From Washington.
Washington, Nov. 19.--Judge Wayne, of the Supreme Court of Georgia, has, it is said, written a letter to a friend in Washington, saying among other things that four-fifths of the citizens of Savannah are opposed to secession.
The President has completed his annual message.
Col. Craig, in the absence of Col. Ripley, is ordered immediately to proceed to the inspection of arsenals and armories.
