House of Delegates. The House met at 12 o'clock M. Prayer by Rev. Mr. Woolbridge, of the Protestant Episcopal Church. The Speaker, Mr. Kemper, in the Chair. On motion of Mr. Robertson, so much of the Governor's message as relates to the subject of Banks was referred to the Committee on Banks. The Speaker laid before the House a communication from Enoch Lowe, Esp., ex- Governor of Maryland. Mr. Fleming moved the document be laid on the table and printed. Mr. Robertson moved that five thousand copies of the document be printed. He hoped the letter would be spread as far as possible, that it might not only communicate to others the pleasure it had given him, but awake anew the flames of patriotism in the hearts of all lovers of constitutional liberty and inspire them to new deeds of valor in its defence.
