as the urgency of the measure demanded, Congress, a whole month later, on the 3d of August, passed an act authorizing the Secretary to appoint a board of officers to investigate the subject, a thing which was certainly within the scope of ministerial powers without any special legislation, The Navy Yard, Washington, in 1861. and appropriating $1,500,000 for the work.
