Important from Vicksburg.Departure of the enemy;another "change of Base." The following official dispatch was received at the War Department this morning: Vicksburg, Jan. 24, 1863. Hon. Jas A. Seddon, Secretary of War: The enemy finding all his efforts unavailing to make any inroads upon our position here, has re-embarked, leaving a considerable quantity of entrenching tools and other property, and apparently has relinquished his designs upon Vicksburg.
