Arrest of the Secretory of the Round of Police Commissioners.--Mr. Willem F. McKewen, the Secretary to the Board of Police Commissioners of Baltimore, now in Fort Lafayette, was taken into custody yesterday afternoon, at his dwelling. No. 1st Hanover street, by the Provost Marshal's police, by order of Gen. Dix, and taken to the marshal's office. From here Mr. McKawen was permitted to communicate by telegraph with the commander of the military department, and the result was has release on parole to appear at the marshal's office at four o'clock this afternoon to await the further disposition of his case.
