Fortress Monroe, July 31st.--The steamer Georgia arrived at Fortress Monroe at 7 o'clock this morning.
She is from Washington, D. C., and has on board over 200 rebel prisoners.
Captain Higgins , of 86th New York regiment, is in charge of them.
They are now at anchor just above the fort, having received orders to remain here till tomorrow.
