House of Delegates. Friday,Jan. 31, 1862. The House met at 12 o'clock M. Prayer by Rev. Mr. Peterkin, Mr. Anderson, of Botetourt from the Committee on Military Affairs, offered a resolution that the Senators from Virginia in the Confederate Congress be instructed, and the members of the House of Representatives from Virginia be requested, to increase the pay of non-commissioned officers and privates in the service four dollars per month, which was adopted. On motion of Mr. erred to a joint committee of both Houses, and that the presiding officers of each be requested to appoint on the committee the authors of the several bills and substitutes, and such other gentlemen as they thought proper. Mr. Anderson, of Botetourt, opposed the resolution simply because after the proposed joint committee had expended at least two weeks in constructing a bill, it would be no more likely to satisfy the House than those now before it, and the debate which would ensue would b
