Austin, Oscar Phelps, 1892- Statistician; born in Illinois; engaged from early life as a contributor, reporter, editor, and Washington correspondent for metropolitan newspapers. In 1892 and 1896 he edited the campaign documents for the Republican National Committee, and in May, 1898, was appointed chief of the Bureau of Statistics of the United States Treasury Department.
