The Senate met at 12 o'clock.

The bill to amend an act to establish a mode of authenticating claims for money aga ernment, not otherwise provided for, was passed.
The bill to impose regulations on the foreign commerce of the Confederate States for the public defence was taken up, and, on motion of Mr. Clay, transferred to the secret calendar.
On motion 1861 entitled "An act to raise money for the support of the Government, and to provide for the defence of the Confederate States of America," the said certificates shall be prepared and signed by the Register of the Treasury in favor of the persons

--In the case of M. Krakar, indicted for perjury, Messrs. Crump and Myers, counsel for the accused, on yesterday joined in the demurer to the indictment which was heretofore filed, and which was argued on Monday by F. L. Smith, on the part of the Government, their reply occupying nearly the whole day. The ground of the demurrer is that the assessor of the C. S. war tax in this case was not authorized by the act of Congress, under which he acted to administer to Krakar the oath which he did. Time was taken by the Court to consider of its decision thereupon.
