Hon. Samuel F. Vinton, of Ohio, ex-member of Congress, died a few days ago, before he had an opportunity of exercising his functions as a Commissioner under the District of Columbia Emancipation Act. The Army Bill, which passed the Yankee House of Representatives on the 14th, appropriates $421,000,000 for the year ending with June, 1863. Besides this, $208,000,000 have been voted during the present session for the current army expenses and deficiencies for the present fiscal year. A fire took place in Ivory, N. Y., on the 10th, which destroyed between five and six hundred buildings. Loss, three millions of dollars and twenty lives. John Mickle, an aged citizen of Kershaw district, S. C., died recently. He was one of the defenders of Charleston in 1814.
