would soon return for further examination. Remembering a dagger that I had in my trunk, long cherished as a talisman against a woman's last emergency, I ran to secure it. Scarcely had I clutched it when the uproar without was resumed, and soon thereafter our terrible visitors reappeared. This time their menaces were of murder, and violence worse than murder. They ransacked armoires, broke locks, emptied trunks and threatened to kill us if we did not give them gold. I tried to escape, but one of them brandished an axe over me and swore he would "split my skull" Resigning myself to fate with a feeling of despair such as I hope may never crush are again, I seated myself, and reciting an act of contrition, prepared for death. Releasing me for the moment, the ruffian bade his comrade "call in the blacks." At these words hope forsook me, and I vainly strove to dissemble their awful import Maddened by a futile search for treasure, they declared that the negroes had informed them that Mr. C. was an officer in the Confederate army, and had a big box of gold and silver hid there. Very soon Dave, Fred and Vaisin, three of our slaves, came into our bed room. Dave was the one who had told them these fables which roused their greed. Luckily for him, he left with the Yankees. * * * But let me finish with this night of agony. The Zonaves put us in our room, under guard while the negroes escorted them through the house. My room escaped their pollution by some miracle — Suddenly, one of the negroes who had accompanied the Zouaves stole back where we were prisoned, and, with the most obscene gestures, raised a club over Madam C as if to strike her dead. She appealed to the Zouave guarding us "If it were possible that he could allow this murder" Some human instinct must have conquered his ferocity, for immediately calling his confrere, who rushed up to the scene, they combined to hurt the negro to the floor. As soon as he was prostrate they hammered him with their fists and boots so ruthlessly that, forgetting for one wild moment the justice of the act, we implored them to let him go. They yielded, but as he slunk towards the gallery the Zouave with the bowie knife smote him so shrewdly that the weapon shivered on his ribs. Our bed room and my garments were stained with his blood — After that they dismissed the negroes and sat down quietly. Picture us alone with two such abandoned wretches and completely in their power. God, however, took care of us, and perhaps our very innocence abashed them for

"'Tis said that the lion will turn and flec From a maid in the pride of her purity."

At last — at last they left us just as the morning star went down. We moved to Natchitoches immediately, as we were determined not to spend another night beyond the river.

Really, it did our hearts good to witness the Yankees hang down their heads on the retreat from Mansfield. The pump and circumstance of that brilliant pageant of a week or two before had shrunk into a cowed and filthy rabble. Such a demoralized set never existed. They did their best to steal everything and burn the town, but happily their design was frustrated. You cannot imagine what crushing and splendid victories Taylor's little army of "ragged rebels" has gained over this magnificently appointed force of Banks.

At Mansfield your college friend, Leopold Armant, was stain at the head of his regiment, leading a triumphant charge. He died like a hero, and has gone to join that celestial army whose name in Heaven is the Southern Dead. Our forces are hemming the invaders in, and it is to be hoped that should any reach New Orleans it will be by bloody fragments.

M. E. R. Foul Pray with blockade Runners.

--The Wilmington Journal says it has been hinted before that there was something like foul play connected with the capture of the Robert E Lee, (formerly the Giraffe,) and the following from the Halifax (N S) Journal, of the 29th April, seems to give color to the accusation:

We understand that the American Consul at this port has been endeavoring to bribe the engineers and other officers on board the Confederate steamers in this port to betray their trust, as it is believed he was only the successful in doing in the case of the Robert Lee. He succeeded in gaining admittance to the City of Petersburg the other day without the Captain's knowledge; and we are requested by Captain Fuller to state that when he repeats his visit he will be provided with a speedy passage to the bottom of the dock, with a sinker upon him sufficient to keep him there. This is dignified work certainly for a representative of a nation which claims to be civilized — the playing of the role of the spy, and resorting to bribery.

The Date Speech of Mr Harris.--Our readers, being the immediate constituents of Mr Harris, will doubtless expect to read his speech in this issue of our paper, but the annexed communication, we presume, will satisfactorily account for our failure to publish it:

The commanding officer of this detachment desires that you will not publish or make any allusion in the St Mary's Gazette to the treasonable and disgraceful speech of the member of Congress from this district, delivered in the House of Representatives on the 9th inst.

--The Lynchburg Firgianian has the following paragraph:

We have been informed by a gentleman who knows, that at Appomattox Depot there is now and has been for some time a lot (6000 lbs) of tithe bacon belonging to the Government, which is in danger of being spoiled. At Bent Creek, in the same county, there is another lot of 2,500 lbs which the rats are said to be eating up. Government officials have been notified of the facts in the case, but the bacon has not been removed, and these facts being known in the neighborhood, the people are unwilling to divide their small supplies with the Government without an assurance that it will not be for naught.

Puzzling the Danes.

