Increase of the Federal force in the Mississippi. --The New Orleans Bulletin, of the 3d, contains the following: The Lincolnites down the river are getting bold and saucy, and should be taught a lesson that would make them keep at a more respectful distance from Louisiana soil. A dispatch was received last evening from Capt. Huger, of the Confederate steamer McRae, lying near Fort Jackson, announcing that the enemy's war steamers Richmond and Water Witch, a pilot boat and a schooner, recently captured in the river, are lying at anchor a short distance above the Head of the Passes, having taken that position yesterday. Our little steamer, the Ivy, was engaged in reconnoitering. These Yankee vessels have evidently been sent there for the purpose of more effectually and easily blockading the Mississippi, and of doing away with the necessity of keeping a fleet at the Balize.
