J. Bankhead Magruder, and presented a substitute from the committee, which was adopted in lieu of the original resolution. Mr. Foote, from the Committee on Foreign Affairs, reported back sundry resolutions touching the free navigation of the Mississippi and the opening of the markets of the South to such of the Northwestern States as shall cease their participation in the present war upon the South.
