The House resolved itself into Committee of the Whole (Mr Russell, of Va, in the chair,) and proceeded to the consideration of the general appropriation bill. After remaining some time therein the committee rose and reported the bill, with amendments, to the House. The bill passed. It appropriates $356,000,000 for the six months ending December 31st, 1864. The House proceeded to the consideration of a bill making appropriations for the postal service of the Confederate States for the years 1862 and 1863. Mr. Baldwin, of Va, offered a substitute, which was rejected — ayes 26, noes 49. The original bill was then advanced to its engrossment, and Mr Heiskell, of Tenn, moved a reconsideration; pending which the House took a recess until 8 o'clock P. M.
