Not Exchanged. --By the last flag of truce boat the Yankee Commissioner, Meredith, brought up Major Jones, of the 13th Mississippi regiment, and proposed by telegraph to exchange him for Major White, of New York. Commissioner Ould, regarding the proposition as dictatorial, declined the exchange suggested, but sent down Major Von Wetzell, of Pennsylvania, in exchange for Major Jones. Mulford, the officer in charge of the flag of truce boat, declined making the exchange, and as the Yankee Commissioner, Meredith, had left City Point, Von Wetzell was returned to the Libby prison and Major Jones taken back to City Point.--White is a rabid Black Republican member of the New York Senate, and for that reason was preferred to Von Wetzell.
