When he arrived from Chicago shortly after the first battle of Bull Run, he brought his entire force with him and began to investigate people suspected of assisting the Confederate cause by sending information secretly to Richmond and the Southern armies in the field. He made a number of important arrests, both in Washington and in Baltimore, acting under orders from Provost-Marshal Andrew Porter, as well as General McClellan and the heads of the Departments of State and War.
