After some discussion, under a suspension of the rules, the bill was reconsidered and recommitted. State debts. On motion of Mr. Ellis, a resolution was adopted inquiring into the expediency of providing that, until the question of the re-union of the States shall have been decided by a vote or some other legal method, it is not advisable for the Legislature to make any provision for the payment of public debts, or any portion thereof, or for the funding of the interest thereon.
