--Upon his arrival in this city last night, in conformity with orders received in Springfield on Friday last to repair to St. Louis and report to Washington by letter, General McKinstry was met at the cars by several officers, by whom be was arrested and conveyed to the Arsenal, under instructions to hold no communication with any one.
His cashier, Mr. Hahn, was also arrested.
