Flag presentation. --At half-past 5 o'clock yesterday evening the Capitol Square was the scene of a flag presentation. The Hon. C. G. Memminger, Secretary of the Treasury, on behalf of the ladies of the Treasury Note Bureau, presented to the Departmental Battalion a rich and handsome Confederate flag. Mr. Memminger on the occasion delivered a neat speech of fifteen minutes length.
