Latest from the North. Petersburg, July 10. --The Philadelphia Inquirer, of the 8th, has been received here. Secretary Welles had received information of the fall of Vicksburg, on the 4th, from Admiral Porter. He says that Pemberton sent in a flag of truce on the morning of the 4th, offering to surrender if the men were allowed to march out. Grant replied that no man should leave except as a prisoner of war. After consultation with his commanders, Pemberton unconditionally surrendered. The event has caused tremendous rejoicing all over the North. Lincoln was serenaded, and responded in a foolish speech. A dispatch dated Harrisburg, July 7, 9 P. M., says a big fight is going on at Williamsport.--The whole rebel army appears to be on the bank of the river, and is no doubt making a desperate fight. The Inquirer says there is no news from the army of special importance. Meade is closely watching his discomfited but wily antagonist, and an engagement is exp