--We find the following in the Bermuda Advocate, of the 18th May:

Whist the steamers Let Her Be and Badger were coaling at St. Thomas's, they continued to fly the Confederate flag at their respective staffs. The authorities sent them orders to haul down the obnoxious ensigns; compliance was refused. The authorities sent off again, giving three hours, and threatening that if the flags were not then hauled down they (the authorities) would have them hauled down themselves. The three hours elapsed and the flags were still flying; the authorities seat off a force to haul them down, when it was found that in each case the flag was nailed to the staff, the halyards removed, and the pole gretted.

Sigel on Lee.

--On Tuesday night (a week before Breckinridge whipped him,) Gen Sigel, according to the New York Times, made a very remarkable speech in Martinsburg, Va. He said: "The war has gone on three years, and it is a great disgrace to the North that, with all its superiority of men and money, the rebels have not been conquered. I am now here, where I was two years ago. Only think of it! We march to morrow to fight the greatest General of the age, the rebel Robert Lee." At this remark the General was greeted with hisses from some intense loyalists.--He replied, "You may hiss, but he is a great General, although a rebel,"

Mascogee county, Ga., has sent about sixty militia and civil officers to Camp Georgia, in response to Gov. Brown's proclamation.

Gen Lee and Gordon's charge.

--It was stated by our army correspondent, a few days since, that when a division gave way at Spotsylvania Court House, Gen Lee was about leading a charge to recover the lost ground, but the men insisted upon his going to the rear. A soldier who was in the fight at that point writes the following:

The 12th of May, 1864, will be ever memorable and remembered as the day of one of the most bloody and obstinate struggles which have ever market the annals of war, or added fresh horrors to this most cruel contest. Before daylight we were moved up to the support of Hayes's and Stafford's brigades in the works, and scarcely had the gray tinge of morning began to dispel the darkness of a damp and drizzly night, when, after the three cheers which we knew to be the precursor of a charge, and a brief scattering are on our right, we were astonished and mortified to see the troops in that direction pouring out of the works in the woods, showing that the enemy had there broken a passage. The enemy poured their concentrated masses through the gap, and moving on the flank with great celerity, were swiftly driving till before them in panic and confusion. Instantly Pegram's and Gordon's brigades were formed a few hundred yards to the rear of, and at right angles to, the line of works. All saw that a crisis was upon us. If we failed the consequences would be disastrous in the extreme.

In this exigency, Gen. Lee rode forward in front of our line, his position being opposite, at the time, to the colors of the 49th regiment of Pegram's brigade, and only a few yards from where your correspondent stood. Not a word did he say, but simply took off his hat, and as he sat on his charger I never saw a man look so noble, or a spectacle so impressive.

At this interesting moment, our gallant Gordon, spurring his foaming charger to the front, seized the reins of Gen Lee's horse, and turning him around, said, "General, these are Virginians!--These men have never failed! They never will! will you boys?" Loud cries of "No !" "No !" "Gen Lee to the rear." "Go back!" "Go back!" "Gen Lee to the rear!" hurst from along the lines; and as one led the General's horse to the rear, Gen Gordon gave the command, "Forward, Charge!" And with a shout and yell the brigades dashed on, thought bog and swamp, and briars and undergrowth, to the breastworks. The enemy struck with dismay start to flee, but we were upon them like a storm, and their first line of battle withers before our impetuous onset and the cool marksmanship of our men. "Hurrah ! the works are ours!"

Local matters. Charged with Insurrection.

--A negro named Thomas, the slave of Mrs. Charlotte Wright, was brought before the Mayor yesterday, charged with giving information to the enemy, and with making use of insurrectionary language. It appeared that Tom has been running about for a long time doing pretty much as he pleased; going to his wife's at Mr. Smith's, in Henrico, near the Meadow Bridges when he pleased, and coming back when it suited him. Last week Mrs. Wright threatened to hire him to some of the hospitals, when he refused to go, saying that the Yankees would soon have the city, when she would be humble enough, and showing her a pass which he said had been given him by the Yankees. She asked him if he would give the Yankees the information necessary to enable them to get here, and he said he would.

We give a copy of the pass alluded to, which was found on him at the time of his arrest:

"Pass the bearer to his house to set some clothes. "J. B. Scintosh, "Colonel commanding."

Mr. Smith, at whose house Tom's wife lives, stated that, on the morning when Sheridan's raiders had possession of the country about Meadow Bridges, the shells alarmed the negroes at his house, and they, Tom among them, ran off to the woods, where they were caught by the Yankees. --Tom then obtained this pass from the Yankee Colonel to go back to the house to get his clothes. Tom and the rest of the negroes, though invited to go off with the Yankees, rinsed to go. Mr. Smith said this was all he knew about the matter, and he had thought it proper to state it. He knew nothing of what had passed between Mrs. Wright and the negro. The Mayor continued the case till this morning. If no "insurrection" can be proved against the negro, he should be severely punished for his insolence. All this comes of permitting negroes to go at large. Wherever insolent negroes are found further inquiry will disclose the fact that they have been indulged by their owners and permitted to do pretty much as they please. This practice of permitting slaves to go at large ruins the negroes and inflicts a wrong upon the community.

