Montgomery, Ala., May 17. --Congress passed a number of bills to-day, among which are the following: Organizing a Patent Office; regulating the sale of Prizes; regulating the Telegraph; authorizing the issue of bonds to the amount of fifty millions, payable in twenty years, the interest not to exceed 8 per cent.; or, in lieu of the bonds, to issue twenty millions of Treasury Notes, in small sums, without interest.
