Situation of affairs.
Under this heading the New York Herald, of Monday, says:
It is confidently stated that General Scott does not contemplate any forward movement until he has his whole army in readiness, and then, that he will order a grand general movement, simultaneously, of t associates which confirm this rumor.
Four hundred volunteers, sick and disabled, were honorably discharged at Washington on Friday.
Gen.Scott has issued positive orders that no reporters of the press shall hereafter, under any circumstances, visit the different encampments at Washington.
