, Nov. 21, 1861. Congress met, and, in the absence of its Chairman, Hon Howell Cobb, was called to order by Mr. Memminger, member from South Carolina, who stated that Col. Cobb bad left the city to resume command of his regiment, and moved Mr. Bocock, member from Virginia take the chair, which motion was carried, and Mr. Bocock took his seat as presiding officer. Prayer was offered by Rev. Dr. Hoge, of Richmond.