Stealing a watch.

--Night before last Joshua Owens, of Baltimore, and Capt. Wm. T. Clarkson, being together, and the latter being taken sick, Owens carried him to a boarding-house on

, kept by Mrs. Green, to lie down and take a nap. On getting into the house Owens proposed to take care of Clarkson's watch — a very valuable gold time piece — but the latter declined, and put it into the hands of Mrs. Green, to be kept for him. Clarkson then laid down and fell asleep, and thereupon Owens went to Mrs. Green, and representing that Clarkson had sent for his watch received it from her and made off. When Clarkson awaked Owens and the watch had disappeared. He at once obtained a warrant for the arrest of Owens, and put it into the hands of watchman John E. Brooks. Yesterday morning about eight o'clock, Brooks and Clarkson being on the look out for Owens, saw him enter the "Here's Your Mule" house, on

, near the Spotswood Hotel. Brooks followed Owens and arrested him, and ascertained from him that he had traded the watch off to C. Lumsden, jeweller, for a silver watch and one hundred dollars. The watch was recovered from Mr. Lumsden's and Owens locked up for a hearing before the Mayor this morning.

Vicious horse.

--Last evening as a vicious horse was being shod in the blacksmith shop corner of Union and Franklin streets, he took occasion to play off some serious pranks. He kicked a drunken man in the stomach who was hanging around the shop looking on, and doubled him up; kicked over one of the smiths, laying him out for dead, and then breaking his halter tore up

, he ran over a white girl nine years old, who was playing in the street, knocking her down and cutting her forehead severely. At Johnston's livery stable he was stopped and caught. He was led into the stable, when several gentlemen collecting round him, he kicked one of them, Mr. E. T. Bass, in the abdomen, injuring him in a very severe manner. After this performance the evil disposed beast was securely haltered, and all passers by gave him a wide berth.

The war — Religious and Political.

--This subject will form the themes of two addresses announced for delivery to night and tomorrow night, by Dr Stiles, in the 1st Presbyterian Church. Members of Congress, who have been impressed by the great thoughts of these addresses as they were heard in the far South, have induced the author to deliver them here.

Sent on.

--Lewis H. Allen, charged with forging the name of Mr John H. Baptist, was sent by the Mayor to Commissioner Sands yesterday, who examined the case and sent the accused on to be tried before the Confederate District Court, and admitted him to ball in the sum of $2,000.

Released.

--Nicholas Carroll and nine Italians were yesterday, by order of the Governor, released from Castle Thunder and ordered to report to their respective regiments in the Virginia Reserves.

Gold

--Sales of gold were made by the brokers Tuesday and yesterday at eighteen and a half and nineteen for one. This is a decline of one and a half since the battle of the Wilderness.

The Libby.

--The arrivals at the Libby were few yesterday. Up to six o'clock P. M. there had been only eight captured Yankees received.

Judge Lyon's Court.

--In this Court yesterday a nolle prosequi was entered in the case of James Roach, a small white boy, indicted for stealing a valuable cloth cloak from Mrs T V Moore. The boy was then with the consent of his parents apprenticed to the Navy.

Mayor's Court.

--Besides the cases mentioned above, there were several matters of less interest before the Mayor yesterday:

Churchill, slave of George Duggins, was charged with breaking and entering in the night time, the store-house of Robert B. Smith, on

, and stealing several thousand dollars worth of groceries.--In the absence of witnesses the case was continued till Saturday.

Peter, slave of Dr. Theo. P Mayo, was ordered to be whipped for stealing a pound and a quarter of sugar from J. H. Haymond.

Fanny, slave of George Thomas, and Charlotte and Phillis, slaves of Mrs. Yarrington, were ordered to be whipped for being disorderly in the street, and using profane and disorderly language.

Lewis H. Allen, charged with foreing the name of Mr. John H. Baptist to an order on the post office for letters, was turned over to Confederate Commissioner Sands.

Richmond Dispatch.

Thursday morning...June 2 1864. Generals Lee and Beauregard and their armies.

We are inclined to believe that no city, with one hostile army on one side of it and another on the other — both within a day's march or less — was ever so calm, so quiet, so little agitated by idle fear or vague rumors, as this city of Richmond is at this moment. In this respect, it even surpasses itself on the occasion of McClellan's visit two years ago. At that time the neighborhood of a great hostile force was a novelty, and of conras, as long as it continued to be no there was much excitement, which, however, soon subsided. But the people have now become used to the situation, and in presents nothing wonderful to their imaginations. They have seen so many attempts to capture the city made and baffled; they have become so much accustomed to Yankee bravado, and Yankee demonstrations; they have seen their best men, and their largest armies, so often beaten and forced to retire before the stubborn valor of the Confederate troops, that they have almost forgotten how to fear, and scarcely retain the capacity to doubt.

