Mr. Gartrail, of Ga, introduced a bill "to declare what person a shall be exempt from military service and to repeal all exemption bills heretofore passed." Mr. Gartrell moved a suspension of the rules, with a view to making the bill the special order of the day, to be considered in connect on with the bill on the same subject now before the House.--The House refused to suspend the rules. Mr. Thickland ofwas rejected by Mr. Dargan, and agreed to by the House: "Provided, That this exemption shall not apply to such officers of any State as may now, or hereafter be made liable to military service in the army of the Confederate States" Mr. Gartrell, of Geo, submitted the following amendment: "And provided farther, that no person shall be enrolled, who has a substitute in the army, furnished in accordance with orders heretofore issued by the Secretary of War."
