Doc. 101.-Broome County (N. Y.) resolutions. July 18, 1861. Resolved, That the existing war is the attack of rebels upon the peerless Constitution and the liberties of the common country, and that they are to be regarded as the assassins of liberty — enemies in war, in peace friends. Resolved, That the only method of settling the present controversy is by maintaining the integrity of the Government against the machinations of demagogues, or the insidious traps of oily politicians.