This security does not arise from any vain confidence in the good fortune of this city, or any belief that because it has not been taken heretofore it may not be less lucky in the future. It is founded upon the well known character of the two great Generals who have the defence of the city in their hands, and of the two armies which they severally command. No matter how unintelligible the movements of the enemy may be — no matter how seriously some of them may appear to threaten us — no matter how near they approach, or how strong may be their force — the citizens of Richmond feel assured that Lee and Beauregard, with the armies they command, are between them and harm, and that they will be sure to do everything that the most urgent emergency can demand. "Gen Lee knows all about it," or "Gen Beauregard will be sure to see that everything is done properly," or "I leave military matters and the defence of the city to our Generals," or "this seems strange to me, but our Generals know what they are about." This is the language almost universally held whenever military topics are brought under discussion, which is, indeed, every hour of the day. Nobody believes that the enemy will ever enter Richmond as long as Lee and Beauregard, with such armies as they command, are interposed between them and Grant and Butler, for they know that these armies must first be annihilated, and they do not think Grant and Butler the men to do that job. More excitement was created by the raid of Kilpatrick, three months ago, than has been created by the approach of Grant's huge army, beaten and depleted as it has already been, and bearing in its train nothing of the prestige of victory.

That our Generals are worthy, of all the confidence which is thus gratuitously bestowed upon them, none know better than the Yankees. Gen Beauregard has been so successful wherever he has commanded that he has been styled the "fortunate General;" yet his good fortune has been due not to blind chance, or luck as it is generally termed, but to his own genius and his thorough mastery of his profession. From Manassas to Chester he has never drawn his sword but to conquer. His name alone is worth a large army on the field of battle, such confidence have the men in his skill and experience.

The troops have even more confidence, if that be possible, in General Lee than in Gen. Beauregard, and the people have an abiding faith in the safety of any cause entrusted to his hands. Never did the reputation of any man grow more rapidly, than his. It may literally be said to have sprung up in a night, and to have overshadowed the continent, in the cedars of Lebanon overshadowed the earth, almost before we were awards of its existence.

Known to the old army as an officer of great and tried ability, his reputation was somewhat damaged by his campaign of 1861, over the mountains. The public never has understood the true history of that campaign, and probably never will until this war shall have terminated. Whatever it may, be, in the absence of the requisite information, we should hesitate long before we ascribe its partial failure to the fault of an officer who has since proved himself such a consummate master of the art of war. With regard to the campaign of 1862, there cannot be two opinions. It ought, in fact, to be considered his first campaign — for the campaign of 1861 was a mare episode in his military life — and viewed in this light it was certainly, we think, the most brilliant first campaign on record, that of Bonaparte in Italy, in 1796 alone excepted.

The accord campaign, notwithstanding the failure at Gettysburg, which the Yankees have magnified into an overwhelming victory, increased rather than diminished his reputation. In spite of boasting and lying, it is known that they were themselves on the point of retreating had not the exhaustion of his ammunition compelled Lee to take that step first; that they did not dare to pursue him, though his retreat was slow and defiant; that he carried his men safely over a large river without suffering any material loss; and that he so effectually crippled the army of the Potomac as to render it entirely incapable of military operations for seven months. But the military evolutions which have distinguished this campaign, are those which have raised the reputation of Gen. Lee to the highest rank among men of the sword, and left him, thus far, without a competitor among living Generals. Being such a commander as he is, and being besides so earnest and devoted to the great cause which he upholds, little wonderful is it that the people of the Confederacy who have taken full measure of ant, should he willing to trust every in his hands. And while that army and while he is its leader, it may thus trusted. As long as Gen. Lee command of a corporate's guard of we for one, at least, will never think our cause in danger. Far less do we think so now, when he is at the head of the most magnificent army that ever trod the field of battle in modern times.

Virginia military Institute.

In 1829 the Legislature of Virginia converted the Arsenal establishment in Lexington into a Military Academy. The old Public Guard at that point was disbanded, and is its stand a school arose, which was a min model of West Point. There was at the time much doubt of the propriety of the change. There seemed to be no demand for military education. The reign of universal peace seemed to have commenced in America. There appeared no prospect of any war but a foreign war, and for that the United States establishment could furnish all the

necessary officers. We confess that when we first saw the Institute in operation we though it rather ornamental than useful.

But how short-sighted is man! How short-sighted were even the original advocates of the Institute! They did not dream of its future uses. It might furnish engineers, or it might give a better training in the exact sciences that could be had at other schools. But for war? For such a war!--If any man had suggested that it would prove of immense practical value in furnishing officers to train our people for the defence of their firesides against such an invasion as this, he would have been an object of universal derision.

