Order, No. 82, Adjutant and Inspector General's Office, dated November 3d, 1862 Old Market Hall is hereby appointed a place of rendezvous for Conscripts from the city of Richmond, which forms a part of the Third Congressional District, and Surgeon O. R. Early, Assist. Surgeon Chas. Selden, and Dr. L. Henly, are a Board of Examination for the Third Congressional District, composed of the counties of Hanover, Henrico, Charles City, New Kent, Elizabeth City, James City, Warwick, York, Williamsburotice to all whom it may concern, that he has fixed upon the 15th, 16th, 17th, 18th, and 19th days of December for the examination of conscripts who shall assemble at Old Market Hall, from the city of Richmond, in pursuance of the above notice O. R. Early. Examining Surgeon, P. A. C. S. Inasmuch as there are many Government contractors and persons detailed on Government work in the city of Richmond, I can be found daily at my office, in the Richmond House, on corner of Governor (13th)
Persuading negroes to go to the Yankees. --Yesterday morning a negro named Ned, belonging to the estate of Michael Nowian, was arrested by officer Green, charged with persuading Davy, slave of Dr. O. R. Early, of this city, to escape to the Yankees.--Hardly a day passes by that come negro is not arrested on a similar charge, and the severest penalties of the law should be inflicted upon each offender, when the evidence is of such a character as to justify it.
