advised of the certainty of the election of Abraham Lincoln as President of the United States, and Hannibal Hamlin, Vice-President, upon a sectional platform, at variance with the Constitution of the United States, and derogatory to the rights and interests of the Southern States: Therefore, be it Resolved. That we regard such election as a virtual dissolution of the Union under the present Constitution. Resolved.That we have heard with great satisfaction the resignation of the Hon. A. G. McGrath, United States District Judge for the State of South Carolina, and James Conner, Esq. United States District Attorney, and feel assured that a similar course will be pursued by the United States Judges and District Attorneys in Florida. Resolved, That the assurance of the Hon-W. F. From the Confederated States. Montgomery, Ala.,March 17. --The Congress, to-day, confirmed the nominations of the District Judges as follows: A. G. McGrath, of S, C,; H. R. Jackson, of Ga.; Wm. Lanier Harris, of Miss.; Thos. J. Semmes, of La.; John Hemphill, of Texas; Jesse J. Finley, of Fla.; McQueen McIntosh, Judge of the Admiralty Courts, of Key West; David Hubbard, of Ala., Commissioner of Indian Affairs; Alexander B. Withall, of Ala., Register of the Treasury; Bolling Baker, of Ga. Auditor in the Treasury. The Congress meets again to-night. The Convention adopted a resolution to adjourn on Wednesday. It passed an ordinance altering the free banking act, which substitutes stocks of Confederate States for United States. The stocks allow issue of two for one. Foreign citizens and corporations not allowed to hold stock. Two members of Congress have been elected to supply resignations. H. C. Jones, of Lanerdas, and Nich. Davis, of Madison, are elected.
From South Carolina. Branchville, S. C., Jan. 4. --The Governor has made the following divisions of the Exceptive administration: First, for intercourse with other States, arrangements with foreign powers, consuls, treaties, &c., he appoints Hon. A. G. McGrath; second, for military matters, he appoints Gen. D. F. Jamieson; third, for financial matters, he appoints Hon. C. G. Memminger; fourth, for postal, light-house and revenue matters, he appoints Gen. W. W. Hardee; fifth, for local matters, militia, coast police, &c., he appoints Gen. A. C. Garlington.
