The New Orleans Delta announces that DeClonet, Captain of the French war steamer Milan, repudiates the protest against the bombardment of the city, purporting to have emanated from him. The Federal account of the bombardment of Forts Jackson and St Philip puts down the Yankee loss at 99 killed and 128 wounded. The officer of the Branch Bank of Virginia, lately located at Union, Monroe county, has been removed to Lynchburg. Major Benj. F.
