Resolved, That a committee of thirteen be appointed to inquire into the expediency of so amending the 22d and 23d sections of Article.
IV.
of the Constitution of Virginia as to provide that taxation shall be equal and uniform throughout the Commonwealth, and that all property shall be taxed in proportion to its value.
