Alien enemies. The following persons, having declared themselves aliens, have been granted passports to leave the Confederate States: W. S. Wilmer; Jacob Kafer, S. T. Perry; G. W. Donoho, wife and child; S. W. Carnell; Abraham Browne; Nathaniel Carusi; Jane Carr and Mrs. Margaret Carr. We are glad to learn that the Government will henceforth exercise extreme caution in granting passports to this class of persons.
