Virginia State Convention.Fortieth day. Monday, April 1, 1861. The Convention was called to order at the usual hour. Not more than one-fourth of the members were present, and very few spectators. Prayer by the Rev. Mr. Petigeur, of the Disciples' Church. Mr. Southall, of Albemarle, rose to a privileged question. He said he received a few days ago a copy of the proceedings of a meeting held at Scottsville, in Albemarle county, and considered this the place for replying to an allusion to himself in one of the resolutions. He conceded the perfect right of any portion of the people, whether few or many, to assemble for deliberation on affairs of public concern, and, if need be, to criticise the conduct of those to whom they had entrusted the discharge of public duties; but he also held that it would be proper for them to possess themselves of full information previous to passing judgment.
