the defenders of our rights and liberties, it will not seem inappropriate that I should on deavor to initiate this movement; and in my situation I hope I may be pardoned for making my intention known in advance. It is not unlikely that I may be prevented from carrying my purpose into execution; but in such an event, the object having been made public, some more wise and experienced legislator will see that it is not neglected. Believing that a knowledge of the fact that an effort will be made, at least, to secure such a provision as in above indicated, will afford encouragement and comfort to thousands of brave men, as well as those already engaged in the service as those who are thinking of entering it, I hope that the editors of all newspapers in Virginia will copy this communication. I also request all officers and soldiers of the Virginia forces, who may chance to see this note, to give it as much circulation as possible among the troops. Respectfully, Wm. H. Cook.