But a higher wisdom than that of man was preparing us for an exigency which no human foresight could have foretold. The beginning of the Institute was feeble; it had to struggle against great difficulties, but it waxed stronger by its struggles. Though years passed on, and no military necessity for it was developed, it increased in popular and legislative favor, until, at the time the war began, twenty-two years after its establishment, it had become a respectable Military Academy, having Professors' chairs, which distinguished officers of the old U. S. army desired to occupy, and with a long roll of graduates whose services at the very hour of our necessity were at once tendered to their country.

With scarcely an exception, these graduates have enrolled themselves under the Confederate banner; have assisted to train and discipline our troops, and have covered themselves with glory in the field. What should we have done without them? Even the pupils now at the school, young and tender children, have become ured to the practical business of their profession, have faced the grim front of war, and borne themselves at the cannon's mouth like veterans of a hundred battle-fields.

The time has past when this should be any longer simply a State institution. The Congress of the Confederate States should endow it liberally with the means of increasing its usefulness. Its doors have been opened of late years to students of all the States; its services have been freely given, and its blood poured out like water, in the common cause. It has the organization, the machinery, every element required for expansion into the West Point of the Confederacy. Let Congress seize the golden opportunity and prepare for the Future.

Official. Bureau of Conscription,Richmond, March 18, 1864. Circular no. 2.-- I. General Orders No. 26, Adjutant and Inspector General's office, March 1st, 1864, is herewith made a part of this circular, and commandants of conscripts are enjoined to proceed to the rapid and vigorous execution of its provisions, under the instructions and interpretation herein prescribed. II. Under the terms of the 8th section of the act of Congress published in General Orders No. 25 Adjutant and Inspector General's office, and the terms of Circular No. 65, of the Bureau, last series, commandants will proceed to organize the service in their respective States. In addition to the organization therein provided for, and in further pursuance of paragraph II, of the said General Orders No. 25, commandants will forthwith organize in each county a Board, to consist of not more than three of the most reliable and intelligent citizens, between the ages of 45 and 50 years, and who have been enrolled and detailed for the service. These Boards will be charged with aiding the local enrolling officer in obtaining information concerning all applications for exemption and detail for agricultural or other industrial pursuits, and also in furnishing all other information which may be needed in the duties imposed upon the enrolling officers. The local and Congressional enrolling officer will be required to supervise the action of these Boards, and promptly report to the commandant unfitness or delinquencies on the part of the persons detailed for them. So long as the duties are properly performed, the persons so employed will he exempted from other service. Care will be used in the beginning to select proper men; and in view of the grave duties herein devolved upon the enrolling officer, he will, at his discretion, require the written opinion of the Board on claims for exemption or applications for detail, and may call on them for special information concerning matters pertinent to the service. In every case referred by the local or Congressional district enrolling officer to the commandants, an opinion as to the merit must be endorsed or accompany the case, and the like rule will be rigidly observed by commandants in referring to this Bureau. III. Commandants will order the immediate enrollment and examination of all persons within the prescribed ages, who are found in the employment of any department of the Government, and who are not specially exempted by the act of Congress; and such as are found fit for service in the field, may be detailed until the 10th day of April next, provided an application is made according to the terms of the 6th paragraph of General Orders No. 26, herein cited. IV. Commandants of conscripts will forthwith transmit to this Bureau recommendations for physicians to be employed in accordance with paragraph IX, General Order. No. 26, herein cited. Much complaint reaches this Bureau concerning irregularities in the medical examinations. Loose or irregular examinations must not be permitted, and commandants will promptly report any well ascertained delinquency in the matter. V. Forms for consolidated reports by the commandants of conscripts will be forwarded; also, forms for the records of the congressional district and local enrolling officers. These records must be accurately kept, and the reports based on them must be in a clear and intelligible form, or they will be returned for revision and correction. VI. Persons and classes enumerated in the 1st, 2d, 3d, 4th, 5th, and 6th articles of section 10th, except those referred to in the latter clause of the 4th article of the said 10th section of the act of Congress recited, shall be exempted. All other person referred to in said act shall be detailed. VII. Exemptions by Examining Boards. 1. Persons who shall be determined by the Board of Examination to be incapable of performing active service in the field, and any of the duties mentioned in the 8th section of the said act of Congress, from causes of a permanent nature, shall be exempted from military service by the said board, who shall grant certificates thereof, which shall specify the causes of the incapacity, reciting in full the nature and degree of the disease or other incapacity, and the probable duration of the disability caused by it; and the parties shall not be subject to future examination, unless specially ordered by the Board of the Congressional District in which such parties reside, or by the commandant of conscripts for the State, or by this Bureau. 