Honesty, fair dealing, and a strict compliance with obligations, assure confidence, and unite the people firmly to the Government. I trust, therefore, that the conscript bureen will give to this question the most serious consideration before further steps are taken. The Impalement of slaves to work on the fortifications. Richmond city and Pittsylvania county have fitted to send their quota of slaves under the call for negroes to work on the fortifications. The people generally complete that the provision of the law, which requires the Confederate Government to pay the value of such slaves as may air, or not be returned to their owners, has not been complied with, and they therefore have no guaranies that slaves now sent, if lost, will be paid for. The reason assigned to me for non-payment has been that Congress had made no appropriat
