Now, the interest on the debt at the commencement of the war (£34,000,000 sterling,) was only £8,000,000; about $40,000,000. At the commencement of the second war in 1803, the interest on the national debt, which was then £600,000,000, sterling, or $3,000,000,000, was only £21,000,000,000, or $105,000,000,000, and at the close of the war, when the debt had run up to £1,100,000,000, ($5,500,000,000,) the interest
