General Assembly of Virginia. Senate. Thursday, Feb. 20, 1862.
The Senate was called to order at 12 o'clk by the President, and opened with prayer by Bishop Early.
A message from the House announced the passage of a number of Senate bills; also, House bill refunding to the securities of Thos. R. Davis, late Sheriff of Prince William county, damages paid by them as such, which was referred to the Committee on Finance and Claims.
Mr. Carson, from the Committee on Military Affairs, made an adverse report in regard to the resolution inquiring into the expediency of erecting hospitals, &c; and also made a report declaring it inexpedient to legislate on the subject of a resolution inquiring into the expediency of reporting a bill for the purchase of horses for such militiamen as may volunteer or be drafted for cavalry service, &c.
Mr. Isrell presented a petition of citizens of Berkeley county, praying for the incorporation of Marengo Lodge, No. 109, I. O. C. F., and
