City Council. --A called meeting of the City Council was held yesterday evening. The following members were present: Mr. Grattan (President), and Messrs. Burr, Scott, Epps, Lee, Smith, Clopton, Lancaster, Tardy, Crutchfield and Glazebrook. A communication was received from the Mayor, nominating the chief and other officers of the police. Thereupon the Council proceeded to elect a chief, and John H. Claiborne was unanimously elected. The next business in order was the election of the first police officer, and Messrs. Seal, Chalkley and Kelley were put in nomination. Mr. Reuben T. Seal received nine votes: Mr. Chalkley, 3; Mr. Kelley. 1. Mr. Seal was therefore declared elected. Mr. Scott and Mr. Clopton addressed the Council in favor of Mr. Callahan. The result of the election was: Charles H. Epps, 10: D. Callahan, 3.
