11. The question recurred on the motion proposed by Mr. Burnett and accepted by Mr. Dortch, and being put, was decided in the affirmative, viz: Yeas--Messrs. Burnett, Clay, Clark, Davis, Dortch, Haynes, henry, Hill, Hunter, Lewis, Orr, Phelan, Sparrow, and Semmee--14. Nays--Messrs.
