Frank had been arrested and sent into Court by order of Major Carrington, Provost Marshal, for attempting to obtain a passport to go to Charles City on a pass that he had written himself. He had come over from Petersburg by permission of his master to see his mother. He was committed to jail as a runaway. Charles Cabler was charged with stealing three pigs from Edward Vickers. It appeared that Mr. Vickers had hired Mr. Cabler's wagon to haul three pigs from Rocketts up town, but falling out with the negro driver about the price to be paid for the trip, had beat him. As the wagon with the pigs passed up Main street, after the difficulty, the negro stopped at Mr. Cabler's store and told him the circumstances, when the latter took possession of the pigs until Vickers should settle, and also threatened to him. Mr. Cabler was required to give security in $500 to keep the peace, and the pigs were delivered to Mr. Vickers.
