Sir: Conformably to the wishes of the department, I submit the following review of the services of the monitors while under my command; and as some knowledge of the circumstances under which they have been tested may afford a better appreciation of their qualities, I shall briefly narrate some of the leading events in which they have participated du re of business, which will, I hope, excuse such imperfections as may have inadvertently occurred.
With more leisure I could do full justice to this interesting subject.