2. When, in the opinion of enrolling officers, the causes for which exemption was granted to a person, after examination by the medical board, have ceased to exist, they will make a report to the Board, stating the name of the person, when enrolled, when examined, and the disease or other cause of disability, with the reasons for believing it to have disappeared, and that the person is capable of performing active service in the field, or some of the duties mentioned in the said 8th section of the act aforesaid. The Examining Board will then order the party to be brought before it for a re-examination.--When a person is re-examined by the Board, his former certificate shall be surrendered and cancelled. If again found unfit for duty, a new certificate of exemption shall be, issued to him. 3. Every certificate of exemption granted by a Board of Examination shall be approved by the Congressional district enrolling officer, who shall protect the person exempted from molestation by the officers of conscription, and from re-examination, unless the Board of Examination, or the Commandant of Conscripts, or the Bureau of Conscription shall order the same. VIII. Exemption of Specified Classes and Individuals. 1. Application for exemption under the 3d and 6th articles of the 10th section of the act aforesaid, shall be made to the enrolling officer of the county in which the applicant resides, who will thoroughly investigate the case, and if satisfied, by competent evidence, that exemption should be allowed, shall issue a certificate thereof, which must be submitted to the enrolling officer of the Congressional district for his approval. 2. Applications for exemptions under the fifth article of the 10th section of the act aforesaid shall be made to the commandant of conscripts for the State, who will grant the certificate of exemption authorized by law, to continue during compliance with the conditions prescribed by said act. Exemption, except for the President, Treasurer, Auditor, and Superintendent, shall not be allowed to any officers and employees of a railroad company, unless the President or Superintendent shall certify, on oath, that the parties applied for are to the efficient operation of such railroad; that the number of persons exempted on said railroad shall not exceed one for each mile thereof in actual use for military transportation, that the exempts for such road shall be reported by name and description once a month to the commandants of conscripts for the State through which such road passes, or to the Bureau of Conscription, together with the names and descriptive list of any who may leave the employment of the railroad company, or who may cease to be indispensable to the efficient operation of the said road. 3. The exemption of overseers or agriculturalists on each farm or plantation upon which there are now, and were on the 1st day of January last, fifteen able bodied hands between the ages of sixteen and fifty, will be allowed for the space of twelve months, and the certificate of exemption shall be granted by the officer taking the bond required by law, upon being informed by the commandant for that State that the bond is approved. 4. The bond required to be given upon the exemption of an overseer or agriculturist, under the 4th article of section 10th of the said act, shall be taken by the enrolling officer of the county or district in which such party resides, with the advice and assistance of the temporary Board aforesaid. It shall be payable to the Confederate States of America, in a penalty double the estimated value of the products to be delivered to the Government, and conditioned for the faithful performance of the requirements of the 4th article of the 10th section of the said act. The value of the said products shall be assessed by the enrolling officer, who shall take the said bond, with the assistance of the said temporary Board, according to the market value thereof at the time and place of assessment. The said bond may be secured by a deposit of the amount of the penalty thereof in notes issued from the Treasury Department of the Confederate States, with any of the depositaries of the said Treasury, or by personal security, the nature of the security to be at the option of the principal obligor in the said bond. Should the person so exempted elect to give personal security, the sureties leaders by him shall justify their sufficiency under oath before some justice of the peace, but shall not be accepted unless the enrolling officer taking the said bond, under the advice of the said temporary Board, shall deem them sufficient. Such bonds shall, after due execution, he transmitted to the commandant of conscripts for the State, for file in this office, to be surrendered to the obligors when the conditions thereof are fully complied with; and the receipt of any quartermaster or commissary, specifying that the amount of produce required by the bond has been duly delivered and accepted, will entitle the person to have the bond cancelled; and copies of such receipts should be forwarded to the commandant of conscripts, to be by him forwarded to the Quartermaster General or the Commissary General, through this Bureau. IX. Exemption on account of Religious faith. Persons entitled to exemption as provided for in paragraph XII, General Orders No. 26, A and I G O, current series, will, on application, receive certificates thereof from the congressional enrolling officer, on producing satisfactorily evidence that they have complied with the requirement of the law. X. Exemption of officers of Confederate and State Governments. Certificates of exemption for officers of the Confederate and State Governments will be given by the commandants for the States. XI. Investigation of Applicants for exception. 1. All other applications for exemption shall be made in writing to the enrolling officer of the county or district in which the applicant resides; shall be supported by his affidavit and other sworn testimony, and dealt with according to the provisions of paragraph III, of General Orders No. 26, A and I G O, current series. 