up to Drewry's Bluff; and General Barnard, the Chief Engineer of the Army of the Potomac, says that the decision to make the depot of supplies on the Pamunkey, and approach Richmond from the north, was made at Roper's Church, on the 11th, or ten days before the receipt of the dispatch from the Secretary of War. During the three weeks siege of Richmond public expectation was kept constantly on the alert, by frequent, assurances that the decisive battle would be fought to-morrow. On the 2d of June, the day when Hooker looked into Richmond, the Commander said: I only wait for the river to fall to cross with the rest of the force and make a general attack.
