Dec. 21. At New Orleans a general demonstration of joy over the secession of South Carolina was made. One hundred guns were fired, and the pelican flag unfurled. Impromptu secession speeches were made by leading citizens, and the Marseillais hymn and polkas were the only airs played. A bust of Calhoun was exhibited decorated with a cockade. South Carolina's secession produced no sensation at Baltimore. People seemed relieved and cheerful, and the streets were gaily crowded, and business was better.--Times, Dec. 22. At Wilmington, Del., one hundred guns were fired to-day in honor of the secession of South Carolina.--Tribune, Dec. 22. The Convention of South Carolina adopted the declaration of causes justifying the secession of that State.--(Doc. 3.)

The Convention of Western Virginia passed the ordinance creating a State, reported by the select committee on a division of the State, this morning, by a vote of fifty to twenty-eight. The boundary as fixed includes the counties of Logan, Wyoming, Raleigh, Fayette, Nicholas, Webster, Randolph, Tucker, Preston, Monongahela, Marion, Taylor, Barbour, Upshur, Harrison, Lewis, Braxton, Clay, Kanawha, Boone, Wayne, Cabell, Putnam, Mason, Jackson, Roane, Calhoun, Wirt, Gilmer, Ritchie, Wood, Pleasants, Tyler, Doddridge, Wetzel, Marshall, Ohio, Brooke, and Hancock. A provision was incorporated permitting certain adjoining counties to come in if they should desire, by expression of a majority of their people to do so. The ordinance also provides for the election of delegates to a Convention to form a constitution; at the same time the question for a new State or against a new State shall be submitted to the people within the proposed boundary. The siege of Vicksburgh was commenced to-day by the Union mortar-boats, which threw a number of shells into the city. The rebels opened three batteries of heavy guns on the boats, but their shot fell short, and did no injury. By order of General R. B. Mitchell, commanding the National forces at Nashville, Tenn., G. Major McConnell was wounded and fell into the hands of the enemy. I think his wound was mortal. My regiment fell back in good order, and are now together, except the scout above mentioned. I had about four hundred men in the engagement. Bute A La Rose, La., was captured by the National gunboats Estrella, Clifton, Arizona, and Calhoun, after a short engagement. An officer on board the Clifton gave the following account of the affair: Just before we came to the fort there is a sharp bend in the river, and when we came round that bend we were only one quarter of a mile from the fort. The sailing order was that the Clifton and the Arizona should go ahead abreast, the Calhoun next, and the Estrella, Captain Cook, the senior officer, brought up the rear.
