surrender at discretion. The perseverance, industry and firmness of the commanding officer, Maj. Oscar M. Watkins, of the provisional army, were only equaled by his intrepidity, admirable coolness and skill in battle. Entirely unaccustomed to the sea, his devotion overcame all obstacles.
