Mr Wilson called the attention to the law of 1861, which clearly gave authority to the President to call for the militia in particular contingencies. Mr Conness, of California, (Union,) said he frequently gave votes in favor of measures when he had doubts as to their propriety and wisdom be cause in our present troublest expressly stated that their action had endorsement of the President. For himself, he was as willing as any one to advocate a stringent conscription law. Mr Conness offered an amendment giving the President power to continue the services of these troops six months from the date of their muster.
