honor to submit herewith copy of the detailed report of Flag-Officer Buchanan of the brilliant triumph of his squadron over the vastly superior forces of the enemy, in Hampton Roads, on the eighth and ninth of March last, a brief report, by Lieutenant Jones, of the battle of the eighth, having been previously made. The conduct of the officers and men of the squadron, in this contest, reflects unfading honor upon themselves and upon the navy. The report will be read with deep interest, and i ability of Flag-Officer Buchanan and his associates, achieved the most remarkable victory which naval annals record.
