Cincinnati, June 17.--A special dispatch to the Commercial, from Evansville, Ky. , says that the steamer Sarah Kirkwan, bound to Cincinnati and St. Louis, while backing out of Owensboro', Kv., had her flag fired upon by Secession rowdies, and completely riddled with bullets.
