Mr. Gartrail, of Ga, introduced a bill "to declare what person a shall be exempt from military service and to repeal all exemption bills heretofore passed." Mr. Gartrell moved a suspension of the rules, with a view to making the bill the special order of the day, to be considered in connect on with the bill on the same subject now before the House.--The House refused to suspend the rules.
