from the Committee on Military Affairs, reported back with amendments Senate bill to authorize the appointment of quartermasters and assistant quartermasters, commissaries and assistant commissaries, in the Provisional Army. Mr. Foote, of Tenn, opposed the bill, and moved that it be laid upon the table. Lost. The amendments proposed by the committee were agreed to, and the bill as amended passed — ayes 38, noes 26. On motion of Mr. Chilton it was ordered that when the House adjourn it will adjourn to meet on Tuesday at 9 o'clock A. M. A message was received from the President announcing that he had approved and signed the bill making appropriations for the support of the Government of the Confederate States. The Speaker laid before the House a communication from James D. Browne, asking an increase of the rent of the building on 9th street owned by him and occupied by the Government. Referred. At three o'clock the House took a recess until 6 o'clock P. M.