2. Every application for exemption should be carefully, minutely, and thoroughly investigated by the local enrolling officer, with the aid of the temporary board to be organized under the 2d clause of paragraph II. of this circular, and be thereafter transmitted to the commandants of conscripts for the State, with a report of facts, and their respective opinions on the merits of the application. The report of facts should be somewhat in detail, setting forth in regular order the facts developed in the investigation, giving briefly the reasons for the opinion expressed, and instead of being put in the form of an endorsement, will be made on a separate sheet of paper. The investigation should not be confined to an examination of the application and the papers that accompany it, or merely into the truth of the statements therein made, but should be directed with a view of ascertaining all the facts and circumstances of the case, and the exact condition of the parties with relation therein. XII. Details.Agricultural Details. 1. The officers of conscription will give the most careful attention to the provisions of paragraph IV G O No. 26, A and I G O, current series, in connection with the last clause of the 4th article of the 10th section of the act of Congress cited. This paragraph embraces the whole system of details provided by law to maintain the industrial productions of the country, in view of the public defence. 2. The investigation of every case presented must be the most precise and accurate which can be obtained by the enrolling officer, (with the cooperation of the temporary boards,) and all action must be in direct view of the necessities indicated. Commandants will institute such modes of inquiry and report as will furnish the fullest testimony. The policy of the law is to enforce the largest amount of production in every case in which the detail is made. The schedule of terms hereto appended will, it is believed, meet a majority of the cases that are likely to be presented. Where it is doubtful whether the case is covered by the classification, commandants will in general decide by reference to the plain intent of the law, or refer the matter to this bureau, with full testimony and opinion. In all details there must be satisfactory evidence of the necessity, as expressed in General Orders No. 26, current series. schedule of terms. 3. Where there are two or more farms contiguous, or within five miles of each other, measuring from the homesteads, having on each five or more hands, amounting in the aggregate to fifteen hands, or where one person has two or more plantations within five miles of each other, having an aggregate of fifteen or more hands, there may be detailed one person as overseer or manager of the two or more farms; Provided, there is on neither of the farms a white male adult declared by the enrolling officer and the temporary board capable of managing the farms with a reasonable efficiency, not liable to military duty; and provided the person detailed was, on the first day of January, 1864, either owner, manager or overseer residing on one of the farms; and provided the owners of said farms shall execute a joint and several bond, on the terms prescribed for the owners of fifteen hands, except that such persons shall not be a lowed the privilege of commutation provided in the 4th article of the 10th section of the act recited. 4. Where details are allowed to persons having less than fifteen, and five, or more than five hands, they shall enter into like obligation as prescribed for the owner of fifteen or more hands, except that for each hand less than fifteen, down to five, there shall be supplied five pounds less meal, thus; each of fourteen hands, ninety five; thirteen hands, ninety; twelve hands, eighty-five; * * * * six hands, fifty-five; five hands, fifty pounds. 5. Where details are allowed to persons having less than five hands, they shall enter into like obligations to sell all their surplus productions to the Government. 6. All details herein prescribed to be allowed are subject to revocation by the commandant of conscripts, on the report of the enrolling officer that the person detailed is not habitually, industriously, and in good faith engaged in the occupation for which the detail is granted. Enrolling officers are required to be unusually vigilant in supervising such details. Omission in this duty will constitute grave dereliction. 7. Enrolling officers are required to exercise the utmost caution in recommending details in the classes enumerated. It is by no means intended to grant them indiscriminately, but to limit them as much as is consistent with the public good. All pertinent circumstances will be carefully inquired into. Among these are fitness for the field; ability or aptitude for the purposes of the detail; condition of the family; whether any, or how many, are in the military service; public good, justice, equity or necessity, &c. XIII. Details for Public necessity. Applications for detail, such as are not required for the service of any of the military bureaus, or for service IX any of the departments of the Government, including service with contractors, will be made, accompanied by a descriptive list, to the enrolling officer of the appropriate county or district, and be supported by the affidavit of the applicant and other testimony under oath. The enrolling officer will institute a minute and searching investigation into all the circumstances of the case, the results of which will be act forth on a separate sheet of paper. The district enrolling officer may, if he approves the application, grant a detail for sixty days, and forward the papers, through the commandant, to the Bureau for its action. If the application is refused, the reason in full will be endorsed; and, in case of appeal, the papers forwarded to this Bureau, through the same channels. If the persons for whose detail application is made are engaged in performing the duties on account of which details are asked, they will be allowed to remain until final action. If otherwise, they should be sent to camps of instruction. XIV. Details for Persons between 45 and 50 for Government work. Applications for the detail of persons between forty-five and fifty years of age, for service in any of the military bureaus or in any of the departments of the Government, will be made, accompanied by a descriptive list, to the local or district enrolling officer; and it must act forth the nature of the duties to be performed, the necessity for the detail, and the period for which it is required. The district enrolling officer, after investigation, made and reported as directed in preceding paragraph, may, if he approve the application, grant a detail for a period not exceeding sixty days, and forward the papers to the commandant for his action. An appeal from the action of the enrolling officers and the commandant, may be taken to this Bureau. XV. Details of Artisans, Mechanics, Etc. 1. Applications for the detail for service in any of the military bureaus, or for any of the departments of the Government (including contractors,) of artisans, mechanics, of persons of scientific skill, to perform indispensable duties, should be made, with descriptive list, to the enrolling officer. The skill of the party, the duties to be performed, and why his services are indispensable, and the period for which the detail is required, must be dis ly act forth. Application, for the employees of contractors must in addition, contain a certificate from the officer contracted with, or the head of the department, that the services of the particular parties are required for the performance of indispensable Government work.