The gentleman from Norfolk city (Mr. Blow) had moved to amend the resolution by striking out all after the wheffry, being entitled to the floor, advocated his amendment.
Mr. Blow replied, declining to accept it, and arguing briefly in favor of h Sheffey's amendment, and it was rejected — yeas 64, nays 72.
Mr. Blow's amendment was then voted down, viva voce.
