The Tory Convention. --A dispatch from Wheeling, June 14, says: In the Western Virginia Convention to-day, Mr. Carlile reported an ordinance vacating the seats of all the State officers now in rebellion to the General Government, and providing for the establishment of a provisional Government, the election of officers, and providing that State, county and municipal officers shall immediately take the oath of allegiance. The ordinance was made the special order for Wednesday next. Five hundred stand of arms from Massachusetts arrived here to-day. Fifteen hundred more are expected to morrow.