--The district enrolling officer may grant the detail for sixty days, and forward the papers, through the commandant (each expressing his opinion,) to this bureau, for its action. If the application is refused, reasons in full will be endorsed, and in case of appeal, papers forwarded to this bureau. If the parties applied for are at work, they will be allowed to remain until action is taken. If otherwise, they shall be sent to the camps of instruction. Applications for the detail of contractors themselves must also contain the certificate of the head of the bureau required by the 11th section of the act. XVI. All other applications for exemption or detail, not otherwise provided, will be made to the enrolling officer, and forwarded through the proper channels. XVII. Great care should be exercised in exempting or detailing able-bodied men between eighteen and forty-five. No case should be acted on until after minute and thorough investigation as to the alleged private or public necessity, advantage, convenience, justice, or equity, and as to whether persons not liable to service in the field may not be obtained. XVIII. Reports. 1. Examining boards, in addition to the lists directed in paragraph VIII, General Orders No. 26, A and I G O, current series, will furnish district enrolling officers with lists of men in their districts found fit for military service, but unfit for service in the field, specifying in each case what duties they are capable of performing. Congressional District officers to furnish similar lists to county enrolling officers, the object being to enable persons needing detailed men to see who are the subjects of detail, and to choose from them. 2. Enrolling officers will forward to the commandant of conscripts, monthly, a report of all persons enrolled by them, and the action taken in each case. These reports will be consolidated by the commandant, with reference to the distinctions made in the act of Congress, and the regulations for its enforcement in duplicate, one copy of which will be forwarded to this bureau and one kept on file in the office of the commandant. XIX. Enrollment of received Classes. 1. Commandants of conscripts will proceed to enrol all persons between the ages of seventeen and eighteen and forty-five and fifty years, in execution of General Orders No. 33, A and I G O, current series; which is herewith made a part of this Circular: Adjutant and Insp'r Gen'ls Office,Richmond, Va, March 15, 1864. General Orders, No. 33.-- 1. The Bureau of Conscription will proceed to enrol all persons between the ages of seventeen and eighteen years, and between the ages of forty-five and fifty years, under the 5th section of the Act of Congress to organize forces to serve during the war. 2. Persons liable to enrollment will present themselves to the enrolling officer in the States east of the Mississippi river within thirty days from the day when the notion shall be given in the district or county by the enrolling officer for persons of this class to appear for enrollment. The failure to comply with this notice will subject the defaulter to a liability to be called into the general service with the class of persons between 18 and 45, unless he shall have a valid excuse therefore, to be judged of by the Bureau of Conscription. 3. Any person liable to enrollment under this act may join any company for local defence which has been formed under General Orders No. 88, issued 26th June, 1863, for the war, or any other company for local defence which has been accepted into the service, and which, by the terms of its enlistment, is liable to serve any where within the State; or persons of this class may form new companies for local defence and special service, under General Orders No. 86, 1863, for the war, and select their own officers. By order, S Cooper, Adj't and Insp'r General. 2. Commandants will keep a separate and distinct roll of persons between the ages of seventeen and eighteen and forty-five and fifty. 3. Commandants of conscripts will assign to duty, as a supporting force for conscription service, such persons as may be recommended by the examining boards as unfit for the field, but as competent for this service; and when as many as sixty-four such persons are so assigned they will be organized into a company, elect their officers, and return the muster rolls to the commandants; and if there be not a sufficient number to form a company is each Congressional District, then the commandant may assign a sufficient number of percent between 45 and 50 years of age, so as to complete a company for each Congressional District. A competent officer, of the rank of Colonel, will be assigned by this bureau to organize such companies into a regiment, if there be the requisite number of companies; or into a battalion, if there be less than ten companies; or into two battalion, if deemed preferable. XX. General Instructions. 1. Commandants will always bear in mind that General Orders No. 25, is not only the basis but forms a large portion of these instructions. They will habitually recur to its provisions to aid in the application of the other provisions of this circular. 2. Commandants will, of course, refer cases of difficulty to this Bureau; but references which bear on their face that they are rather to avoid due responsibility of labor, will be returned without remarks. 3. The duty of the commandants of conscripts is in accordance with these instructions, to maintain and invigorate the industrial production of the Confederacy, and supply its armies with men.
